David Low Political Cartoons
The Big Powers adopted a Non-Intervention agreement whereby they undertook not to send arms or men to either side in Spain. This did not stop the uninterrupted flow of "volunteers" and modern equipment to Franco from Italy and Germany, nor a less numerous entry and occasional consignments to the government from France and Soviet Russia. But France (Blum) hesitated under threats from Mussolini; and Britain (Eden) shrank from interference. David Low Political Cartoons
