Background
Janwani meaning Voice of the people is an initiative of Mahratta Chamber of Commerce, Industries & Agriculture, a premier chamber of the Country based in Pune, Maharashtra. The objective of the Chamber is to make Pune the most attractive destination of investment in India. While pursuing this objective, the Chamber realised that we cannot make our City the most attractive destination unless we make it a better place to live and work. Hence, Janwani was started in 2006 under the chairmanship of Dr. B.G. Deshmukh (former Cabinet Secretary, Government of India) with an objective to advocate and promote equitable and sustainable development in the city. Simply put, to address the issues of growth and make Pune a better place to live and work. We work towards the comprehensive development of the city by identifying gaps and priority areas in the development process and providing well researched and implementable solutions. Janwani works on six focus areas concerning Pune metropolitan region (PMR) viz. Environment, Energy, City structure & planning, Heritage management, Traffic & Transportation and Urban Governance. Janwani is currently chaired by Dr. Vijay Kelkar (Chairman, 13th Finance Commission, Government of India) and other board member includes the best of all strata of the society. Janwani has representatives from public administration, scientific community, media, industry & academia on its board.
Urban Governance: Janwani approaches governance issues in a holistic manner adopting bottom-up approach. We believe that peoples participation in governing cities is of utmost importance as they are the ultimate beneficiaries of the development process. We cannot improve our country unless we improve our cities. India is at the beginning of a massive wave of urbanization. Unless we learn to manage our cities, we would not be able to manage our country. We cannot improve our cities unless citizens participate in the improvement process. We cannot remain Silent Spectators or be ceaseless critics, if we want our cities to improve. Hence Janwani goes the extra mile to promote and facilitate centric governance mechanisms in the Pune Metropolitan Region. To promote and facilitate and good governance in PMR, Janwani partners with varied organizations viz. Pune Municipal Corporation, Pimpri Chinchwad Municipal Corporation, Government of Maharashtra, Planning Commission, Pune Police, UN Women, National Foundation for India, IndiaSpend, Janaagraha, Centre for Environment Education, YASHADA, Gokhale Institute of Politics & Economy, Symbiosis School of Economics and Samarthan amongst others. Current projects under Governance focus area: Participatory Budgeting Outcome Budgeting Gender Responsive Budgeting Pre budget memorandum for PMC Simplification of PMC and PCMC budgets Trend analysis of PMC and PCMC budgets Voter awareness drive Research paper on Maharashtra Municipal Corporations Act, 2012 Research paper on Sexual Harassment of Women at Workplace Act, 2013 Research paper on Water subsidies & pricing in Pune Handbook on Women safety Women Friendly Pune Handbook for CSOs on Decoding Municipal Budgets
The above mentioned projects are being undertaken under the guidance working group on Urban governance that include Mr. Ravi Pandit, Mr. Arun Firodia, Mr. Vishal Jain, Mr. Ramanath Jha, Dr. Kiran Kulkarni, Dr. Amir Bazaz, Mr. Ravikant Joshi and Mr. Deelip Jokhe amongst others.
