SOLUTION
The implementation of the complete program (comprising of 2 phases) has been awarded by MoI
to Al-Masaar Communications and Information Technology Company Ltd. The implementation of
Phase 2 of ATVAM has been entrusted to SWARCO. The complete system is integrated in one control

Moscow, being not only Russias capital city but also a major
political, economic, cultural and scientific centre in Russia and
in Europe, suffers from daily congestion from the approx. 2.6
million cars per day. During the last years, the number of cars
increased steadily, so the city of Moscow decided to invest in a
new adaptive control system to reduce daily congestion and
improve travel times and convenience for its driving public.
SOLUTION
Moscows road system is centred round the Kremlin in roads that generally span outwards to intersect
with a sequence of circular roads (Moscow ring roads). The goal for this project was to significantly
decrease congestion, harmonizing traffic flow and an efficient usage of existing transport
infrastructure. An increase of 30% on traffic throughput within a zone can be documented.

The city of Kazan is the capital and largest city of the republic
of Tatarstan, Russia. Kazan is located at the confluence of the
Volga and Kazanka Rivers in European Russia. The
multi-ethnic city is also honoured by the UNESCO and famous

in peace together.
SOLUTION
Being the host of the Universiade (World University Games) 2013, the city of Kazan demanded for
smart traffic technology and comprehensive transport strategy. To avoid possible traffic related
problems, SWARCO is implementing a modern urban traffic control and traffic monitoring system for
the city of Kazan.

TCC Hamburg is part of the Transport Authority of Hamburg Police and the Federal Reporting Office.
It is located in the police headquarters close to the other emergency control centres, regarding the
communication structure. TCC Hamburg handles the major tasks and fields of operation of functional
traffic management with 20 police officers in four-shift operation around the clock, for the inner city, the
federal motorways and highways and the traffic network of the port of Hamburg.

Thessaloniki is Greece's 2 major economic, industrial,
commercial and political centre; its commercial port is also
of great importance for Greece and the south-eastern European
hinterland. Thessaloniki lies on the crossroads of
major motorways connecting not only parts of the country, but
also the republic of Macedonia, Bulgaria and Turkey.
The increase of traffic causes traffic jams, accidents and
also environmental pollution.
SOLUTION
For this reason, the municipality of Thessaloniki decided to build up a new urban traffic control

The city of Romes driving public (2.7 mill inhabitants, 3 most
visited European city) suffered from a constantly congested city;
a fact which made driving through the city difficult and time
consuming. The existing and meanwhile outdated UTC system
was no longer adequate; the Roma Servizi per la Mobilit
commissioned SWARCO to bring the system up-to-date.
SOLUTION
The city of Rome and its driving public benefit from the new UTC system with a greater automation
and centralization in urban traffic control, state-of-the-art data communication and processing
equipment as well as with an increase in reliability, display quality and energy-savings with latest
LED-based traffic signals.

Furthermore, the new system results in a reduction in energy costs for the local public sector due to

SWARCOs goal for this project was not only to strengthen FotoEspt123 / wikimedia
the public transport quality in Norways second largest city
by the Installation of a new and modern public transport
system but the system should also help the daily ridership
(approx. 26,000/weekday) to get to their destination faster,
improve urban development and reduce the daily road
congestion. This light railway is the first of its kind in Norway.
It leads from the city centre to Nesttun (urban centre in
the southern parts of Bergen).
SOLUTION
The light railway system operates in the city centre on its own line, gets green light in every section
and is therefore independent from rush hours and road traffic, which improves travel times and travel
convenience for the passengers.
Operators, drivers and commuters benefit of the modern design of signal lights and masts and
improved traffic flow. The operators also benefit from significantly reduced maintenance costs.

Financed with funds from the Municipality of Bucharest and the European Bank for Reconstruction and
Development (EBRD), the joint-venture of SWARCO and UTI International provides an advanced
integrated traffic management system for the city of Bucharest. The turnkey delivery of a new traffic

The system comprises of variable rerouting systems with congestion information with a total of 9 cross
sections equipped with dynamic VMS. Their freely programmable matrix displays in LED-technology

neighbouring federal states. The traffic is guided according to the current situation; disturbances are

Because of the increasing traffic volume over the last years, the
implemented traffic data acquisition system on Hessens
motorways reached its limit. To overcome this problem, a
tender for the extension of the existing system was launched.
The network was extended to a total number of 104 detection
cross sections according to TLS. The project also contains the
set up and installation of inductive loops and outstations as
well as data and communication connections. 44 locations
are operated by solar power.

drivers to quickly find their parking facilities and thus shorten the search times for parking spaces. The
parking management system also optimizes traffic flow, reduces unnecessary congestion and brings

SOLUTION
9 detection points with inductive loops in the lanes determine the occupancy rate of the parking
spaces. The passing curves are evaluated by means of a special algorithm. With this, the entering
and leaving vehicles can be compared and matched. By means of the protocol TLS-over-IP,
the vehicle characteristics determined by the algorithm are forwarded as unique IDs to the parking
management centre. There, the free spaces are evaluated by calculating the entering and leaving
vehicles, not tracking individual vehicles but counting similar vehicle patterns. The number of spaces
is then forwarded to the display sign in LED technology. No individual vehicles are tracked but
similar vehicle-patterns are counted. The system uses a detector newly developed for this application
with special software. The complete instalment consists mainly of the detection, evaluation and
transmission of traffic data.

The D4T outstation is a standalone system that is located alongside the road. The system detects and
counts vehicle passages on 1 or more lanes. In standard configuration on a pole, 2 lanes
are measured, in both directions. Extension to 3 lanes on the same pole is possible. For the detection
and measuring of the vehicle passages PIR detectors are applied. Besides the vehicle passages, the
D4T outstation also scan passing Bluetooth devices, like mobile phones, car kits etc. The obtained
anonymous, but unique MAC-addresses are transmitted to the D4T central system, which takes
care of matching the received MAC-addresses from different locations, in order to determine the
travel time between locations.
Every minute the D4T outstation initiates a connection with the D4T central system and exchanges
counting values, speed values and received MAC-addresses for further processing in the central

The Danish 27,300 inhabitant municipality of Sonderborg has chosen SWARCO as supplier for no
less than 6,000 LUNIA fixtures which will replace the towns existing street lights within the next 3
years. The new LUNIA street lighting equipment will have energy consumption as low as 15 W per
light spot. Combined with the LUNA dimmer, effective from 10 p.m. to 6 a.m., the SWARCO
solution will result in energy savings of close to 80%.
One of the central aspects is the fact that the LUNIA optics are specially developed to imitate the
distinctive Nordic light that is characterized by its softness and wide array of tones. As opposed to
the intense and vigorous light of southern Europe, the Nordic light is much warmer and softer,
making the shadows more diffuse. This means that a softer light with less contrast will illuminate its
surroundings more naturally.
