A freight forwarder, forwarder also known as non vessel operating common carrier is a person or company
that organizes shipments for individuals or corporations to get goods from the manufacturer or producer to a
market customer or final point of distribution. They contact with carriers to move the goods but acts as an
expert in the logistics network. Freight can be booked on a variety of shipping providers, including ships,
airplanes, trucks, and railroads. International freight forwarders typically handle international shipments.
Information typically reviewed by a freight forwarder includes the commercial invoice, shippers export
declaration, bill of lading and other documents required by the carrier or country of export, import and/or
transshipment.
The original function of the forwarder was to arrange for carriage by contracting with various carriers,
Forwarder responsibilities included advice on documentation and customs requirements in the country of
destination. His correspondent agent overseas looked after his customer`s goods and kept him informed about
matters that would affect movement of goods.
In India a customs house agent for (CHA) is licensed to act as an agent for transaction of any business relating
to the entry or departure of conveyances or the import or export of goods at a customs station. CHAs maintain
detailed, itemized and up to date accounts. A CHA license may be temporary or permanent.
QUALIFICATIONS
An applicant should:

PERSONAL CLEARANCE: the CHA must personally clear the goods or clear them through an
employee designated by the commissioner. All documents should list the CHAs name at the top.
CORRECT ADVICE: The CHA must advise the client to comply with the provisions of the Act and
the regulations, diligently ensuring the imparting of correct, relevant information to the client for
clearance of cargo or baggage. If there is non-compliance by a client, the CHA must bring it to the
attention of the deputy or assistant commissioner. This regulation requires the CHA to provide
information to the department.
FISCAL ACCOUNTABILITY: The CHA must promptly pay the government all monies received
from the client for duties and taxes. Any money received from the client or from the government
should be promptly and fully accounted to the client.
RECORD-KEEPING: A CHA should not attempt to gather information from government records if
they are not provided by the appropriate officer. Access to records should not be denied, removed or
concealed when sought by the Commissioner. Records and accounts must be maintained as directed by
the Deputy or Assistant Commissioner, and available for inspection. All documents must be prepared
in accordance with rules and orders.

CUSTOMS HOUSE

guarding customs duties and for controlling the flow of goods including animals personal effects and
hazardous items in and out of a country, Depending on legal legislation and regulation, the import or export of
some goods may be restricted or forbidden, and the customs agency enforces these rules.
The customs agency may be different from the immigration authority, which monitors persons who leave or
enter the country, checking for appropriate documentation, apprehending people wanted by international
search warrants and impeding the entry of others deemed dangerous to the county. A country .A custom duty
is a tariff on the import or export of goods.
Commercial goods not yet cleared through customs are held in a customs are, often called a bonded store,

WAREHOUSING
A warehouse is

Warehouses

plain buildings in industrial areas of cities, towns and villages. They usually have loading docks to load and
unload goods from trucks. Sometimes warehouses are designed for the loading and unloading of goods
directly from railways, airports, or seaports. They often have cranes and forklifts for moving goods, which are
usually placed on ISO standard pallets loaded into pallet racks. Stored goods can include any raw materials,
packing materials, spare parts, components, or finished goods associated with agriculture, manufacturing and
production. Warehouse allow transport optimization along the supply chain, and allow companies to work
with an optimal inventory (economic order quantity) regarding service quality.
The company has its own bonded warehouse to store goods at different places around the world.

activities.In special case of an export activities warehouse duty officer can inform the take in the tally process

TRANSPORTATION
Owned Vehicle
The company owns about 30 trucks which are based at various important Branches. Some of these vehicles
are being operated on a fixed schedule touching enroots stations. These vehicles are called scheduled vehicles.
The overall control of all company vehicles resets with the Transport Section. For Administrative convenience
a sub section of the Transport Section is based at Head Office to check the documents and to monitor the
performance of Company vehicles held at various Branches
Hired Vehicle
Some cases the company will hire the vehicles from outside or brokers. Hire Payment Advice is an important
document issued to the owner/driver of the vehicle hired for the purpose of transporting goods.
The company has its own hired vessels for the export and import of goods.

CHARTERING
Chartering is an activity within the shipping industry. In some cases a charterer may own cargo and employ a
shipbroker to find a ship to deliver the cargo for a certain price called freight rate. Freight rates may be on a
per ton basis over a certain route in world scale points or alternatively may be expressed in terms of a total
sum.
A charter may also be a party without a cargo who takes a vessel on charter for a specified period from the
owner and then trades the ship to carry cargoes at a profit above the hire rate or even makes a profit in a rising
market by re letting the ship out to other charterers.
