Introduction

Throughouttheworld,hungerisagrowingissue.1ofevery7peoplegohungrybecauseoftheir
lackofabilitytopayforfood,lackofgovernmentregulation,andpresenceofwarandnatural
disasters(HungerandPovertyFactSheet,2015).Overall,hungerisaseriousissueaffecting
theglobaleconomythatdoesnotreceiveenoughrecognitionineitherdevelopingordeveloped
countries.

AlthoughhungerandpovertyareissuesthatreceiveextensiveattentionoutsideoftheUnited
States,inrespecttodevelopingcountriesinAfricaandAsia,theUnitedStatesiscompletely
overlookedasacountrythatfacesthesameproblems.In2013,49.1millionAmericanslivedin
foodinsecurehouseholds,including33.3millionadultsand15.8millionchildren.Evenin
Texas,1ofevery6peoplesufferfromhunger(HungerandPovertyFactSheet,2015).

Collegecampusesusuallyprovidemealplanstostudentsinordertoprovideastablefood
supply.However,mostcollegestudentsdonotexhausttheirmealplansforvariousreasons,
includingtheavailabilityofotherfoodoptionsonoraroundcampus.

AttheUniversityofTexasatDallas,thedininghallfoodisprovidedbyourcompany,
Chartwells.InadditiontotheUniversityofTexasatDallas,ourcompanycaterstoavarietyof
collegecampusesacrosstheUnitedStates.Byprovidingstudentswithasetnumberofmeals
eachweekandservingthemfoodinabuffetsetting,wehopethatstudentsareabletoeatallof
thefoodthattheyneed.Nevertheless,manyofthesemealsgounused,causinganexcessoffood
indininghalls.

Background

Hungerisamuchmoresevereissuethanmostcitizensandcorporationsrealize.Peoplewhodo
notreceivetherightamountofnutrientsusuallyspendmoretimeinhospitalsandareatahigher
riskforchronichealthconditionssuchasanemiaandasthma(ChildDevelopment,2015).
Thesepeoplealsotendtobemoreatriskforsevereoralhealthissues(ChildDevelopment,
2015).However,hungerissuesaffectpeoplebeyondtheirphysiqueandnutrition.Foodinsecure
adultsandchildrenareunabletoengageinlargeramountsofphysicalactivitysuchassportsand
jobsthatrequiremoreintensiveamountsoflabor(ChildDevelopment,2015).These
restrictionscanseriouslyaffectthesocialandeconomiclivesofadultsandchildrenaswell.

Althoughfoodinsecurityisdetrimentaltoallindividuals,itespeciallyharmschildrenand
infants.Forexample,pregnantwomenwhodonotreceiveallthenutrientsnecessaryaremore
likelytoexperiencebirthcomplications,andmotherbabieswithalowbirthweight,delayed
development,andlearningdifficultiesintheirfirsttwoyearsoflife(ChildDevelopment,
2015).Childrenwhoaremembersoffoodinsecurehouseholdsareatagreaterriskoftruancy
andschooltardinessandexhibitmanybehavioralissuessuchasaggression,moodswingsand
anxiety(ChildDevelopment,2015).

Texasisoneofthemanystatesthathasbeenhithardbytheissueofhunger,exhibitingsomeof
thehighestfoodinsecurityratesinthenation.Specifically,DallasCountysfoodinsecurityis
20.6%overalland26.6%overallinchildren(Heinz,2013).Comparedtothenationalaverageof
14.9%overalland22.4%inchildren,itisclearthathungerisapressingissueinDallasaffecting
alargepercentageoftheoverallpopulation(Heinz,2013).

Furthermore,federalnutritionprogramssuchasSNAP,orSupplementalNutritionAssistance
Program,onlyprovideforcitizenswhoarebelowthepovertyline(Heinz,2013).Unfortunately,
manyhungryTexansarejustoverthepovertylineandstillunabletoprovidetheirfamilieswith
nutritionalfood.Approximately31%ofTexansareinthislimbopositionwheretheyhavelittle
ornomeanstoprovidethemselvesandtheirfamilieswithhealthyfoodotherthanthroughfood
banks(Heinz,2013).Asaresult,thesefamiliesneedastablesourceoffoodbecausethereisa
lowlevelofassistancecurrentlybeingprovidedforthem.

