I. Introduction

1.1 Background of the study

Based on the news reported of Rappler, President Benigno Aquino III on

Wednesday, May 15, signed the Enhanced Basic Education Act of 2013 into law, more

commonly known as the K-12 program. K12 Philippines (2015) stated that K to 12 (also

K-12) is an education system under the Department of Education that aims to enhance

learners' basic skills, produce more competent citizens, and prepare graduates for lifelong

learning and employment. It has been four years since the Philippines shifted to a new

educational system. But this reform program, which added two more years to the old

basic education system, has since met with so much public opposition.

In a Business Mirror interview, DepEd Secretary Leonor Briones claims that for

2017-2018, the Department created 40,104 teacher items for the K-12 program. However,

she also confesses that we still lack teachers and classrooms to fill in its demands. In the

same interview, Briones stresses that “additional items will be created throughout the

year, depending on the actual enrollment for SY 2017-2018.” In fact, she says they

continue to arrange the hiring of Higher Education Institutions (HEIs) faculty affected by

the reform until SY 2021-2022.The interview capped off the latest status of the K-12

programs: SHS has used 55,680 K-12 classrooms, near completion of the 2014-2015

classroom backlogs, and registered 51.59% completion rate for the years 2014 through

2016 (Cosmopoint International Institute of Technology- Philippines, 2015)

There are many schools offering K-12 in Meycauyan City Bulacan like

Montessori De Sto Niño of Meycauyan Bulacan, Meycauyan National High school,

Ferbel School Inc, Auxilliary Academy Inc, Genesis Integrated Science Academy, John

Paul Benedict School of Meycauayan Inc, Trinitas College, Faith of Mary Academy of

Meycauyan Incorporated, ACLC college Meycauyan campus, St Mary’s Academy of Sto

Niño, Meycauyan City West Central School, Meycauyan College, Barcelona Academy.

On the other hand MNHS implements a K-12 basic educational program that offers

academic tract such as Science Technology Engineering and Mathematics

(STEM),Accountancy Business and Management (ABM),Humanities and Social

Sciences (HUMSS),General Academic Strand (GAS),Home Economics (HE),Technical

Vocational Livelihood(TVL) and Information and Communication Technology (ICT) but

the number of students in first batch of Senior High School in Meycauayan National High

School is much higher than the next following batches until now

1.2 Problem Statement

Managing the enrollment rate is doing continuously by different schools, schools

do a lot of things to increase or sustain the number of their students but what researchers

see in MNHS- SHS Department is that why the number of their students is not increasing

or at least sustaining. Because the data that we gathered from school registrar showed that

the number of students, who studied in the first year of Senior High school or the first

batch of SHS is higher than the next following batches.

1.3 Significance of the Study

The purpose of this research is to know why the number of students is not

increasing or sustaining. And to investigate what are the possible and most specification

of students in choosing a school. It will be beneficial to the readers also the in the

researchers, they learn new ideas and knowledge base on what they read. It will also

contribute to the school leaders because they will have an ideas and insight so that it will

be able guide them on how their going to solve the problem which is the decreasing

enrollment rate. And one of the purpose of this study is to achieve more students in

MNHS because this research help school to improve and to have improvement in order to

achieve it's main goal to help children's in learning.

1.4 Scope and Limitation of the Study

Meycauayan National High School will be the place will held this research. It will

focus in Meycauayan National High School- Camalig particular in Senior High School

Department. It covers the students who graduated in Junior High School and the students

who moved into another school. Also the graduating students from Junior High School

which is the Grade 10 students (SY. 2019-2020) of MNHS. This study need 60

respondents. The possible students specification why the number of students is not

increasing is the following: Facilities, location, Academic quality, design of uniform,

academic program, parents decision, peer influence. The other grade level that not

mentioned above are not within the scope of this research.

1.5 Definition of Terms

Enrollment Rate -Number of students took enrolled in a given level of education,

regardless of age, expressed as a percentage of the official school-age population

corresponding to the same level of education.

