RESOLUTION REIMPLEMENTING THE UNIFORM TRUCK REGULATION IN
METRO MANILA EXCEPT NORTHERN TRUCK ROUTE
WHEREAS, the Metro Manila Council (MMC) approved the implementation of the uniform
truck ban hours in Metro Manila through MMDA Resolution No. 07-05, Series of 2007;
WHEREAS, the MMC has authorized the Special Traffic Committee to study, formulate and
enact appropriate truck ban rules for implementation in Metro Manila;
WHEREAS, due to the exigent necessity to decongest the Ports of Manila which were in their
capacity levels due to the adjustment of the truckers to the Manila Truck Ban Ordinance No.
8336 and to avoid the adverse effects of the port congestion in the economy of the country, the
MMC-STC passed MMC- STC Resolution No. 2 Series of 2014 entitled SIX (6) MONTHS
TWENTY FOUR (24) HOURS SPECIFIED TRUCK ROUTES IN METROPOLITAN
MANILA FROM JUNE 10, 2014 TO DECEMBER 10, 2014;
WHEREAS, there is no more port congestion in the country and the operations in the Ports of
Manila were in normal operations for the past months;
WHEREAS, delegates from different countries for the Asia Pacific Economic Conference are
expected to arrive and stay in Metro Manila in the third to fourth quarters in 2015;
WHEREAS, the simultaneous DPWH infrastructure projects in Metro Manila, including the
roads that traverse the truck routes greatly affect the traffic in the metropolis most especially
during peak hours, thus, there is an immediate need to suspend the 24-hours truck routes to
alleviate the adverse effect on traffic of the DPWH infrastructure projects as well as to have a
more convenient travel for the delegates of APEC;
NOW, THEREFORE, by the authority vested upon the STC by the Metro Manila Council, be it
resolved, as it is hereby resolved, that the Committee passes and approves the following truck
ban rules to be implemented in Metro Manila:
Effective September 15, 2015, Truck Ban Hours from 6:00 a.m. to 10:00 a.m and from
5:00p.m. to 10:00 p.m., everyday except Sundays and Holidays, in all roads of Metro
Manila shall be reimplemented, except in the following Northern Truck route where the
truck allowable period shall still be 24 hours, subject to prohibited dates in APEC related
events to be determined in later resolutions:
1. From Port Area to North Diversion Road
1.1 Option 1: From Pier Zone, travelling northward along R-10 right Capulong towards
Tayuman, straight ahead towards Gov. Forbes, left Maria Clara, left Dimasalang,right
Blumentritt, left A. Bonifacio and find their way to the north.
Note: The route is subject to an on-going Blumentritt Interceptor Project of DPWH which will
render Blumentritt impassable to trucks, subsequent to the passage of this Resolution.
1.2 Option 2: From Port of Manila straight to R-10, right at C-3, left at A. Bonifacio Ave. to
NLEX and to destination.
2. From North Diversion Road to Port Area
Option 1: Take Balintawak, straight to A. Bonifacio Ave., turn right at 5th Ave./C-3 (east side),
right at 5th Street, left at 7th Ave., left at Baltazar St., right at 5th Ave./C-3 (west Side) then left at
R-10 to destination.
Note: The route From the north and travelling southward along A. Bonifacio Ave., right
Blumentritt, left Aurora Blvd., right Dimasalang, right Aragon St., right Gov. Forbes towards
Tayuman and Capulong, left R-10 to the Pier Zone is NOT PASSABLE at present due to an
on-going Blumentritt Interceptor Project of DPWH scheduled to be completed by late 2015.
1. Total Truck Ban on Trucks and Heavy Vehicles, regardless of weight, shall still be
applicable and shall be strictly observed on Epifanio Delos Santos Avenue (EDSA), and
to the three (3) Central Business Districts, Ortigas, Makati, and Bonifacio Global City,
from Monday to Sunday
2. At no time during the whole day will trucks be allowed to park on any major
thoroughfare in Metro Manila.
3. Cargo trucks loaded with perishable and agricultural cargo as defined in MMDA
Resolution No. 08-08, Series of 2008 shall be exempted from this Resolution and shall
continue to be covered by MMDA Resolution No. 08-08.
4. Failure to observe the foregoing rules, the trucks shall be apprehended and pay the fine of
Php 2, 000 and the drivers license of the driver who shall be apprehended three (3) times
for violation of Truck Ban Rules shall be recommended by MMDA for suspension of one
(1) year, as provided in MMDA Resolution No. 14-14, Series of 2014.
5. All other issuances not inconsistent herewith shall continue to be effective.
6. The MMC-STC shall have the authority to change/amend the truck routes, truck hours
and effectivity period anytime as the necessity requires.
7. The MMDA Chairman is hereby authorized to issue Implementing Guidelines or
Memorandum Circular in furtherance and more effective implementation of this
Resolution.
