The meeting was called to order by Chair Burnett at 2:05 p.m.

Chair Burnett invited reports from members and staff. Executive Director Cullem requested discussion of agenda item three before agenda item two and the TAC agreed. He then reported on recent meetings pre-negotiating an MOU for a power supply agreement between the two districts to include funding requirements. Chair Burnett noted that a discussion of the Salinas Basin maps will be diverted to a future meeting and that Cal Am is committed to reviewing the reports from the Seaside basin to avoid any question of conflict. He also reported that the revised Policy Position Statement was approved by Authority Directors and the settlement agreement is due at the end of the month of July.

2. Receive Report, Discuss and Provide Recommendations on June 27, 2013 Brine Disposal Workshop - Burnett/Cullem
Larry Hampson from the Monterey Peninsula Water Management District gave a report regarding proposed amendments to state wide water quality control plans for desalination intakes and brine disposal. He noted that there are 17 sites along the coastline that are considering desalination. The State board has been looking at establishing a policy, in particular for intake and discharges for these plants and has come up with options, including how this new policy would impact constituents. There will be hearings on this item prior to policy adoption, anticipated in 2014 and comments are welcome.
Chair Burnett opened the item for public comments. Tom Rowley spoke to the need to "reign in the water bureaucrats" and encouraged the Authority to participate in decision making at the state level. He said proposing additional legislation is counterproductive and could affect the entire state. David Lifland spoke to the study by Tenera environmental and that the result of entrainment is in line with what the state wants, but the system type is not. Having no further requests to speak, public comment was closed.
Members Riedl, Israel and Huss supported becoming involved in the process and questioned if the Authority has the technical expertise to address and petition on this issue. Director Burnett also agreed and suggested coordination with the Pollution Control Agency, the Water Management District, as well as to counterparts throughout the state. The TAC agreed to consider formation of a subcommittee to take up this item.
3. Receive Update, Discuss and Provide Direction Regarding the Status of Cal Am's Monterey Peninsula Water Supply Project Test Well Application Permits
Rich Svinland, Director of Engineering from Cal Am reported that all permits for the test slant well have been submitted, including the City of Marina permit and they are still on track to start construction during the snowy plover non-nesting season as well as for advancing the bore holes. He noted there will be no brine to discharge at this time, as the test well is just taking sea water out and returning it through the outfall.
Chair Burnett opened the item to public comment. Tom Rowley questioned if one test well be adequate to disprove/prove the adequacy of the source of water then asked if test wells and bore holes need different permits. David Lifland questioned the angle of wells and geological factors. He spoke regarding the Dana Point project that incurred 49 days to drill. Having no further requests to speak, public comment was closed.

