AN EXECUTIVE ORDER DECLARING THE SUSPENSION OF CLASSES IN
ELEMENTARY LEVEL IN THE MUNICIPALITY OF IROSIN DUE TO TROPICAL
STORM KAREN

WHEREAS, the Republic of the Philippines thru Republic Act


10121 and the National Disaster Risk Reduction and Management
Council provided for all the necessary guidelines needed to
plan, implement, and respond to all disasters;

WHEREAS, the Office of the President issued Executive Order


No. 66 series 2012 which provided for the rules on the
cancellation or suspension of classes and work in government
offices due to typhoons, flooding, other weather disturbances,
and calamities;

WHEREAS, the Local Government Unit of Irosin is mandated to


promote the general welfare of its constituents at all times,
especially during disasters and calamities;

WHEREAS, Tropical Storm Karen has further intensified as it


continues to move in direction affecting the Bicol Region;

WHEREAS, PAGASA raised Tropical Cyclone Warning Signal (TCWS)


No. 1 in the province of Sorsogon which includes the town of
Irosin.

To ensure public welfare and safety, I, Alfredo J. Cielo, Jr.


Municipal Mayor hereby order the SUSPENSION OF CLASSES in
elementary level effective October 14, 2016 and shall remain
enforced until such TCWS is lifted.

Further, all MDRRMC- Irosin members, ISART members, municipal


and barangay officials, government employees and others
concerned to take all disaster protocols under advisement as
well as execute course of action as may be given by the
Barangay Disaster Risk Reduction and Management Council, and
the Municipal Disaster Risk Reduction and Management Office —
lrosin.

Effective immediately.

AN EXECUTIVE ORDER MAKING THE DISASTER OPERATION CENTER 24/7
OPERATIONAL

WHEREAS, geographical location of Irosin is vulnerable to


natural disasters such as typhoon, floods, landslide, and
volcanic eruption as well as human induced disaster that pose
a threat to the lives and properties of the people of Irosin;
WHEREAS, it is highly imperative to address disasters, examine
the vulnerable elements In the community, adopt measures to
reduce the risks and put in place a holistic disaster risk
reduction and management scheme in the Municipality to deal
with the natural and man-made adversities before, during and
after and more importantly even during normal situation;

WHEREAS, pursuant to the need, RA 10121 Section 13 that the


government agencies, CSOs, private sector and LGUs may
mobilize Individuals or organized volunteers to augment their
respective personnel complement and logistical requirements in
the delivery of disaster risk reduction programs and
activities;

WHEREAS, in relation to the Executive Order 19 s. of 2016


known as An order establishing the Irosin Search and Rescue
team who are composed of trained individuals that shall
perform their duties before, during and after a disaster;

NOW, THEREFORE, by the power vested in me by law, I, Alfredo


J. Cielo, ir., Municipal Mayor, do hereby order the lrosin
Search and Rescue Team to have an evening duties at the
Disaster Operation Center as part of their function as
volunteer responders making the said agency 24/7 operational.

Effective immediately.

EXECUTIVE ORDER NO. 021
Series 2016
An Order Organizing the Municipal (KATAID) Kabarangay Ko,
Tatabangan Kong Iwasan an Droga Task Force

Whereas; Section 16 or the General Welfare Clause of the Local


Government Code of 1991 provides that Local Government Units
shall promote health and safety within their jurisdiction and
improve public morals, maintain peace and order, and preserve
the comfort and convenience of their inhabitants among other
equally significant responsibilities;

Whereas; the proliferation and used of illegal drugs hinder


the over-all efforts aimed at promoting community peace and
harmony and meaning local development;

Whereas; local counterpart of Task Force DILG Inter-Government


Operations Network Group or DIGONG at the local level;

Whereas; this Task Force has been named based on the concept
of Community Diversion Program which aims to involve the
community in monitoring the Surrendering Drug Users (SDU);

NOW, THEREFORE, I, ALFREDO J. CIELO JR., Municipal Mayor of


Irosin, Sorsogon, by virtue of powers vested in me by law, do
hereby order the creation of the Municipal KATAKID (Kabarangay
ko, Tatabangan kong Iwasan an Droga) Task Force.

Section 1. Composition: The Municipal KATAKID (Kabarangay ko,


Tatabangan kong Iwasan an Droga) Task Force shall be composed
of the following:

Members :
MR. GARNER MARCOS C. FRILLES, MLGOO
PCI EDWIN C. ADORA, PNP-lrosin
DRA. MA. NERISSA B. TAGUM
GILDA R. MARTINEZ, MSWDO
BELLA NARES, School District Supervisor
ATTY. DOROTHY BOLAÑOS, MTC Prosecutor

Section 2. Roles/Responsibilities: The following shall be the


duties and functions of the Municipal KATAID (Kabarangay ko,
Tatabangan kong lwasan an Droga) Task Force are as follows:

1. Provide full support to OPLAN TOKHANG being spearheaded


by the PNP;
2. Ensure that the process in handling SDUs will be
implemented properly;
3. Identify issues/concerns and actions to be taken at the
local level;
4. Study strategic options for the convergence of delivery
of basic services;
5. Make recommendations to higher level to address pressing
issues; and
6. Ensure the integration of the P/P/As of the Task Force
in the Peace and Order and Public Safety (POPS) Plan of
the R/P/C/M/BPOC and allocate funds for such.

