C20.1 INTRODUCTION
The Zhongguanccun Hi-tech E-park 111 Beijing in China (http:www.
Zhongguanccun.com.cn) has implemented a pilot project that applies the
latest techniques in !CT to improve the efficiency and responsi'veness of the
government transactions. Since the year 2000. more than 6000 business
enterprises in the Hi-tech park have been able to apply for licences, submit
monthly financial reports, submit tax statements and also conduct more than 30
B2G (Business-to-Government) transactions online. This has resulted in
enhanced speed and reduced scope for corruption. This example was planned as
a model for all the transactions of the government in Beijing city in future.

the company online. The company will make corrections online and submit
immediately.
This process of submitting, correcting and resubmitting will proceed until
the final approval is granted online. The applicant company will then take a
printout of the approval file and submit all the original documents to ZSP
Administration. After e-files and paper files are compared for authenticity and
verification, the licence certificate will be issued to the applicant.

. Every company has to report every month to the ZSP administrations and other
appropriate governments offices various information parameters such as the
company revenue, tax, costs, cash flow, etc. All these can now be done online.
(iv) E-administrations
Other administrative information leading to tax cut, tax assessment, and
subsidiaries, are all calculated on the web in the new systems. Financial and
other information also will be submitted by the companies online.
(v) E-consulting
Government officials can provide online interactive consultation regarding any
of these procedures, and replies can be sent by Fax and E-mail.
Other features
'Red light'-reminder system. The new system keeps track of all
applications and remind the offices of how much delay and pendency is there
--- for a given application. The 'reminder light' is clearly seen on the screen of

officials desk top systems. First day the green light is shown. The second day

Monitoring system. Superior officers can go directly to their staff
member's virtual office and check and review their work.
Statistics and query monitoring system. Statistics such as number and

salary of staff, sales revenue and costs are monitored. Ad hoc queries are also
available.
OCR, VCR and HWCR. Optical Character Recognition <OCR), Voice
Character Recognition (VCRJ. and Hand Writing Character Recognition
(HWCR) are available for data entry help in Chinese language.
