I. PROJECT DESCRIPTION
1. Project Background:
The Poblacion Barangays of Padada have more or less 10 public roads interlinked to
its economic enterprises. Most of these roads are not concreted and are bumpy.
Hence, the need to concrete these public roads is very necessary to give convenient
to traders and to enhance the land transport system of the LGU as a whole.
One in particular which the LGU is proposing to be concreted is Oliva Mendez Road
which is an access road in going to the main Public Market of Padada. This is
approximately 1.5 kilometers. This road also connects the Maharlika National
Highway.
The realization of this project will directly benefit the constituents of two poblacion
Barangay of Almendras District. The Municipality of Padada is a very small town in
the province of Davao del Sur which is greatly dependent on its Internal Revenue
Allotment (IRA) release and could hardly push through some of its priority projects.
Thus, this project proposal is presented for funding assistance.
2. Project Linkages:
The project will hopefully tie up with other government programs such as enhancing
road network since it will be easier for the neighboring barangays to utilize the road
for agricultural purposes and economic purposes whereby in flock of businessmen is
very possible.
3. Project Objectives:
a. To improve road condition thereby improving also the delivery of basic services
especially the farm to market route.
b. To improve agri-economic condition of the people.
c. To ensure public health and safety.
d. To eliminate the inconvenient travel of the public.
4. Provincial Importance:
The proposed concreting of the road is part of the farm road development program
of the LGU in line with the provincial thrust to improve local roads making them
safer and accessible to the people.
A support to road concreting development which will uplift the life of the people and
supportive to all other public services.
1. Beneficiaries:
The direct beneficiaries are the 8,250 people of the Barangays of Almendras, NCO
and Quirino Districts. While the indirect recipients are the populace of the
neighboring barangays as well as all travellers from anywhere.

2. Social Benefits
The project will enhance the social capability of the people with better health and
public safety services and employment opportunities due to more investments in
agri-economic industries. There will be better access to the business centers and
economic will boom.
3. Economic Benefits
This project will encourage investment of livestock business due to safe and
economical travel. Its major and final goal is to give convenience to the travelling
traders as well as giving the farmers less time travel in delivering their produce.
4. Social Cost
No social cost will result from the implementation of the project such as
environmental hazard and pollution.

The Municipal Engineers Office has the technical capability to create the necessary
project designs and program of works; however, it is advisable to hire a contractor to do the
concreting of the road because of the scarcity of heavy equipment of the LGU.
There is no political opposition to the project except that there is legal impediment in
the acquisition of Right of Way.

There is no potential opposition from the community since the project will uplift the
social, political and economic of the people.
VI. MONITORING
There will be a coordinative effort in the monitoring of the project. At the barangay
level, the barangay officials and the Barangay Development Council will do the monitoring and
evaluation of the project. At the municipal level, the Local Chief Executive deputized the
Municipal Engineer and the Municipal Planning and Development Coordinator to conduct
monitoring and evaluation of the project. The Municipal engineer shall submit a consolidated
project accomplishment report to the Local Chief Executive.
