I spoke with both media persons Friday evening. Fire Chief Martin ard | had previously addressed concerns raised by the homeowner bout the timeliness and propriety ofthe response of the fre departments of Lincoln Park, Ecorse and Wyandotte, local investigator forthe NAACP engaged in dialogue and a review of the matter several weeks ago, based upon a complaint by the homeowner of the residence, @ "Mr. Banks. | was told by the representative of the NAACP thatthe matter was resolved and considered closed. ‘The focus ofthe telvsion story that ran last Friday evening raised concerns by two unrelated third parties about the fllue to timely ight the fre, and a new charge that a firefighter uttered a racial sur concerning the homeowner and the abatement of the fire, | have completed an investigation into the events a they unfolded and concluded that the firefighters all acted wih due deliberation and speed. Their actions were professional and ‘exceptional. ll actions and extensive undertakings to suppress the ire were exemplary ‘Additional resources from other communities were sought under the mutual aid ‘agreement. The neighboring agencies fighting the fire have corroborated the firefighting ‘efforts therein. Everyone zcted professionally and property under established protocols.Murther conclude that ne evidence has been found that supports the recent allegation that a racial sur was uttered by any firefighter. “The loss of @hhome's akin tothe lss ofa loved one. Each adip response made to, and from, the Lincoln Patk Fire Department was, recorded and time stamped. ‘The detail are as follows At the time of notification o the Fire Department, the Lincoln Park Rescue crew was on a ‘medical run and the Engine erew was atthe station. Within 7 minutes and 5 seconds of being dispatched, bth the Rescur and the Engine units arived on stene, reporting a confirmed structure fire Fire Units were cleanly recarded operating within the structure within 7 minutes oftheir arrival, ‘and continued to operate inthe interior ofthe structure for over an hour. Within the first 16 ‘minutes of being on scene, the interior fire crews had advanced several hundred feet of hose-line, ‘entered the structure, and applied approximately five hundred gallons of water to the interior of ‘the home, which was supplied by the 1,000-gallon water tank held by Lincoln Park's Fire "Engine. Exterior crews veoted the structure and secured additional water supply from the hydrant tothe Fire apparatus, withcut interruption ofthe water supply. The interior erews remained inside of the home even aftr a portion ofthe roof had vented and collapsed in the rear. Audio ‘recordings do not indicate any loss of water and the 1,000-gallon water tank on Lincoln Park Engine 41 provided sufficient water while a fire hydrant was secured. Additional manpower needs were recognized early by the Officer in Charge and requested through Central Dispatch, Extra manpower was requested multiple times throughout the incident to tackle the building constuction problems and to provide relief. Initial responding Fite Crews did encounter an issue with the closest fire hydrant located west of the home. The hydrant, wich is not maintained by the City of Lincoln Park, had incompatible ‘threads for Lincoln Park FD's hydrant connection. A second hydrant, located 70-90 feet further west, was secured shorly after, and provided adequate water supply forthe remainder ofthe run, The allegations made to Fax 2 news regarding an intentional delay were found to be inaceurate and refuted by the Downriver Central Dispatch audio files. Due tothe location of the hydrant used fo secure a water source, it may have appeared fo bystanders that a fire hydrant was never ullized throughout the fire The hydrant that was incompatible was in direct line of sight tothe residence, which remained uncapped, with no hose attached, However, the hydrant that was secured within the first several minutes on scene, was further west and not visible to the residence, which may have contributed tothe incorrect perception that it took “an hout” to get waterCity of Lincoln Park FIRE DEPARTMENT 1355 CleopsPatkway @ Lincoln Pat, Michigan 8146-9957 @ (313) 38 Officers spoke with Mr, Benks several times throughout the run, delivering personal items believed to be of value from inside the house. During all conversations with Mr. Banks, he was pleasant and even complimentary. Atno time did he express any concerns or make accusations of racism. Upon arval on Fort St, smoke was observed comitg from the front door of 3580 Fort. Further investigation revealed this smoke tobe vape smoke fromthe customers of the smoke shop, We cleared 2580 Fort, and responded 026560 W Outer Or. ‘Upon arrival at 26560 W Outer br, heavy smoke and fre was observe coming from the structure. LUncoln Park had already secured 3 water source and had their ruck hooked to the hydrant, Hand lines had already been stretched tothe structure and on scene firefighters were actively fighting the fe. ‘made contact with the officer in charge ofthe scene, and Inquired as to what was needed! by my cow. ‘instructed Firefighters Simons and Sci to make contact with and asset the interior crew.
