202
These include information on curriculum design, training delivery, trainee entry
203requirements, tools and equipment, training facilities and trainers qualification.
204
2053.1 CURRICULUM DESIGN
206
207
TESDA shall provide the training on the development of competency-based
208
curricula to training providers. This will equip them with needed knowledge and

skills in developing their own curricula based on the components mentioned below.
210
211
Delivery of knowledge requirements for the basic, common and core units of
212
competency specifically in the areas of mathematics, science/technology,
213
communication/language and other academic subjects shall be contextualized. To
214
this end, TVET providers shall develop a Contextual Learning Matrix (CLM) to
215
accompany their curricula.

TRAINING DELIVERY
243
2441. The delivery of training shall adhere to the design of the curriculum and guided by the
245
principles of competency-based TVET.
246
247
a. Course design is based on competency standards set by the industry or
248
recognized industry sector; (Learning system is driven by competencies
249
written to industry standards)
250
251
b. Training delivery is learner-centered and should accommodate individualized
252
and self-paced learning strategies;
253
254
c. Training can be done on an actual workplace setting, simulation of a
255
workplace and/or through adoption of modern technology.
256
257
d. Assessment is based in the collection of evidence of the performance of
258
work to the industry required standards;
259
260
e. Assessment of competency takes the trainees knowledge and attitude into
261
account but requires evidence of actual performance of the competency as
262
the primary source of evidence.
263
264
f. Training program allows for recognition of prior learning (RPL) or current
265
competencies;
266
267
g. Training completion is based on satisfactory performance of all specified
268
competencies.
269
270
2. The competency-based TVET system recognizes various types of delivery
271
modes, both on-and off-the-job as long as learning is guided by the competency
272
standards specified by the industry. The following training modalities and its
273
variations/components may be adopted singly or in combination with other
274
modalities when designing and delivering training programs:
275
276
2.1 Institution- Based:
277
278
Dual Training System (DTS)/Dualized Training Program (DTP) which
279
contain both in-school and in-industry training or fieldwork
280
components. Details can be referred to the Implementing Rules and
281
Regulations of the DTS Law and the TESDA Guidelines on the DTP;