Afteranalyzingthesestatistics,wehavedecidedtobegintheimplementationofourHarvest
ProgramintheDallas,Texasarea.Inadditiontobeinghometoalargenumberofimpoverished
andhungrycitizens,Dallasisagreatcitytointroducetheideaatasmallerscalebefore
implementingitinlarger,hungriercities.

ChartwellsisthefoodcateringcompanyforthedininghallsattheUniversityofTexasatDallas.
Asacompany,ourcorevaluesaretoprovidenutritionalandnourishingmealsforthegrowthof
studentsandfuturescholars.Wealsoaimtoachieveanoptimallevelofsocialresponsibilityand
sustainability.

BypartneringupwiththeUniversityofTexasatDallastoobtainexcessfoodandresourcesthat
studentswasteandusingittoprovidenutritionalfoodforfoodinsecurehouseholds,wecan
achieveourcompanysmissionofsustainabilityandsocialresponsibility.Ourgoalistotakea
percentageoftheunusedmealsfromthestudentsprepaidmealplansanddonatethemtothe
hungrycitizensofDallasinneed.

ThehungryandhomelesspeopleofDallascouldputgoodusetothemealsthatcollegestudents
arewastingonadailybasis.Bydonatingthesemeals,ourcompanyhopestohelpresolvethe
socialissueofhunger.Additionally,byachievingsuccessinasmallersetting,itwillbeeasierto
implementthesameplaninotherareasaroundcollegecampuseswithsimilarissues.

Proposal

Foodisoneofthemostprimalneedsoflife,andhungeristhemiserycausedbythelackofit.
Everyyear,Americathrowsoutsomewherearound40milliontonsoffood,yetwestillhave
hungrypeopleliningthestreetsofeverymajorcityinthenation.Youmightbewondering,
Wheredoesthis40milliontonsoffoodgoeveryyear?Itgoestodumpstersandlandfillsitis
wasted.Weplantotakeaportionofthatfoodthatwouldinevitablygotowastefromuniversities
anddonateittothehomelessandthehungryofDallas.

Attheendofeveryday,collegedininghallswasteperfectlygoodfoodthatcouldbesavedand
reusedorgivenaway.AccordingtotheEnvironmentalProtectionAgency,22millionmealsare
wastedeachyearwheneveryoneofthosemealscouldgotoahungrypersonwhoneedsit.

TheUniversityofTexasatDallashastwodininghalls,anumberoffastfoodrestaurants,anda
programcalledtheCometCupboardthatcanbegintoeradicatethisproblemintheDallasarea.
Thetwodininghallshavemealplansassociatedwiththemthateveryfreshmanlivingoncampus
hastobuy.Thesemealplanshaveacertainamountofmealsonthemeveryweekthateach
freshmanpaysfor,butdoesnotnecessarilyuse.Attheendofeachweekmostfreshmandonot
usealloftheirmealsbecausealotofthemarelocalandareabletogetfoodfromhome,orcan
affordtogoouttoeat.Ourplanwiththedininghallistotaketheextramealsthatstudentshave
leftoveranddonatethemtotheNorthTexasFoodBank.

WeplanondoingthisbyteamingwiththeCometCupboard,whichalreadyhasagood
reputationandconnectionwiththeNorthTexasFoodBank.Weplantouseourcateringto
providefoodfortheunderprivilegedandhomelessindowntownDallas.Weplantofocusthis
projectonsafedistribution,charitablecontinuity,andeagervolunteers.