Section 3. Repository and disclosure of CONFIDENTIAL


information.

DILG RMC No. 2016-015 states that — “The PNP which is tasked
to do the profiling of the SOUs shall also be the repository
agency of all documents relative to the surrendering drug
users (SOUs) which shall be treated as CONFIDENTIAL. Only
statistics/figures will be provided by the PNP during meetings
of the task force, or when data is needed in specific reports.
However, the PNP may provide confidential data to other
members of the task force when it ¡s of utmost importance to
identify interventions ta be provided to the SOUs and upon due
authority from the head of the Task Force.”

Thus, the PNP shall serve as the repository of all


confidential information. They shall likewise practice
discriminate and responsible disclosure of such information as
stated in the RMC.

Section 4. Secretariat

The same Regional MC provides that the secretariat for the


MPOC will serve as the secretariat for this task force as
well; hence the DILG Municipal Officer shall be designated as
the secretariat. Likewise, the secretariat shall have the
following functions as per the RMC;

Provide administrative support services such as to


document proceeding of meetings and other related
activities of the Task Force;
Coordinate with appropriate government agencies;
Submit reports as required by higher levels, and;
Perform other related tasks from time to time.

Section 5. Formation of Barangay KATAID Task Forces

Per RMC 2016-015, all Barangays of Irosin are hereby ordered


to organize their own KATAID Task Force composed of the Punong
Barangay as Chair, with the Chief Tanod, Barangay Health
Workers, School Principals, and Parish Priest/Heads of
Religious Organizations as members. The barangay may seek
assistance from the DILG in the formulation of the appropriate
executive order.

Section 6. Reparability Clause. If any provision of this order


is declared invalid, the other provisions not affected thereby
shall remain valid.

Section 7. Effectivity. This order shall take effect


immediately.

Done in the Municipality of Irosin, Province of Sorsogon, this

ESTABLISHING THE INCIDENT COMMAND CENTER

Whereas, the Philippine Disaster Risk Reduction and Management


Act of 2010 (RA 10121) declares that it is the State’s policy
to address the root cause of vulnerability to disaster by
strengthening the institutional capacity for disaster risk
reduction and management (DRRM) and building resilience of
communities to disasters and climate change;

Whereas, RA 10121 calls for the adoption of DRRM approach that


is holistic, comprehensive, integrated and proactive in
lessening the impacts of disaster and climate change, and
promote the participation of all sectors at all level;

Whereas, the Act provides for the mainstreaming of DRRM in


development processes and institutionalization of policies,
mechanisms and programs on DRRM from the national to local
level, and the strengthening of capacities of LGUs in
mitigating and preparing for, responding to, and recovering
from the impact of disasters;

Whereas, the RA 10121 calls for the organization and


management of resources and responsibilities for addressing
all aspects of emergencies, in particular preparedness,
response, and initial recovery steps;

NOW THEREFORE, I, ALFREDO J. CIELO, JR., Municipal Mayor of


Irosin, Sorsogon, by virtue of powers vested in me by law do
order and direct the establishment of the Incident Command
System with the on-scene, all hazard, and standardized
incident command organized structure as follow:

Effectivity. This order shall take effect immediately.

AN ORDER REORGANIZING THE IROSIN SEARCH AND RESCUE TEAM
(ISART)

WHEREAS, it is a declared policy of the state to


institutionalize the policies, structures, coordinative
mechanism and programs on disaster risk reduction from
national down to local levels;

WHEREAS, there is a need to establish a response team in the


municipality to readily address emergency situations and give
assistance during calamities brought about by natural and man-
made disasters;

WHEREAS, it is essential to institutionalize the response team


of the municipality in order to efficiently serve the
population especially during crisis;

WHEREAS, said responders are group of individuals who will


voluntarily contribute time, service and resources whether
full time or part tile in the belief that their activity is
mutually meaningful and beneficial to public interest as well
as to themselves;

WHEREAS, under the IRR of RA 10121 Rule 6, Section 4 No. 16,


states that every MDRRMCs shall perform the function to:
organize, train, equip, and supervise the local emergency
response teams and the Accredited Community Disaster
Volunteers (ACDVs), ensuring that humanitarian aid workers are
equipped with basic skills to assist mothers to breastfeed;

WHEREAS, there is a need to reorganize and activate the


established emergency response team;

NOW, THEREFORE, by the powers vested in me by law, I, Alfredo


J. Cielo, Jr., Municipal Mayor, do hereby order the
reorganization of the Irosin Search and Rescue Team (ISART).

SECTION 1: Composition: The Irosin Search and Rescue Team


shall be composed of the following but not limited to:

immediately.
