SEMINAR ON GOVERNMENTAL MANAGEMENT

(A REACTION PAPER)

The Seal of Good Local Governance (SGLG) is a prestigious effort of

the Local Government which puts premium to integrity and good

performance in the seven (7) aspects of local administration and

service delivery. As it seeks to institutionalize the continuity of

local governance reforms and development, it also a progressive

exertion on which fuels the LGU’s distinction of their remarkable

performances across the seven aspects namely: Financial

Administration, Disaster Preparedness, Social Protection, Peace and

Order, Business- friendliness and Competitiveness, Environmental

Management and Tourism, Culture and the Arts.

As a personnel and member of a unit pursuing the efforts of

safekeeping and safeguarding the Peace and Order within the

demography, the knowledge and idea instilled to me by the speaker Mrs.

Maria Nove Abao- Mejica during the seminar has driven me with the

thoughts that each sector within the Local Government is playing an

important role in the “All- in” rule of implementing the said effort.

Even on us, in our end as “keeper of peace”, it does not only limit

our motivation in doing our job effectively. The drive of efficient

and sustaining job performance had me longed for the goal of becoming

a more active partner in this institutionalized program.

Amidst ridden with much challenges and scarcities, this motivation is

an exceptional cause to make all other LGU’s functional. The support

from the National Government Agencies and Civil Societies could spark

persistently and affect the “All-in” rule of the DILG of which could

make tremendous effect in all the cities and municipalities (big or

small) of our country. The latter could of course affect the ways and

means of living of the entire citizenry.

Take the “new” Manila for example. In a matter of twelve (12) days,

the newly elected Mayor Francisco “Isko” Moreno had made a paradigm

shift of how people within his vicinity should treat the streets

starting off with his programs on street vendors in Quiapo and

Binondo. Within a short period, the mayor had done so much that even

the previous elected mayors had longed to irradiate for years.

The mayor elect had the by example for all the LGU’s within the

country. Imagining this could also happen to all other cities, the

Philippines has a brighter way to go through continuous and

sustainable development. It only takes baby steps to welcome and

grasps development within our hands. When sectors work together for

the goal of achieving not only the medal of Good Local Governance but

also boosting the trust and confidence of the people, we can go much

further as a nation.
