by
Dr. Felix N. Bagnol
School Principal II

Distinguished men of the Rotary Club of Metro Surigao, fellow awardees, guests,
ladies and gentlemen, good evening.

I am humbled and honored to be in your midst to receive the award in behalf of

the unsung heroes of our land, the men and women of Surigao City Pilot School.

I want to recognize the presence of Secretary Ruperto Martin M. Andanar who

was then the graduation guest speaker and part of Surigao City Pilot School , Dr.
Evelyn R. Fetalvero, our former Schools Division Superintendent of Surigao City, now
holding the position as Assistant Regional Director and at the same time, Officer In-
charge , Office of the Regional Director of Region XI, Davao Region.

Ladies and gentlemen, my acceptance and receipt of this award and honor would
not be complete without letting you walk with me along memory lane, to see where
Surigao City Pilot School is coming from, and to pay tribute to the many gallant men and
women who have made this milestone a reality.

Established after World War II, Surigao City Pilot School then Surigao del Norte
Division Pilot School, Surigao East Central Elementary School, Surigao Pilot
Elementary School has been a living witness in the transformation of Surigao into a
chartered city in August 31, 1970. SCPS, older by two years old, continues to be a
partner of a progressive Surigao City particularly in Brgy. Taft. Thanks to the Gabaldon
Building which has the architectural, historical and social significance, one of the
heritage sites of Surigao City, soon to be rehabilitated before year 2019 ends under
Republic Act 11194 signed by President Rodrigo Duterte .

For more than fifty years of quality education and service delivery, Surigao City
Pilot School has maintained its stature as one of the leading institutions in Caraga
region and has continued to be a quintessence of learning and excellence.

Dr. Regina Z. Barbers, the founder and first Principal most probably had never
dreamed of receiving this prestigious award and she must be rejoicing us as well
tonight, along with the previous outstanding Principals and Teachers who came after
her. Her brilliance, her dedication throughout the formative years in the life of the school
must have molded in the metamorphoses of what is now known as Surigao City Pilot
School.
