HB 2797
Coody (Ann), Billy and Peterson
Creating the Humanity of the Unborn Child Act; Requiring State Department
of Education to operate a public information program to educate the public
and a program to educate students in grade nine through twelve about the
humanity of a child in utero. Requires public schools to provide a unit of
instruction during school hours and inform parents prior to the
commencement of such unit that the parent has the right to remove the
student from the classroom in which the unit of instruction is presented.

This cost estimate is contingent upon appropriated or revolving


funds designated for the Public Education on the Humanity of the
humanity of the unborn child fund.
The
Department anticipates it will cost around $10,000 to establish and maintain
the information program. Cost of instruction and materials to develop the
program for the students is estimated at $145,000 - $150,000. Cost of
Instruction at the district level is estimated at $10,000 per high school site.
This is based on average teacher salary, but there could be additional costs.

SDE - $155,000- $160,000; Districts - $4,780,000 statewide ($10,000 per high


school site, 478 sites) plus other costs that cannot be estimated at this time