3 ground water model is created to mimic a full size production well. Bore holes are a separate application and are categorically exempt because they are needed to determine if it is even geologically viable. Mr. Svinland acknowledged that learning about geological differences now for other sites can help establish a backup plan. The EIR will look at alternate sub surface intake options on the Protrero Road site which will be beneficial if two locations are needed due to insufficient geology.
4. Receive Report, Discuss and Recommend Public Outreach Opportunities Including Action Minutes for the TAC and Reproduction of Published Information
Executive Director Cullem gave the report on this item and indicated he is looking for the most economical methods that do not duplicate messages or opportunities. He noted that a consultant would be helpful to assist with modifying Authority messages to ensure the community understands as well as to help with development of a marketing pieces that are versatile. Chair Burnett followed up regarding an opportunity to publish a series of opinion editorials in the Monterey Herald as a way to provide accurate information to the public. Finally, Executive Director Cullem requested that the TAC approve switching from a detailed minutes format to an action minutes format. The members agreed.
Chair Burnett opened the item to public comment and had no requests to speak.
On a motion by Committee Member Narigi, seconded by Committee Member Huss, and carried by the following vote, the MPRWA Technical Advisory Committee agreed to adopt Action Minutes for the TAC due to the fact detailed records will be kept and available by video recordings of the TAC meetings.
5. Discuss and Provide Direction Regarding the Groundwater Replenishment Project Draft Criteria Requirement For the Estimated Revenue
Executive Director Cullem requested more specific direction regarding the Ground water Replenishment Project estimated first year revenue to research and report on.
Tom Rowley spoke to the Authority's meeting and the confusion in the community for what was going on and the need for the public outreach for sorting this out. Said that action minutes do not help the public. The consensus was that wait until the settlement agreement was done, then hit the ground running. The public is confused about the time table, potential for delays. Community is frustrated that they are getting so much information that is confused. Anything that can be done to get the facts out in an understandable format can benefit over the long haul. Support what is being done to educate the community.
David Lifland expressed concern primarily about numbers, where they come from and that they are accurate. The State documents indicate the Seaside aquifer has a different capacity than MPRWA TAC Meeting, 8/19/2013 , tem No. 1., tem Page 3, Packet Page 3 MPRWA TAC Minutes Monday, July 15, 2013
4 the proposed project. Questioned why the numbers are different. Having no further requests to speak, public comment was closed and Legal Counsel Freeman responded to Mr. Liflands question regarding size and capacity.
The TAC agreed that the revenue requirement would be net present value calculation from the consumer perspective, and the comparison would be between the 9.6 MGD desal facility and the 6.4 MGD desal facility size plus the Ground Water Replenishment Project. Noting that this could be further refined within that direction.
6. Discuss and Approve Future Meeting Dates and Agenda Items
Executive Director Cullem presented the schedule of meeting through the end of the calendar year, noting that the dates reflect a reduction in frequency but account for potential alternative meetings. Executive Director Cullem also requested that the Authority address brine disposal aggressively in the future and spoke to the City of Salinas presentation, specifically regarding the storm water disposal options for the Peninsula and Salinas and requested approval for staff to proceed with gathering information and agendizing discussion on these two items for future meetings. Chair Burnett opened public comment and had no requests to speak.
Member Narigi requested that the TAC remain focused on efforts to stay within the portfolio structure adopted and not be distracted by other non-critical path issues.
Chair Burnett commented regarding the recent visit and presentation from the State Water Resources Control Board that it was exceptionally clear they will look for progress on storm water as one of the conditions for modifying the Cease and Desist Order (CDO). The TAC agreed to agendize a discussion regarding storm water progress and solutions for a future meeting.

SUBJECT: Receive Update on Local Efforts for Storm Water Mitigation (Information Only)
DISCUSSION:
As requested by the TAC, this report provides an update on staff level meetings to investigate storm water runoff as a future potable water source.
On June 11, 2013, the City of Monterey sent a letter to MRWPCA with respect to the NOP for the GWR expressing concern about the ability of the sewage treatment plant to accommodate storm water flows from Peninsula jurisdictions as well as those from Salinas.
In response to the Citys concerns, I have met twice with City staff to discuss ideas for diverting and recycling storm water that currently flows into areas of special biological significance (ASBS) offshore of the Monterey Peninsula.
There appears to be little question that the Peninsula communities will shortly have to collect and transfer dry weather flows, and possibly first flush runoff, to the sewage treatment plant due to their relatively high levels of contamination. However, a portion of normal winter runoff might be recycled as purple water, or better, as a source of potable water. Given current plant capacity, it is likely that it would be overwhelmed with significantly higher and cyclic storm water flows.
Unfortunately, due to the lack of rain from June to October and high demand for potable water in summer months, we have a problem of where and how to store storm water given the only sizeable storage capacity we have is the Seaside Aquifer.
Accordingly, the City staff is considering a grant request to study the feasibility of collecting and transferring cleaner portions of winter flows to the aquifer via dedicated pipelines. It is necessary to establish, as soon as possible, where they would be placed to avoid conflict with CalAms pipeline, currently under design. Treatment required to meet State standards for injection into the aquifer would be performed at appropriate locations along the pipeline.
I have made it clear that storm water is not currently a factor in the MPWSP, and we would not want to complicate that project any further than it is already. However, storm water recycling through the Seaside Aquifer could expedite the process of refilling the aquifer, possibly allowing the community to draw more water sooner from that source. Furthermore, it might prove a viable alternative as we move past the current water supply crisis and address future growth and general plan build out.
Although I will continue to participate in future meetings on this subject at staff level, the cities will have to continue to take the lead for the foreseeable future. MPRWA TAC Meeting, 8/19/2013 , tem No. 4., tem Page 1, Packet Page 9
