A new edition of the Navy Uniform Regulations, approved by Secretary Frank Knox, was issued on 31 May 1941. In general, the descriptions of the items of the uniform were those of the 1922 instruction for there had been little change in the style of civilian clothing, which usually has some bearing on the cut of the naval uniform.
