Acebedo paid Limjap 30,000 PHP for travel documents and a work visa to be processed in Hong Kong. However, after paying, Limjap said her flight was booked but did not provide her passport or visa. When Acebedo checked with authorities, she discovered Limjap was not licensed to recruit workers from the Philippines.

    1 That I am filing a complaint against Charlie Limjap, a Chinese
    NationalforIllegalRecruitment,whopresentlyresidesat#21Purok
    5,BakakengNorte,BaguioCity;
    2 ThatonJuly28,2013,Imetthesaidrespondentandheofferedmea
    job;toworkatacertainKimHaeRestaurantandKTVBarinHong
    Kong;
    3 That Charlie Limjap promised that I will work as a crew and
    entertainer in the restaurant and earn a salary ranging from P30,
    000.00toP100,000.00monthly;
    4 Thatconvincedbytheaccused,Ipaidhimtheexpensesformytravel
    documentsandincludingsecuringaworkingvisa,Philippinepassport
    and among others, which are to be processed in Hong Kong for
    P30,000.00;
    5 That the accused even offered me a proposal that I will not pay
    anythingifIwouldagreeforasexualpleasure,whichIvehemently
    declined;
    6 Thatafterpayingsaidexpenses,theaccusedtoldmethattheschedule
    ofmyflighthasalreadybeenbooked,butthatitwasnotactuallytrue;
    monthspassedbutmypassportnorvisawasntgivenbytheaccused;
    7 ThatthispromptedmetovalidateandinquirefromtheBureauof
    Immigrations if the Chinese Charlie Limjap has permit to recruit
    OFWfromthePhilippines,buttheBureauofImmigrationsreferred
    metoPhilippineOverseasEmploymentAgency(POEA);
    8 ThatuponinquiryatPOEA,IfoundoutthattheChinesenationalwas
    notlicensednorauthorizedtorecruit.
