Release Note
Background
The Work Zone Traffic Management Guide (WZTMG) Version 1.0 was formally launched in March 2013. Following the launch,
users of the Guide were invited to provide feedback directly to Ashghal Public Works Authority (PWA). In order to review user
feedback and subsequently assess where the WZTMG could be developed further, Ashghal PWA assembled a Work Zone Traffic
Management Reference Group, consisting of industry experts in the field of Temporary Traffic Management and key
representatives from the following stakeholders:

Ashghal PWA - Asset Affairs Roads Operations and Maintenance (O&M)

Ashghal PWA - Infrastructure Affairs Design Department

Ashghal PWA Expressways - Project Management Consultant

Ashghal PWA Local Roads & Drainage Programme - Project Management Consultant

Ministry of Interior - Traffic Department (MoI)

Central Planning Office (CPO)

Ministry of Municipality & Urban Planning (MMUP)

Ashghal PWA - Traffic Diversion Plan Approvals Office

Ashghal PWA - Work Zone Compliance Monitoring Team

Following an extensive review of user feedback over a period spanning 10 months, the Work Zone Traffic Management
Reference Group agreed to implement the following fundamental changes to the WZTMG Revision 1.0.
Chapter 1

Expanded Glossary of Terms (Section 1.7)

Improved descriptions of roles and responsibilities (Section 1.8)


Chapter 2

Addition of Safe System Section (Section 2.1)

Improved guidance on what information should be included within a Traffic Diversion Plan (TDP) (Section 2.6)

Addition of a Section relating to Stakeholder and Public Communication (Section 2.6.7)


Chapter 3

Addition of a simplified process flow chart outlining the journey of a TDP from planning, through consultation, to
approval and implementation (Section 3.2)
Chapter 4

Addition of a Work Zone Safety & Hazard Protection Section (Section 4.2)

Further guidance on Clear Zones and how hazards within, or outside of Clear Zones should be treated (Section 4.2.1)

Addition of a Road Safety Barrier Warrants Section (Section 4.2.2)

Addition of a Lateral Barrier Offset Section (Section 4.3.2)

Addition of a Section relating to Building Development Sites adjacent to the Carriageway (Section 4.10)

Further guidance on how to treat conflicting road markings (Section 5.2.2)

Further guidance on traffic signing requirements including reflective material, mounting and ballast (Section 5.3)

WZTMG Revision 1.1

The changes outlined above constitute Revision 1.1 of the WZTMG, which is now available for download at www.ashghal.gov.qa.
Any feedback will be reviewed through the Work Zone Traffic Management Reference Group forums and will be considered for
inclusion in subsequent revisions of the WZTMG. All feedback should be sent to [email protected]
It should be noted that the changes outlined within this document constitute significant changes that have required extensive
consultation with the Reference Group. Other Sections of the WZMTG that are not mentioned within this document may have
also been revised, however, these Sections may have only been amended where issues with clarity and accuracy were noted
during the review process.
