ASD VOTER

Presiding Officer MUST PERSONALLY verify the identification document of such Voter.
He has to ask the Voter to produce EPIC or any one of the alternative Photo Documents
He will also check the Left Hand Fore Finger of such Elector..
A DECLARATION shall be obtained from such an elector in prescribed format.
2nd Polling Officer to take Thumb impression of such elector shall on Registers of Voters -
Form 17A IN ADDITION to signature, even if the elector is Literate.
Presiding Officer shall maintain a record of such Electors and give a certificate at the end
of the poll that so many electors from ASD List were allowed to vote after proper scrutiny
& to keep this certificate with FORM 17A for scrutiny.

Person should act as companion for only 1 elector

E D C Voter

If First Polling Officer meets an EDC Voter:

Obtain signature of person producing EDC on EDC (FORM 12B) produced by him.

EDC to be retained by the First Polling Officer.

Serially Number the entry of EDC consecutively after the last serial number
mentioning the Name and Electoral Roll details as per EDC on the MARKED COPY.

In Register of Voters Form-17A, Column No. 2, similarly mention the Serial No.,
Part No. and Name of Assembly Segment of EDC holder. ( Remar 17 A = EDC
voter )

2nd Polling Officer to write Voter Slip as ( as per last no master roll )


Challange

1. Take Challenge Fee of Rupees Two from the Challenger

2. Fill in the Receipt of Challenge Fee

3. Administer oath from the Challenger

4. Warn the person challenged about penalty for impersonation

5. Fill in the Form 14 (List of Challenged Votes)

1. Name & Address of Elector and his Election details

2. Name & Address of Challenger

3. Ask the Elector to sign/affix thumb impression on Form 14

4. If refused to sign, then DO NOT ALLOW ELECTOR TO VOTE

5. Return the Challenge Fee of Rupees Two to Challenger.

After sign form 14

Ask the Challenger to produce evidence that he is not the voter.

If prima facie evidence is not provided, ALLOW VOTER TO VOTE .

If challenge is proved return 2 rs to agent & hand over the elector to police

If First Polling Officer come across Serial No. which is already marked in the Marked Copy
:

In this case another person has already voted in place of the Elector who has
come to vote now.

1st Polling Officer to direct such an Elector to the Presiding Officer.

Presiding Officer to satisfy about the identity of such Voter.

Issue him a Tendered Ballot Paper written as TENDER BALLOT PAPER with his
Signature & Distinguishing Mark on its Back Side.

Presiding Officer enters his details in Form 17B and sends the Voter to 2nd Polling
Officer.

The 2nd Polling Officer to apply indelible ink and issue him Cross Arrow mark and
send the voter to Voting Compartment. [NO VOTER SLIP TO BE ISSUED !! ]

Elector after casting his ballot on the Tendered Ballot Paper to hand over the same to Presiding
Officer, who would seal it in an envelope.
