Many govt. employees found absent in surprise check

JAIPUR: After making surprise checks at various Rajasthan Government departments here in the
State capital for scrutiny of attendance of staff and officers from 9-30 a.m. to 10.30 a.m. a day
before, activists of the Campaign for Right to Information and Employment have demanded setting
up of an “Accountability Commission” in the State.

The employees and the officers of the government, who enjoy pay hikes on a regular basis, should
be entrusted with tasks so that their real output would be known to the taxpayers, the activists
pointed out.

“There should be specific tasks set aside for employees and officers and if they do not accomplish
those there should be penal provisions as well,” said Nikhil Dey of Suchana Evum Rozgar Ka
Abhiyan. He was speaking in the context of the ongoing dharna near the Statue Circle here by the
activist groups for fair wages to the workers under the National Rural Employment Guarantee
Scheme and increase in the minimum daily wage from the existing Rs.100.

“It has been one week since we sat on dharna raising basic issues pertaining to minimum wages and
rights of the workers,” he said, adding, “The NREGA workers are paid on the basis of task
accomplished by them. We agree to the argument that each individual worker should be entrusted
with tasks. If the task is not accomplished at the end of the day there can be penalty for it.”

However, he said, this was not happening in the case of the government employees. “As
absenteeism of officers and staff was discussed in the recently concluded Collector-SP conference
we thought we should check it ourselves,” Mr. Dey said.

The activists had formed various teams to go round a total of 48 government departments on
Thursday. They found that out of a total strength of 756 personnel who should have been present,
only 223 were there till 10-30 a.m. In some of the departments the absence was total or near total
while in some others the activists could not get the exact number of staff working as they could not
catch hold of the attendance register. In some of the offices they were pushed out by the security
staff.

The only office which registered full attendance during the given time was that of the Rajasthan State
Cooperative Sangh at its headquarters office -- which had full attendance of 13 staff. The worst of
them were the Jaipur Municipal Corporation office which had none of a total of 13, the

Collectorate, the Public Works Department and the Rajasthan Housing Board. The office of the
Social Justice and Empowerment had none for the first one hour while the Regional Transport Office
had two of the 14 staff on the register.

“Our intention is not to malign any department. This is the general state of affairs going on,” Mr. Dey
said.