Attheendofeverymonthwearegoingtocalculatethemealswearegoingtodonate.Thenour
teamwillpackthemealsandwewilldonatethemtotheNorthTexasFoodbank.TheNorth
TexasFoodbankwillthendirectustooneoftheirmanyprograms.Wewantourfoodtohelp
thosewhoneeditthemost,sowehaveaskedNorthTexasFoodBanktodirectourfoodtotheir
programsthatneedthemosthelpsowecanmakethegreatestimpactintheNorthTexasarea.
OurfooddonationswillbedonatedtotheNorthTexasFoodBankandoncedonatedtothemit
willbedistributedbytheNorthTexasFoodBankviaUTDstudents.

Toensurethesafetyofourfood,thevolunteers,andtherecipientsofthemeals,weplanto
donateandhaveallofourvolunteersgothroughtheNorthTexasFoodBank.Allofourmeals
willbepreparedthesamedayasthedonations.TheywillonlybedonatedatapprovedNorth
TexasFoodBanklocationsinordertoensurethesafetyofthevolunteers.Wewanttodistribute

thefoodinasafewaysothateverybodycanbefedandthevolunteersarenotputatrisk,
becausehandingoutfooddowntowncangetdangerous.Manyrisksweplantoavoidarecreating
mobs,encroachingonprivateproperty,andvolunteersgoingoffontheirown.Thiswillbe
solvedbygoingthroughtheNorthTexasFoodBank.

Anothergoalthatwehaveistomaintaintheprogramovertimeandkeepitfrombeinga
onetimethingthateventuallygetsphasedout.Wewantthisprogramtosustainitselfandover
timespreadtoalltheothercitiesandschoolsthatwecaterto.Weplantodothisbydonating
foodeverymonthandmaintainingagoodworkingrelationshipwiththeNorthTexasFoodBank.
Weplantospreadthisprogramtootherschoolswecaterforafterayearofrunningourpilot
program,sothatwecouldcollectdatatoimprovetheprogram.Wealsoplantoexpandoncewe
findorganizationsnearourothercampusestopartnerwith.Wearelookingfororganizationsthat
dosimilarworktotheNorthTexasFoodBank.Wearecurrentlylookingfororganizationswith
diversenetworksandavenuestohelpthehungrynearourothercampusesinordertoexpandthis
program.

Lastly,itwouldbeidealfortheentireprogramtorunwithourkitchenstaffalongsideUTD
volunteers.Itwouldbeagreatwayformanycollegestudentstogooutintothecommunityand
volunteerwhilesimultaneouslysustainingtheprogramatalowcost.

TheeffectsofthisprogramwillreachthehungrycitizensofDallaswhilealsobenefittingour
environmentbyreducingwaste.Furthermore,theenvironmentwillbenefitbecause,Landfills
fullofdecomposingfoodreleasemethane,whichissaidtobeatleast20timesmorelethala
greenhousegasthancarbondioxide.AndAmerica'slandfillsarefulloffoodorganicwasteis
thesecondlargestcontributortothecountry'slandfills(Ferdman).Thisprojectnotonlyserves
ourprimarygoaloffeedingthehungry,butwillbeabletodosomuchmore.

Staffing

TheChartwellsHarvestProgramwillrequireseveraldifferenttypesofstaffmembersand
employees,eachwithdifferentcredentialsandbackgrounds.Theemployeesforthemanaging
teamwillcomefromcurrentstaffmemberswiththeappropriatecredentials.Theseemployees
willreceiveanadditionalamountofincomeforworkingonthisproject.Thestaffmemberswill
behiredbytheProjectManagerandtheAssistantProjectmember.TheCEOofthecompany
willselectaprojectmanagerforthemanagingteamwhowillthenselectadditionalmembersfor
theprojectsstaff.Eachofthesepositionsisdetailedbelow:

TheManagingTeam

ProjectManager:Astheheadofthemanagingteam,thispersonwillberesponsiblefor
coordinatingandleadingallteammeetingsandkeepingtheprojectsuccessful.Thispersonwill
beinchargeofhiringstaffandassigningeachemployeewithspecifictasksrelatingtothe
project.ThispersonwillalsobeinchargeofcommunicatingwiththeNorthTexasFoodBank
andtheUniversityofTexasatDallasandensuringthestrengthofthecompanysrelationship
withthem.ThispersonshouldhaveaMasterofBusinessAdministrationandpreferablya
ProjectManagementProfessionalCertificationfromtheProjectManagementInstitute.

