Dear Bill:

I send spring greetings from Capitol Square, where the Ohio


General Assembly is hard at work on its last few days of legislative
session before members return to their districts for constituent meetings,
annual parades and festivals, and other local events during the summer
months.

Our May newsletter provides an update on committee changes and


other legislative activities underway at the Statehouse, as well as our

Legislative Update
The past several weeks have been a period of transition at the
Statehouse. The Legislature resumed its legislative activities in April

following a recess leading up to the Primary Election and Easter.


Effective May 1, the Speaker made a number of changes to committee
assignments, and our leadership team shifted a bit. As I will be
concluding my season of service in the Ohio House at the end of this year,
I chose to step down from my position as Majority Whip to assist our
chamber with succession planning and to effect a smoother transition for
returning Members in 2017.
I am honored to have been appointed by the Speaker to serve for the
balance of this term as Chairman of the House Standing Committee on
Public Utilities, a post which is already allowing me to return to my roots
as a policy wonk on an important issue set to all Ohioans. During the
130th General Assembly (2013-2014), I held the gavel of the House
Standing Committee on Policy and Legislative Oversight, a panel which I
lead through a series of hearings on what actions might be taken by
policymakers to continue ensuring affordable, reliable electricity for our
state. We will continue building on that body of work this year,
considering the way ahead for Ohios energy efficiency and renewable
portfolio standards, among other issues. Please feel free to share your
thoughts with me on these or other matters related to energy and public
utilities.
On the legislative front for our offices policy agenda, we continue
to work on advancing several bills, two of which are key measures I wish
to see completed this session: House Bill 24, the Ohio Elder Justice Act
to update Adult Protective Services statutes; and House Bill 46, our
Open Ohio government expenditure transparency legislation. Both bills
remain in Senate committees as of this writing.
More broadly, the Legislature has been considering several MidBiennial Budget Review (MBR) bills on issues ranging from higher
education to natural resources to developmental disabilities. These
measures are in various stages of completion and are priorities for the
House, Senate, and Administration to complete in the near future.
Additionally, as the 2016 construction season picks up, the General
Assembly recently passed a transportation re-appropriations bill, and the
House Finance Committee, on which I serve, continues to work on a
supplemental appropriations bill to help fund several initiatives for the
second year of the biennium, which will begin on July 1st.
Around the 7th
During the past several weeks, I participated in the following meetings,
events, and activities around our district and region:

On March 8, I attended the Strongsville State of the City address.

On March 31, I presented a commendation to Bhelwala Indian


Street Food, a new restaurant in Strongsville.
On April 1, I met with representatives from Cuyahoga Community
College for a discussion of the higher education mid-biennial
budget review legislation.
On April 29, I represented Speaker Rosenberger in attending the
17th annual induction ceremony of the Ohio Military Hall of Fame
for Valor.
On May 6, our office provided a tour of the Statehouse to a visiting
group from Royal Redeemer Lutheran School in North Royalton.

On May 13, North Royalton Councilman Dan Langshaw visited our
Statehouse office to discuss various policy issues.
On May 17, I addressed a semi-annual leadership conference of the
Ohio Presbyterian Retirement Services regarding House Bill 24, the
Ohio Elder Justice Act.

Earlier this spring, I completed our first 2016 set of district office hours,
marking 52 such opportunities to interact directly with . We will
schedule another grouping of these visits to locations around the 7th
District in the fall. All are welcome to drop by for a one-on-one, noappointment-needed meeting with me to discuss a policy issue or
constituent request. Stay tuned for more information over the summer!
