Dear Sir,

1.0 Bids are invited in e-form from prospective bidders through e-Procurement site through ONGC e-
bidding engine at https://etender.ongc.co.in for “ TANK FARM MANAGEMENT SYSTEMS (TFMS) AT
VARIOUS INSTALLATIONS OF RAJAHMUNDRY ASSET”. The bidding document and the prescribed Bid
Form for submission of bids can be downloaded against RFx No K157C19001 from ONGC’s e-
procurement portal https://etender.ongc.co.in. The general details of tender can be viewed at RFx
Parameters under “RFx information” tab of the bid invitation (RFx).Details of the tender are given below:

2.0 Two Bid System shall be followed for this e-tender. Bid Evaluation Criteria at Volume-III of the Bidding
Document shall be the basis for evaluation of tenders.

4.0 Pre-Bid Meeting / Conference: Not Applicable.

5.0 The bid along with all appendices and copies of documents (except copies of the documents required in
physical form) should invariably be submitted in the ‘document area in C-folder’ through ONGC’s e-bidding

portal, before the scheduled date and time for the tender closing. All the documents uploaded shall be digitally
signed by the authorized signatory of the bidder. Each file should be digitally signed and then uploaded. The
file (s) should not be zipped in a folder and then digitally singed.

However, the following documents should be submitted in physical form, in a sealed envelope
superscribed as "Physical documents against e-procurement Tender Number ……….., due on ………..
To be opened by Tender Opening Officers at 1500 Hrs, on due date for opening of bid” [Documents
should reach to the purchaser’s office on or before 1400 Hrs. of the closing date specified for submission
of bid through e-bidding portal.

(i) The original bid security.

(ii)The “Power of Attorney” or authorization, or any other document consisting of adequate proof of the
ability of the signatory to bind the bidder, in original, when the power of attorney is a special “Power of
Attorney” relating to the specific tender of ONGC only.

A notarized true copy of the “Power of Attorney” shall also be accepted in lieu of the original, if the power
of attorney is a general “Power of Attorney”. However, photocopy of such notarized true copy shall not
be accepted.

(iii) Integrity Pact duly signed.

(iv) Memorandum of Understanding in original (if applicable)

v) Documents to meet Local Content Clause of BEC (if applicable.)

The price bids submitted in physical form against e-procurement tenders shall not be given any
cognizance. Offers with techno-commercial bid containing prices shall be rejected outright.

6.0 Place of submission of tender / original Documents:

All the bidders have access to online help document which is available on login. This help document
should be used by them for participating in e-procurement tenders.

This is an e-tender. The tender is to be submitted in the ONGC’s e- procurement system except copies
of the documents required in physical form.

All the documents required to be submitted in physical form as above, should positively reach to the
purchaser’s office on or before 1400 Hrs. of the closing date specified for submission of bid through e-
bidding portal.

Physical Documents sent by post or courier must be sent under registered cover so as to reach the
place well before the closing time and date. ONGC will not be responsible for the loss of tender form
or for the delay in postal transit.

On the envelope it should be mentioned as : "Physical documents against e-procurement Tender


Number ……….., due on ……….. To be opened by Tender Opening Officers at 1500 Hrs, on due date
for opening of bid.”

7.0 To view e-Procurement tenders you need to login into e-Procurement web portal https://etender.ongc.co.in
using your user id and password. If you do not have a user id, please click on Guest button to view available
bid invitations. However, to submit tenders through e-Procurement web portal, bidder should have a valid User
Id. See the Guidelines to Bidders on e-Procurement web portal that “How to obtain User ID?”.

8.0 Bidders who have valid vendor code but doesn’t have a valid User Id of e-Procurement web portal, should also
obtain a valid User Id to submit tenders through e-Procurement web portal.

9.0 Bidders can view the details of this e-tender on ONGC’s e-procurement web portal and download the tender
document(s) by clicking on the RFx No. K157C19001 > Tech RFx. Bids complete in all respects meet the e-
tender requirements shall be submitted through the same e-procurement web portal within the deadline
specified in NIT. If the bidder encounters any problem during download of the tender document(s) / upload of
their bid, refer to the help documents available on the e-procurement web portal login page.

10.0 The bidders shall be able to create the bid only after registering against the Subject Tender.

11.0 All the bidding documents being submitted through ONGC’s e-procurement web portal have to be digitally
signed by the bidder or their authorized representative by using a legally valid class 3 digital certificate. If the
bidders don’t have a legally valid class 3 digital certificate, refer to the Guidelines to Bidders on the e-
procurement web portal that “How to Obtain Digital Certificate”.

12.0 Bidders may note that downloading of tender documents / participation in bidding / submission of their
bid(s) in e-procurement web portal does not qualify their bid in any manner and the bidder is required to
comply with all requirements mentioned in the tender document(s).

13.0 ONGC reserves all rights to give permission for download / upload of document(s) pertain to this e-
tender to any one and is not bound to accept the lowest tender and to reject any or all the bids without
assigning any reasons whatsoever or split up the work if found expedient. The bidders shall not be
entitled to any compensation or payment on account of such rejection.

14.0 ONGC expects the bidders to comply with the tender specifications / conditions. Conditional bids
indicating exceptions / deviations to the tender clauses will be rejected summarily.

15.0 Until and unless specifically asked, offers / modification of offers received after opening of the bids shall
not be considered by ONGC Limited.

16.0 Bid Evaluation Criteria (BEC) shall be the basis for evaluation of bids. Prices should be quoted strictly
as per Price Bid Format given at “Notes and Price Bid Attachments” under “RFx Information tab”.

17.0 Until and unless notifies separately, in case of any unscheduled holiday on the day of closing/opening
of e-tender/physical documents, the same shall be re-fixed to next working day and the time notified
remains the same.

18.0 ONGC will not be responsible for any postal delays or loss in transit and also not responsible for any
internet / system / computer / technical problems at bidder’s end.

19.0 Tender fee is not applicable for this tender. Tender documents can be downloaded from the e-tender
portal free of cost. The process flow for creating response shall be “Register” >> “Create Response”.

20.0 Bidder should regularly check for any notes/messages in their registered mail-id with ONGC E-
procurement portal and revision in price bid format under “Notes & Price bid Attachment” tab of RFx.

21.0 Bidder shall download the tender document along with all its amendments/addendum available in the
“Tech Rfx” of e-tender portal and shall fill the editable fields with required information accurately. Bidder
shall upload scanned copies of various Declarations/Undertakings, typed and signed in their company
letterhead.

22.0 All the prospective bidders have access to online help document which is available on login. The help
document should be used by new bidders for participating in this e-procurement tender.
