Let me first of all compliment you for considering the Faculty of Engineering Technology of the Open University of Sri Lanka (OUSL), to pursue your higher studies and fulfil your educational goals and ambitions. The Faculty of Engineering Technology of the Open University of Sri Lanka is one of the pioneers worldwide in conducting Engineering degree programmes in Open and Distance Learning (ODL). The Faculty offers academic programmes leading to Certificates, Diplomas, Degrees and Post Graduate Qualifications in engineering and industry related disciplines. This Guidebook contains information on academic programmes offered by the Faculty. Further, this guidebook is intended to give you an understanding about the ODL mode of education as practiced by the OUSL. Through the ODL mode of education, we are able to provide opportunities of higher education to a large number of students, including those who are employed. You have the flexibility to choose the place, time and pace at which you will pursue your studies at the OUSL. However, you should be highly motivated, persistent and determined to work hard to complete your studies. Contrary to the general belief, ODL mode of study is neither part-time nor totally without any contacts with the tutor. In fact the work-load of a student, who offers the maximum number of allowed courses per academic year, is equivalent to that of the work-load of any conventional university student. At the OUSL we will facilitate your studies by providing you with printed self study lesson materials. In addition to this, your academic activities are supported by on-line classes, tutor marked assignments, day schools, laboratory classes, mini projects, etc. Some of these activities are done in a classroom atmosphere with the presence of a teacher. Activities such as mini-projects, laboratory reports, and tutor marked assignments also contribute towards the assessment of your performance. In addition, continuous assessment tests and final examinations constitute part of the student assessment. I sincerely hope that you will be able to identify a study programme that is suitable to your prospective career in this guidebook. I hope to welcome you as a student of ours, who is motivated to pursue studies in distant mode. I wish you all the success in all your efforts to acquire a recognised qualification from our Faculty. Wishing you all the very best! Eng. Prof. SA Ariadurai Dean/Faculty of Engineering Technology

General Information
The University
Established in 1980 under the Universities Act No. 16 of 1978, the Open University of Sri Lanka (OUSL) is the only recognised university in Sri Lanka where students may pursue further education by distance education techniques in keeping with the philosophy of Open and Distance Learning. With the OUSL Ordinance No. 1 of 1990, as amended, the OUSL has the same legal and academic status as any other national university in Sri Lanka. As per the Public Administration Circular No. 16/92, dated 13/03/1992, issued by the Ministry of Public administration, Provincial Councils and Home affairs, the degrees awarded by the OUSL are treated as equivalent to degrees awarded by other universities under the purview of the University Grant Commission (UGC). Owing to the nature of its teaching techniques and the massive infrastructure, the University has over 35,000 students with extremely varied profiles, spread throughout the island. About 70% of these students are employed. The OUSL offers its own programmes of study leading to Certificates, Advanced Certificates, Diplomas, Degrees and Postgraduate Diplomas and Postgraduate Degrees. In addition to these main academic programmes, there are continuing education courses, beginners courses and awareness programmes. The OUSL is also fully equipped to support postgraduate research studies leading to Master of Philosophy (MPhil) and Doctor of Philosophy (PhD) degrees. The OUSL provides a readily accessible and progressive ladder of opportunities for study, to improve the vocational, professional and earning potential of an individual. The educational programmes have been designed to meet national, educational and training needs, and to offer opportunities to those who have the dedication and drive to succeed. With its flexibility, the OUSL provides a more socially equitable higher education system. Any person who is above 18 years of age can enrol at the OUSL.

Credit Limit
Courses
The fundamental entity in the dissemination process of knowledge is known as a course In other words, a course is equivalent to a subject.
The maximum number of credits a student can offer for an academic year is limited to thirty six (36) from Regular Courses (X, Z, and I categories) and eighteen (18) from Continuing Education Courses (Y, J, K, E and M categories). However, the total number of credits that can be taken per academic year, from both the Regular and Continuing Education courses together, is limited to a maximum of forty five (45) credits. Thus, an average student opting to offer the maximum allowable credits (45) in an academic year would be expected to spend about 1125 effective hours for studies during the academic year (i.e. about 38 hours per week assuming 30 weeks of study in an academic year).
