The Philippine National Health Research System (PNHRS) is an integrated national framework for
health research in the country. It is a convergence strategy that aims to promote cooperation and
integration of all health research efforts and stakeholders in the country to ensure that research

contributes to evidence-informed health policies and actions.

The Department of Science and Technology (DOST), with the Department of Health (DOH),
established the Philippine National Health Research System (PNHRS), through a signing of a
Memorandum of Understanding on March 17, 2003. In 2007, the Commission on Higher Education
Philippine National Health Research System (CHED) and University of the Philippines Manila (UPM) joined as core agencies of the PNHRS.

global health goals

MISSION
To generate and use knowledge, innovation, technology, products and services in promoting the
health and well-being of every Filipino by creating and sustaining an enabling environment for
health research

12TH PNHRS WEEK

Every second week of August, the health research community celebrates the Philippine National
Health Research System (PNHRS) Week.

The theme of the 12th PNHRS Week celebration is “Research and Innovation for Equity in Health,” set
for 6-9 August 2018 at the CAP John Hay Trade and Cultural Center, Baguio City.

The conference will serve as a platform for participants to discuss the current situation, challenges,
and advancements related to improving health and equity through reinforced health research and
innovation in the regions and local communities.

The conference is organized by the Philippine Council for Health Research and Development in
collaboration with the Cordillera Regional Health Research and Development Consortium.

It is with great pleasure that I welcome everyone to the 12th Philippine National
Health Research System Week celebration here in the CAP-John Hay Trade and
Cultural Center, Baguio City.
This celebration marks twelve years of our collaboration as a health research
community committed to make science, technology, and innovation in health
work for our people.
The theme “Research and Innovation for Equity in Health” emphasizes our
collective goal as a System to develop solutions in response to the needs of our
health system.
As we come together for this event, let us continue to set the pace for health
research as we develop outcomes that improve the health and quality of life
of Filipinos, thus, enable them to be productive contributors of the country’s
development.

 MESSAGE The Cordillera Regional Health Research and Development Consortium (CRHRDC) is
very much privileged to host this year’s Philippine National Health Research System
(PNHRS)Week celebration. Indeed, the convergence of hundreds of researchers, users
of research results, policy makers, supporters and funders of research in this national
conference manifests a stronger collaboration to intensify the promotion of a smoother
exchange of health research and related information among concerned stakeholders.

Truly, this year’s theme, “Research and Innovation for Equity in Health” is very significant.
The emergence of various diseases not only in the country but globally is alarming as
morbidity rate due to health afflictions is increasing, thus research and innovation is
imperative not only to address this concern but also to improve the health condition of
people. In a Global Forum on Health Research conducted in 2012, many developing
countries have double or triple disease burdens that are becoming ever more similar to
those in ‘high income countries’ in the past. However, the score is poor on one indicator
– equity, specifically health equity. Within and between countries, income and health
disparities are increasing. Inequities within countries are even more blatant than those
between low and high income countries. This means that most of the world’s poor will
soon live in middle income rather than in low income countries. So, there is a need not
only for more local forums like the PNHRS Conference but also for more global platforms
to be initiated to discuss health progress, and by advocating for high income countries to
spend more of their research resources in dealing with diseases of low income countries.
This way, it would lessen disparity among peoples of different countries.

Certainly, the annual conduct of the PNHRS Conference in the country, through parallel
and plenary sessions, regular forums, and focus group discussions, serves as an avenue
for participants to further discuss the current situation, challenges and advancements

the regions and local communities. This paves the way of setting aside differences in

Hosting this year’s PNHRS week has been a daunting task, given the tremendous
success of previous conferences organized by the Philippine Council for Health Research
and Development (PCHRD) in partnership with regional health consortiums and local
institutions. Still, we took on the challenge, knowing that it will be another opportunity
for CRHRDC and its member institutions to learn and to strengthen its organizational
capacity. Indeed, it has been quite an edifying, empowering and at the same time a
delightful experience for us.

We chose the theme: “Research and Innovation for Equity in Health” not only because
of its universal appeal but also (and more so) on account of its particular relevance to
our Cordillera Region. This region is home to eight major ethno-linguistic groups or
Indigenous Peoples (IPs), collective referred to as “Igorots” and/or Cordillerans. It is a
region and people/s that knows and experiences what it means to be live in marginal and
marginalizing conditions due to the inequitable distribution and allocation of resources;
the “minoritizing” impacts of some national development policies, programs and projects
and the disempowering outcome of the asymmetrical power relations between the center
and the periphery. How is this context related to the current preoccupation with research
and innovation?

There is not doubt that research and innovation are important catalysts for national
development, especially in the era knowledge-based economies. However, we believe
that it is still important to ask the quintessential question: “health research, development
and innovation for whom?” We argue that equity concerns (e.g. health for all) should be Prof. Raymundo D. Rovillos, Ph.D.
the ultimate goal of research and innovation in health. Innovation and development for Chairman, Organizing Committee
ALL, regardless of class, gender, ethnicity and other axes of social difference are not Chancellor, UP Baguio
inherently opposed. They are, and must be intertwined.

We trust that this week’s conversations and exhibits will be able to substantively articulate
and elaborate this year’s theme.

We enjoin everyone to actively participate in this week-long celebration and cerebration.

KEYNOTE SPEAKER
Dr. Ernesto O. Domingo received his medical degree from University of
the Philippines (UP) Manila and acquired his specialization in internal
medicine at the Philippine General Hospital (PGH). He further specialized
in Gastroenterology and Hepatology at Case Western Reserve University in
Cleveland, Ohio.

Upon his return to the Philippines, Dr. Domingo spent over four decades in UP
Manila as a researcher, teacher, chancellor, and university professor emeritus.
He founded, along with a number of colleagues, the universal Health Care
(UHC) Study Group in the hope of advancing universal healthcare in the
country through research and advocacy. The group’s efforts became the
basis for the Department of Health’s Universal Health Care Program dubbed
“Kalusugang Pangkalahatan.”

An expert and luminary in his field, Dr. Domingo conducted studies on

DR. ERNESTO O. DOMINGO schistosomiasis and its role in liver disease and the epidemiology of Hepatitis.
He led and organized the Liver Study Group (LSG) of the University of the
National Scientist Philippines which has done major research on liver cancer, viral hepatitis,
schistosomiasis japonica, and liver cirrhosis. His group led groundbreaking
studies determined that immunizing newborns against hepatitis B within 24
hours from birth could reduce the probability of acquiring hepatitis by 95%.

He received distinguished honors and recognitions throughout his career,

including being elected as Academician of the National Academy of Science
and Technology (NAST) in 1992, the Civil Service Commission (CSC) Dangal
ng Bayan Award, Science Achievement Award in Medicine from the National
Researchers Council of the Philippines (NRCP), among others. He was given
the rank and title of National Scientist of the Philippines, for his work in
Internal Medicine and Gastroenterology, in 2010 and received international
acclaim when he was honored with the Ramon Magsaysay Award in 2013 for
his work in addressing the challenges in the public health system.

Today, Dr. Domingo has a private medical practice and holds clinic in Manila’s
best hospitals. He honors service to the nation through his work as an adviser
and consultant to major research projects in health and healthcare. Even at
his age, as an academician, a doctor, a research, a father, and a husband, Dr.
Ernesto O. Domingo soldiers on.
