It was subsequently approved by Philippine President Gloria MacapagalArroyo last January 23, 2002. The implementation of RA 9163 commenced in School Year 2002-2003.

How can NSTP enhance civic consciousness and defense preparedness? Since NSTP is training, civic consciousness can be enhanced by doing community immersion which is an integral part of Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS) while defense preparedness is enhanced through the Reserve Officer Training Corps (ROTC).