Course Categories
Each course is classified into one distinct "Course Category" denoted by a specific letter. Engineering Engineering projects Mathematics Industrial General Computer literacy English Management X Y Z I J K L or E M
Proficiency
In order to register for the courses offered by the Faculty of Engineering Technology, students need to fulfil English language requirements as given below.
Level 3 4 5&6 Requirement Concurrent registration for LSE3201 Eligibility in LSE3201 Pass in LSE3201 Pass in General English in GCE (A/L) or equivalent or higher English language qualification (pg. 41)
Course Levels
Each course is also assigned a "Level", between one (1) and seven (7). The Level indicates the relative complexity of the course content. Levels 1 & 2 comprise the foundation for different programmes. Levels 3 to 6 are different stages in undergraduate study programmes leading to Advanced Certificate, Diploma & Degree qualifications. Finally, the courses of postgraduate programmes are placed at Level 7.
Departmental Codes
Further, the course codes also indicate the department offering the particular course. The codes allocated for the Departments of the Faculty are as follows: Department/Faculty conducting the course
Agricultural and Plantation Engineering Civil Engineering Electrical and Computer Engineering Mathematics and Philosophy of Engineering Mechanical Engineering Textile and Apparel Technology Faculty of Engineering Technology
Credit Rating
The Credit Rating assigned for a course reflects the amount of time an average student is expected to devote for its study. Total effective time expected to be spent by an average student for a course with a Credit Rating of one (1) is about 25 hours. The credit rating of a course can be computed by multiplying the fifth character in the Course Code for that course by three (3). Ex: for the course MPZ3231 credit rating is 6 (=23), which means the student is expected to -3-

Any exemptions granted will be informed at the time of registration. In certain instances when the students possess qualifications for which the Faculty cannot grant any exemption from an existing course, credit exemptions may be granted using virtual courses with appropriate category, level and credit rating.
Study Programmes
Study Programmes are made up of different course combinations. For the award of a qualification through a programme such as a Certificate, Diploma or a Degree, three major considerations need to be fulfilled: i) A total stipulated number of Course Credits and training modules required for an award should be acquired, while fulfilling the minimum requirements at different Levels. ii) Minimum stipulated number of Category Credits required for an award should be fulfilled by the student under each Course Category at identified Levels. iii) In order for the student to qualify in a Particular Field of Study, (e.g. Civil, Mechanical, Electrical, etc.), the list of Compulsory Courses and relevant training modules required for an award in that field of study should also be satisfied.
Training
Practical skills are an essential part of Engineering Education, and are given due place our programmes. Students who are following Diploma and Degree programme should complete relevant training modules as given in the Course Information Section. The students undergo Workshop practice module in the University (Colombo, Kandy, Matara, Batticaloa regional centres) and for the Industrial training they are placed in different reputed public and private organisations. Student Commitment
If you are looking for an opportunity to learn about something that interests you, an opportunity that you never really had, the OUSL may be the place for you. We would do our best to facilitate your learning, but the hard work is up to you. If you are to make use of this opportunity, you need to be prepared to make some sacrifices. You have to be self-motivated, and be prepared to sacrifice part of your leisure, at least for a few years. If you are motivated to make the best of what is offered, we will attempt to provide you with the means of achieving the highest academic and professional goals, irrespective of your present status. Our programmes of study allow you to build on your present achievements, and advance in your career systematically, as you progress in your learning. It would be a mistake on your part if you expect the OUSL to enable you to gain a qualification without putting in a substantial amount of hard work. In the case of some activities, such as laboratory classes, you may also have a choice in the selection of dates and times. Unfortunately, this is not possible in the case of tests, presentations and examinations, as these activities involve other students as well.
The OUSL expects its students to interact closely with the world of work. The fact that the University was primarily established to address the needs of working students cannot be over emphasised. As such, we do make an extra effort to accommodate the particular situation of such students. However, the students too should plan their programme, taking note of the fact that there cannot be any flexibility in arranging certain activities. Therefore, when selecting the courses to be offered in a particular year, you are advised to consider your commitment in terms of time and money. For example, a student registering for thirty six (36) credits of regular courses per year will need to devote about nine hundred (900) hours of his/her free time for self-study during the academic year. This is about 30 hours a week for 30 weeks (i.e. about 5 hours per day). Those who are unable to find the required time should register for lesser number of credits. Similarly, as the tuition fee is computed based on the number of credits offered, you can plan your selection based on the amount of money you could afford for that particular year. Thus you may follow a programme of study at your own pace depending on time and money available.
