2 Overview
This feature supports bi-directional (MT/MO) message transmission between MSs and
the SMC.
One MS sends text to another MS (point to point, PTP) through the network and the SMC.
The length of the text should not exceed 160 letters.
The SMC stores and forwards short messages. This service is applicable not only to
GSM users, but also for fixed network users that are able to receive short messages.
The BSS establishes links (SAPI = 3) to transmit SMSs. This transmission procedure is
transparent to the BSS. MSs send and receive SMSs in either busy or idle state.
In idle state, an MS sets up a link (SAPI = 3) on the Abis interface before sending or
receiving short messages. Then it sets up an SAPI connection on the Abis interface to
send or receive short messages.
Even if there is an incoming call, the MS can still receive short messages. After the BSC
receives a short message from the SMC, it sends an Establish Request message to set
up a link on the Abis interface first. The BSC then transmits the short message to the MS
after a successful setup.
If the MS is busy, the short messages are carried on the SACCH channel. When the MS
is in idle state, the short messages can be carried on the SDCCH channel or FACCH
channel, depending on the network state.

3 Technical Description
The SMS service implements the end-to-end text transmission of MSs. The MS
Originated SMS process can be divided into the following steps:
4. The content of the SMS is sent to the MSC, and the MSC responds.
The message receiving process differs from the message sending process in the
following respects:
1. The network side performs paging first, and the MS initiates a channel request after
receiving the paging message.
2. The signaling processes are different when the serving mode of the SD channel is
changed.

6 Engineering Guide
This feature is applicable to any scenarios. The PTP SMS service is required especially
in the countries and regions where calls are costly but SMSs are relatively inexpensive or
in the countries and regions where the SMS communication prevails. For some SMSs
that are sent through cell broadcast, such as stock information and advertisements,
operators’ revenues can be increased remarkably if the SMS service is provided in highly
developed cities and regions.
Test Steps 1. The MSs register successfully in the cell in IDLE mode;
2. The test MS sends a short message to another MS;
3. The test MS sends a long message to another MS;
4. Check the receiving time difference between the short
and long SMSs.
When the SMS function is activated, users can send PTP text messages to improve the
occupation ratio of the network resources. Because the text messages are sent over the
channels such as SDCCH and SACCH, the impact on the heavily loaded signaling
process should be focused on when the SMS function is activated. For example, when
this function is activated, heavy traffic may cause signaling congestion in these cells. In
this case, you should focus on the indexes such as the signaling channel congestion
ratio and the number of SDCCH occupation failures. The performance of the signaling
channel may also affect the SMS function. You should focus on the indexes such as the
SDCCH call drop rate.
Enabling this feature may affect the signaling channel load of the cells in the net
work to some extent.
