Particulars of Organization, Functions and Duties West Bengal State Electricity Distribution Company Limited, a Company own by Govt. of West th Bengal shares incorporated under the Company's Act, 1956 (No. 1 of 1956) on the 16 day of February, 2007 having its Registered Office at Bidyut Bhawan, Block-DJ, Sector-II, Salt Lake City, Kolkata -700 091 and commence it functioning from 01.04.2007 after restructuring of erstwhile West Bengal State Electricity Board in compliance of Electricity Act 2003. The Company has been incorporated to undertake the business of Distribution and Hydro Generation of Electricity including the activities of Sub Transmission, Distribution, Provision, Wheeling, Purchase, Sale, Import, Export and Trading of Electricity transmitting, distributing, purchasing, importing, exporting, producing, trading, manufacturing or otherwise dealing in electric power. Official Website of the Company i.e. www.wbsedcl.in can be communicated as link for this information. _____ Particulars of Organization, Functions and Duties West Bengal State Electricity Distribution Company Limited has defined and delegated respective executive powers for all Officers at different levels of the Company and the duties of the Company are assigned accordingly from time to time as per requirement. ____________________________ 3. Procedure followed in the decision making process, including channels of Supervision and accountability Decision making process of Officers at various levels are exercised by following the procedural guidelines as well as delegation of authorities including channels of supervision and accountability as decided by the Company time to time . __________________________________________ 4. The norms set by it for the discharge of its functions Norms for discharging the functions of the Company are based on directives issued by the Competent Authority from time to time which are based upon Customer Care, Organizational and Professional excellence, Social Obligations and Service to the Society The Rules, Regulations, Instructions, Manuals and Records, held by it or under its control or used by its employees for discharging its functions The West Bengal State Electricity Distribution Company Limited has a set of Rules for conduct of business through well defined policies like WBSEB Employee's Service Regulations (adopted by WBSEDCL), Purchase Manual, Delegation of Power in respect of Financial and Administrative.

Various categories of commercial and technical documents related to the business operation of the Company as well as data related to the employees are held by the Company.

Policies of West Bengal State Electricity Distribution Company Limited are exclusively framed by Corporate Management. However, West Bengal State Electricity Distribution Company Limited accepts suggestions made bythe Public in general for the benefit and improvement of business of the Company. Policies of the Company are formulated in compliance with the applicable provisions of statute, regulations etc.

Capital Projects in respect of each of the Units under West Bengal State Electricity Distribution Company Limited for its on-going Projects as well as new Projects and any other schemes are prepared every year. Similarly, Revenue Budget for each of the Accounting Units under the Company are prepared every year. All expenditures incurred by the Accounting Units are exclusively governed by the Budgets. Prior approval towards any expenditure in commensurate with the Capita and Revenue Budget are mandatory from the Competent Authority.
