This Standard was prepared by the Standards Australia Committee on Reporting Fires
to supersede in part AS 2577—1983, Collection of data on fire incidents.
Alterations to the previous edition are as follows:
(a) AS 2577 has now been split into two parts —

(b) Reference to the estimated quantity of water and peak application rate has been
deleted, as experience has shown that it is not easy to collect these data; however,
Part 1 of this Standard includes alternative methods for collecting these data.
With regard to the presentation of codes in this Standard, attention is drawn to the
following optional coding:

(i) For two-digit coding systems, all single numeral codes should be accompanied by
the numeral zero, e.g. if the code is 9 record 90.
(ii) For three-digit coding systems, use the numeral zero in the third place, e.g. if the
code is 13 record 130.

System Handbook compiled by the US Federal Emergency Management Agency,
January 1984; the assistance gained from this source is acknowledged.

0.1 SCOPE This Standard sets out the classification system and codes for each item of information to be
reported for national use but does not preclude the collection of additional data required by user organizations.
The requirements of this Standard are the minimal requirements at various levels of implementation for national
use.
AS 2577.1 describes the Australian fire incident reporting system (AFIRS) and its implementation.

0.2 APPLICATION This Standard is intended primarily for the use by firefighting authorities, but it may also
be used by other organizations such as the police, forest industries and companies, in which case all references
to firefighting authorities, fire brigades and firefighters should be interpreted to include those organizations, their
groups and personnel.
AFIRS is intended to provide data suitable for comparison between reporting authorities and the aggregation of
information on a regional, state and national basis for statistical purposes. The information obtained by the use
of this Standard is not intended to be used as evidence in legal proceedings in recognition of the limits of the time
available to collect the items of information and the expertise of the reporting authority personnel at an incident.

0.4 DEFINITIONS For the purposes of this Standard, the definitions given in AS 2484.1 and AS 2484.2 and
those below apply.
0.4.1 Incident — an actual or an apparently imminent occurrence of an event that endangers or threatens to
endanger the safety or health of any person, or destroys or damages or threatens to destroy or damage any
property, or any other event or alarm that results in a response by the reporting authority.
0.4.2 Reporting authority — an organization that responds to and reports on an incident.
0.4.3 Codes — a numeric classification of information about an incident.
0.4.4 Item — a subject about which incident-related information is collected.
0.5 NUMERIC FIELDS Certain items require the recording of actual quantities. It is suggested that in these
cases ‘undetermined or not reported’ be denoted by using 0 for each character in the field. ‘Not applicable’
should be denoted by using 9 for each character in the field.