AssistantProjectManager:Thispersonwillbethesecondinrankfortheproject.Theywillbe
responsiblefororganizingthestructureoftheteammeetingsandtakingnotesforfuture
reference.Thispersonwillassisttheprojectmanagerwithvarioustasks,suchas,butnotlimited
to,hiringstaffandassigningeachemployeewithspecifictasksrelatingtotheproject.This
personshouldhaveadegreeinBusinessAdministrationandpreferablyaMasterofBusiness
Administration.

Accountant:Thispersonwillbeinchargeofhandlingallofthebudgetingandexpensetasksfor
theproject.ThispersonshouldhaveadegreeinAccountingandbeaCertifiedPublic
Accountant.

GeneralStaff
KitchenWorkers:Theseemployees(45)willbeinchargeofsortingthroughthefoodand
placingitintorespectivecontainersbeforeitistransportedtotheNorthTexasFoodBank.These
employeeswillalsobeinchargeofloadingandunloadingthetrucksthatwillbeusedto
transportthefood.Therearenospecificeducationalrequirementsforthisposition.TheProject
ManagerandAssistantProjectManagerwillbeinchargeofpostinganadonmonster.comand
thecompanyswebsiteandconductinginterviewstohiretheappropriatecandidatesforthis
position.

Volunteers

Students:Forthisinitialphaseoftheproject,wewouldliketorecruitstudentvolunteersfrom
theUniversityofTexasatDallastoassisttheNorthTexasFoodBankindistributingthefoodto
thoseinneed.Inthefuture,intheeventthatthisprojectexpandsperourcompanysplans,we
wouldlikethevolunteerstocomefromtheschoolthatwearepartneringwithatthattime.There
willbenospecificrequirementsforthesestudentsotherthantheirdedicationtotheprogram.
Thevolunteersdonothavetobethesameeachmonththecompanywillhaveasignupsheet
foreachmonthwherestudentscansignuptovolunteeronafirstcomefirstservebasis.

willtakecareoftheactualtransportation.Theprogramsuppliesincludetheprepaidfood(bythe
students)andthecontainersinwhichthefoodwillbegiventothefoodbank.Thebudgetshows
thecostsperyear,butthefoodwillbedeliveredonamonthlybasis.

TheneedtoputanendtothegrowinghungerrateinthegreaterDallasareahasbecomemore
prevalentnowthanithaseverbeenbefore.Chartwells,asacompany,islookingforwardto
becomingaprominentdrivingforceinthefightagainsthungerwiththisproject.

Manyofthestudentsacrossthecampusesthatwesupplyfoodtoletanumberoftheirmealsgo
towasteeachweek.Webelievethattheseunusedmealscouldbeputtouseforagreatercause.
WehopethatthisprojectinvolvingdonatingunusedmealstotheNorthTexasFoodBankwill
lowerthenumberofpeoplethatarestuckwithoutfoodfordaysatatime.

Thisprojectpresentstheexcitingopportunityforourcompanytobetheleaderofamovement
thatcouldmakeDallas(andothercities)amuchhealthierandmoredevelopedarea.Wewantto
inspireeveryonewithinourcompanytobelieveinaccomplishingthisgoaltogetherbutwealso
wanttomotivatethesurroundingcompaniesandbusinessestotakeactioninthisfightagainst
hunger.

Weestimatethattherewillbeatleast2000unusedmealseachmonth(200ofwhichwillbe
donated),however,ifwehavelessthan1000unusedmealsinamonth,wewillsimplyaddthat
numbertothenextmonthanddonatethatmanymoremealsthefollowingmonth.

WhystartthepilotprograminDallas?
A:
BecausebothDallasandtheUniversityofTexasatDallasaresmall,theywillbeperfectto
testrunthisnewprogram.Itisimportantthatwestartsmallinordertoensuregreatersuccess
whenwereachouttothelargerprogramsinotherareasthatChartwellscatersto.
