Development of Assessment Plan for Basic Technician Certificate (NTA Level 4) in
Community Health Curriculum has been accomplished through involvement of various
stakeholders under coordination of the Ministry of Health, Community, Gender, Elderls and
Children (MoHCGEC).

BACKGROUND INFORMATION
The National Council for Technical Education (NACTE) was established by Act of
Parliament No. 9 of 1997. The Act provides a legal framework for the Council to build an
efficient national qualification framework for ensuring that products from technical
institutions are of high quality and respond to changing needs of the country as well as
technological innovations in the world.
One of NACTE requirements is that institutions should offer appropriate academic
programmes in recognised field of study that follows National Technical Awards (NTA)
qualification framework. Institutions are therefore required to ensure that training
programmes are supported by curricula pegged to NTA levels that indicate the envisaged
competences to be possessed by learners, which are developed by following NACTE
requirements on the same. These include conducting situational analysis, developing learning
outcomes/competences, establishing learning modules, assigning credits, identifying
assessment criteria and adopting a semester system.
The Ministry of Health Community, Gender, Elderly and Children (MoHCGEC) in
collaboration with NACTE has set qualification standards for Community Health Workers
(CHW) training that is to be adopted by Health Training Institutions in the country.
Using NACTE guidelines, the Department of Human Resource Development in the
MoHCGEC has developed a Curriculum for basic technician certificate (NTA Level 4) in
Community Health Worker, which has 14 learning modules; spread over 2 semesters with a
total of 130 credits.
All the curricula documents provide a chapter on assessment in order to ensure that training
institutions assess learners by using reliable assessment methods and instruments. NACTE in
the other hand has developed framework for assessment to simplify assessment processes.
MoHCGEC after being guided by NACTE has developed Assessment Plans for all modules
leading Basic Technician Certificate in Community Health qualification.
The following are the Assessment Plans that need to be used by all CHW training institutions
while implementing CBET curricula leading to NTA Level 4 Basic Technician Certificate
qualifications as detailed herein.

Semester Examination (SE)
Written Examination
There shall be one written examination paper which will carry 25%. The duration of the
written examination paper shall be Two (2) hours.
The written examination paper shall cover eight (8) SEO and twenty (20) RTs as
follows:
o SEO 2.3.1 RT a ,d, e and f
o SEO 2.3.2 RT b and c
o SEO 2.3.3 RT a
o SEO 3.1.3 a , d and e
o SEO 5.1.2 b and c
o SEO 5.2.1 b, c and d

This paper will consist of five sections namely A, B, C, D and E and will be done at the
end of semester
The format and distribution marks for the written examination paper will be as follows:
o Section A comprises twenty (20) Multiple Choice Questions, each question will
weigh 1 mark each, total 20 marks
o Section B comprises ten (10) True and False questions which weigh mark each,
total 5 marks
o Section C comprises ten (10) Matching type questions which weighs mark each,
total 5 marks
o Section D comprises ten (10) Filling in blanks questions which weighs 1 mark each,
total 10 marks
o Section E comprise of Three (3) Guided essay questions which weighs 20 marks each,
total 60 marks
Although the paper has the total score of 100%, the total scores will be shall be converted
to 25% of SE component
Practical Assessment
There shall be one practical assessment which will carry 35%
The duration for the practical examination will be one (1) hour whereby 40 minutes will
be for practical and 20 minutes for oral examinations and evaluation

Methods of assessment for CA and SE in this module are as follows;
Continuous Assessment (CA)
In this module CA is composed of two written tests, individual assignment,
Portfolio/Case book and practical as stipulated below.
Written Test
There shall be two written tests which will carry 5% each to make 10%
Test 1 questions from SEO 6.3.1; RT a, b, c, d and e and SEO; RT 6.3.2 a and b
Test 2 questions from SEO 6.3.2.RT g, h, i, and j and SEO d, e, f, g, and h
The format and marks distribution for test is as follows:
o The paper will have 5 sections A,B,C,D, and E
o Section A comprises ten (10) Multiple Choice Questions each will weigh 2 marks
total 20 marks
o Section B comprises five (5) True and False questions which weighs 1 a mark each

Portfolio
Portfolio will carry 10% based in reports prepared during various community visits.
Learners shall submit report after completion of related task making a total of five
reports.
The related tasks for portfolio includes:
o Identify clients with diseases and conditions that require follow up and support in the
community
o Visit the households for follow up and support. Learner has to prepare report
justifying practice of Home Based Care at community level
o Link the clients with other health and social welfare services that are available in the
community. Learner will document how he/she have practiced to link the client with
social welfare services.
o Identify people requiring palliative and rehabilitative care and prepare report of
identified client(s).
o Give psychological, physical and spiritual support to persons requiring palliative and
rehabilitative care
The portfolio will be scored and graded using standardized checklist
Each report will carry 20 marks. Making a total of five reports.
The reports shall be submitted three weeks before end of semester examination for score
and grading
Although this examination has the total score of 100%, but this shall be converted to 10%

There shall be two (2) Assignment Reports administered in a form of written work which
will carry 15%. One individual and another group Assignment.
