CHAPTER 1
Brief History / Background of the Company

The call to serve the rural indigents echoed since the early `60s when

the Philippine Medical Association introduced the MARIA Project which

prioritized aid to communities in need of medical assistance. The Project

would then be considered a valuable precursor to the Medicare program.

From which a medical care plan for the entire Philippines was created. On

President Ferdinand E. Marcos which was eventually implemented in August

1971.

The Philippine Medical Care Commission (PMCC) was tasked to oversee

the implementation of the program which went for almost a quarter of a

century.

In the 1990s, a vision for a better, more responsive government health

care program was prompted by the passage of several bills that had

significant implications on health financing The publics clamor for a health

insurance that is more comprehensive in terms of covered population and

benefits led to the development of House Bill 14225 and Senate Bill 01738

which became The National Health Insurance Act of 1995 or Republic Act
7875, signed by President Fidel V. Ramos on February 14, 1995. The law

paved the way for the creation of the Philippine Health Insurance Corporation

(PhilHealth), mandated to provide social health insurance coverage to all

Filipinos in 15 years time.

PhilHealth assumed the responsibility of administering the former

Medicare program for government and private sector employees from the

Government Service Insurance System in October 1997, from the Social

Security System in April 1998, and from the Overseas Workers Welfare

Administration in March 2005.

I learned many things during our OJT in PhilHealth, one of which is how

to do well in our work. I also learned that the personal problems or concerns

should be brought to work so that I can focus and do my work well. I also

learned to enjoy whatever I do there even if it stresses me already so that it

can make the burdens lighter. You also have to be mentally and physically

focused to avoid mistakes because it can make you do the work all over

again and can affect the records of the patients and the hospitals. You also

have to be patient with the clients and always manage to smile at them even

they are complaining. One thing I learned also to not be shy to the clients

and employees that I have to attend to. When there are works to be done,

we should always do them first to avoid back logs and help the other

departments if there are nothing to already. I also make it sure that I ask

their permission when I want to go out the office or make absences due to

important matters I also learned that I dont have to say, I dont know

Maam or Sir. when I dont know the task given to me. Instead, I ask them to

teach me and tell them that I am interested to learn because saying I dont

know what to do is like refusing to do the work. We must always obey our
superiors when it comes to work. Processes and procedures in the agency

should also be learned so that you will know what to do and know where to

deliver documents and other errands. I also learned from the experiences of

the employees I worked with. On why they chose PhilHealth to get

employment and the hardships they went through to get their job. They are

really inspiring. One of the best things that happened to me in the OJT was

when I was given the chance to attend a seminar conducted by PhilHealth on

a certain event and was asked by the management to observe the seminar

and make comments or recommendations on the flyers, advertisements and

posters. I was chosen because at that time, I was not wearing uniform. They

made me an observing participant. One the best person that made my

experience in PhilHealth worthwhile and unforgettable is Maam Jill because

she encourages and guide me in my work and she always tells me to be

knowledgeable in work and that I must love my job so I wont feel like

working instead enjoying it. I also learned there that they are really thankful

to have us there because we are really a big help for them. We help them

make their work lighter for them and be able them to make their other tasks.

Maam Jill also was very generous to me. She gave me gift on my birthday

and on my last day there. She was just very thankful for the help I gave
them. On my last day there, they even gave me a little farewell party in our

department. They prepared pansit, halo-halo and bread for the little salo-

salo. I was really surprised and felt shy for what they gave me. I was a bit

touched and very thankful for their thoughtfulness. Maam Jill even gave me

note that I will not forget. It was about how to do things in order for me to be

successful and I really appreciated it. What I really learned there was the

respect, honesty, dedication and enthusiasm in everything I do. I also

learned that through observation, making money is so hard and requires

hard work. The money that is spent by our parents and guardians in sending

us to school is not easily found. Their hard work and sacrifices feeds us and

send us to school. We should not put them to waste.

My Advice for those who will take their practicum. Always be punctual

and show some respect and a good attitude for the people around you

especially the Clients. Smile and think positive, dont bring any problems

from home, school or etc. that can bother your work.

Providing incentives to OJTs such as allowance or snacks, will help

them be more productive on each task
