The Cagayan Youth Leadership Organization will conduct the Barangay Youth leadership
Summit 2018 on May 25-27, 2018.
In this light, we are humbly asking your good office to support us to push through with the
event by providing our organization financial assistance to cover some of the expenses for
the success of the said activity.

The United Nations Security Council passed a Resolution 2250 (UNSCR 2250) giving
emphasis on the importance of youth as agents of change in the maintenance and
promotion of peace and security. It highlighted participation, partnerships, prevention,
protection and disengagement and re-integration as five pillars for action related to young
people’s contribution to peace processes and conflict resolution.
Further, United Nations Resolution 2282 adopted in 2016 highlighted the importance of
the national agencies and authorities in identifying and directing strategies and activities for
sustaining peace and preventing conflicts. In fact, the 2030 Agenda for Sustainable
Development Goal No. 16 aims to reaffirm the significance of youth in the deterrence and
resolution of conflicts as well as to their role as key facets of sustainability, inclusiveness and
success of peacekeeping and peace building effort having well representation in the
decision making at all levels.
Being constitutionally recognized, the voices of the youth became powerful as they
engage themselves in social transformation and involve in addressing various issues in the
country such as; youth rights, students’ welfare, human rights, graft and corruption and
change of governance. They have also responded to these issues through unique ways.
These ranges from approaches that is more conservative like changing the system through
peaceful means, or the radical way of overthrowing it by joining the armed struggle. These
reasons may however vary as effects of lack of proper attention or sensitivity to their needs,
internal and external distractions like confusion due to many crises such as; socio-economic
and political conditions, environmental-health conditions, employment and labor issues, and
the degradation of morality and values due to rampant proliferation of sex, drug addiction,
and violence in the media. Furthermore, the continuous disintegration of the family structure
due to constant migration may also aggravate this situation.
Given these social maladies, hopelessness has been the foremost concern that true
leadership, good governance, and proper education must address; or worst, the youth will
continue to be vulnerable to the false hopes and become in-conflict-with-law.
One of the best possible solutions to this is to tap the educational system by promoting
good values and the culture of peace among the youth while they are in schools. As a
backbone of a strong nation, schools were established to provide avenues where every
young individual could learn the basic and advance formal education that will prepare
them for a better life in the future. It is where leaders were molded to become icons and
founders of a strong nation; an institution that is responsible in transforming every child as an
empowered citizen regardless of his/her race, religion, and culture; an institution that

There is a need for the Philippine education system to promote and spread out the
culture of peace among the schools in the country. In the context of the Department of
Education (DepEd),it has declared through the Department Order 44 on 2005 that it “affirms
its commitment for the children by declaring the ‘Schools as Zones of Peace’. However, this
declaration it is not enough as its only mandate is “to make necessary actions to make all
schools a place where children can receive utmost security and peace” and not to include
peace in its curriculum, which will provide more impact to the students.
OBJECTIVES:
To build a peaceful youth community where young people has no fear of security and
permits substantial growth for mankind. Along with the organization’s objectives, the
program specifically seeks to:

House Rules
1. Stay within the parameter of the school. Going out of the school is not allowed without
due permission from the organizers/facilitators.
2. Observe silence during sessions and sleeping time.
3. Using gadgets during sessions is not allowed; otherwise the gadget will be confiscated.
4. Dress neatly and properly especially during sessions. Shorts are not allowed.
5. All registered participants are required to ACTIVELY participate in all activities.
6. Personal belongings are the responsibility of the participants. It is not advisable to
leave valuables in designated tents.
7. Incidents that might endanger the well-being of any participants must be reported
immediately to the management. Any willful or negligent act that endangers the
safety of others will result in the immediate and permanent removal of the member or
participant from the camp.
8. Fighting within the camp site will result in both parties involved, regardless of the
innocent party, being immediately removed from the camp.
9. Littering in the camp areas is prohibited and will result in an initial warning. A further
infringement will result in the removal of the member or participant from the camp.
10. The facilitators have the right to inspect their tents from time to time during reasonable
hours in order to ensure that the rules and regulations are being adhered to by the
participants.
11. Problems pertaining to accommodation must be reported to the committee on
accommodation and billeting.
12. Your i.d is made cool and beautiful; it must be worn at all times.
13. Participants are advised to put their mobile phones on silent mode during plenary
sessions, seminars, and sleeping time.
14. In the nearest of all participants, noise level shall be kept to minimum during sleeping
hours. Any activities creating excessive noise in the vicinity of the tents are forbidden.
15. Alcoholic beverages, cigarettes, firearms, drugs, explosives, and gambling are not
allowed all throughout the convention.