Working students may find it difficult to obtain leave of absence from work to attend to some of the compulsory activities that make up a particular course. However, as the calendar giving the attendance requirements is usually announced well in advance, it is possible to select the courses to minimise these problems. You should pay particular attention to this, at the time you register for courses at the beginning of each academic year.
Student Fees
Unlike the other national universities in Sri Lanka, the OUSL does charge fees from its students. This is related to the fact that the OUSL was set up primarily to cater to the needs of employed students. As these students would naturally be earning at least a modest income, it was felt that the decision to levy fees is justified. However, there is no intention of recovering the full cost of education from the students. As of today, the income from fees meets only a fraction of the total expenditure of the University. The Government, by grants disbursed through the University Grants Commission, meets the major component of the total expenditure. The fees payable by a registered student includes, registration fee, facilities fee, exemption fee (where applicable), library facility fee and tuition fee. The Registration fee (of Rs. 400/= for certificate, diploma and undergraduate programmes; Rs. 1000/= for postgraduate programmes) is charged to cover the administrative expenditure involved in student registration. The Facilities fee (of Rs. 1500/=) is used to provide certain facilities for the students and is a fixed amount payable by all registered students irrespective of the number of courses offered. The Library Facility fee (of Rs. 100/= for certificate, diploma and undergraduate programmes; Rs. 200/= for postgraduate programmes) is charged at the time of first registration. The Exemption fee (of Rs. 25/= per credit) is only charged when exemptions are granted. The Tuition fee depends on the credit rating and the Level of the course offered. The tuition fees applicable for different levels are as given in the following table. Level 1 2 3 4 5 6 7 Tuition fee per credit Rs. 400.00 Rs. 400.00 Rs. 500.00 Rs. 500.00 Rs. 1000.00 Rs. 1000.00 Rs. 3200.00 9 An Examination fee (Rs. 100/= for certificate, diploma and undergraduate programmes; Rs. 200/= for postgraduate programmes) is charged for students who repeat, resit, or had been absent at the final examination in the year in which they got the eligibility. The fee for each training module for the year 2013/2014 is as given below. Level Fee 3 and 4 Rs. 3000 5 and 6 Rs. 5000 Fee for FEW3001 - Learning to learn at a distance is Rs. 1500/= Fee for MEW3001 - Workshop practice module is Rs. 5000/=. Fee for FEW3102 - Soft skills for personal development is Rs. 1000/= Fee for SSE3101- Social Harmony is Rs. 1000/= Fee for PCU1162 - ICT Skills is Rs. 2400/= (with an additional fee of Rs. 200/= for practical sessions) The Postgraduate Diploma programme and Master of Technology programme consist of 36 credits each. The fee for the Research Project in the Master of Technology programme is Rs. 1000/= per credit. In addition, the students registering for the courses TTJ3146 Fashion illustration I and TTJ4247 Fashion illustration II conducted by the Department of Textile and Apparel Technology are required to pay an additional sum of Rs. 1500/= per course. The various types of fees given above are applicable for the academic year 2013/2014. They may be subject to change in subsequent years. An initial payment, as specified on the initial voucher is paid by the time of registration, and the balance is to be settled at the payment of second instalment about half way into the academic year.
Scholarships
The University has a limited number of bursaries, including Mahapola Scholarships, and university bursaries, to help students who are in need of financial help to continue their studies.
Unfortunately, above mentioned bursaries are not available during the first year of study at the University. Only students who have demonstrated a certain amount of commitment to their studies and achieved a measure of success during the first year are considered for bursaries. Students will be given guidelines for these Scholarships with the scholarship application form at the time of re-registration. The completed application forms should be submitted on or before the given date to the
Assistant Registrar, Faculty of Engineering Technology. In addition to the above, software companies provide some scholarships and also placements in the industry itself to work while you are studying. These will be available for the students who are in the Computer Engineering stream and will be selected by the company through an interview. Students who perform well in completing their courses at levels 3 and 4 will be nominated for these scholarships and industrial placements.