Data -facts and statistics collected together for reference or analysis.

Sustain -strengthen or support physically or mentally.

undergo or suffer (something unpleasant, especially an injury).

cause to continue or be prolonged for an extended period or without interruption.

uphold, affirm, or confirm the justice or validity of.

Meycauayan National High School (Camalig) - is a public school found in El Camino

Road,Camalig,Meycauyan,3020 Bulacan, Philippines

Senior High School -a secondary school typically comprising the three highest grades.

Specification – an act of describing or identifying something precisely or of stating

precise requirement.

Decreasing – to become smaller in size, amount, number etc.

2. Review and Literature

The problem in the classrooms and schools in general, are considered one of the

most serious factor facing the component of the educational process such as parents,

teachers school administrator and also destruction of property, failure in school, poor

study accomplishment and lack of educational facilities such as equipment, technology

and physical environment. All of these issues could threaten the whole educational

process based to the study of (Al-amarat, 2011). Arante et al. (2016) stated that the

marketing strategies are generally effective and facilities strongly encourage the students

to enroll in particular school.

Marketing Strategy is a plan of action designed to promote and sell a product or

service (Oxford dictionary, n.d). Managing the enrollment rate is doing continuously of

Schools. According to (Nwafor, Uchenda, & Nwaneri, 2015)Marketing Strategy adoption

can be a means of boosting students enrollment and to public sector it will reduce the

students enrollment competition in the public secondary schools which most times

amount to admitting students more than carrying capacity of school, which lowers

effectiveness of academic programs. In some instances, Per Lyceum of the Philippines

University-Laguna registrar office’s comparative report of enrolled students, there was an

increase of students with a percentage of 7% last academic year 2016-2017 compared to

the academic year 2015-2016 because they applied marketing strategy that eventually

worked. Researchers of LPU-L therefore conclude that the advertisements of LPU

Laguna has a big help and impact towards the increase of the students excluding high

school department. Advertisements of the school had an influence on the decision of the

students to enroll in LPU-Laguna (Ordinario, Santis & Fernandez, 2018).

Bachock, Osman & Yaacob (2015) discussed the different opinion pertaining to

the reason chosen by parents in selecting their children school. School

environment/facilities and quality teacher are some reason of parents in selecting their

children school. Likewise, Based on the respondents, there are six primary criteria of

parents in selecting school for the children which are academic performance, location,

distance, school facilities, school environment and co-curricular activities (McMillan,

2005). However, Akareem & Hossain (2016) stated that This study indicates that the

environment created by higher education institutions influences the students’ perception

of quality. Students studying in the universities where a high level of education quality is

advocated generally have a higher level of perception (or expectation) of education

quality. Thus, university authorities should ensure a supportive learning environment for

the students.

According to (Fernando, Lalitha, & Weerasinghe, 2017) Students’ satisfaction can

be defined as a short-term attitude resulting from an evaluation of students’ educational

experience, services and facilities. On the other hand, From the students satisfaction

perspective, the most powerful variables was measured using satisfaction, enjoyment,

need and right choice. From students loyalty measured using recommended, price

tolerance, select again, and no transfer. Students satisfaction, loyalty and marketing

strategy are likely to be just important to universities and as for other types of

commercial organization (Chen, 2016). Likewise, Abadillah et al. (2018) reported that

there is a strong and positive relationship (coefficient R) of 0.725 between the quality of

service facilities and student satisfaction. The quality of campus service facilities had an

effect on student satisfaction as the user of 57.5% and the rest about 42.5% would be

explained with other variables. Besides, Relationship of student teacher relationship with

student satisfaction is notably strong and the reason could be that good affiliation

maintenance with teachers on the part of learners and as well as on the part of teachers

greatly affect the contentment level of students. Enhanced the relation more is the

contentment level. Association of teacher preparedness with student satisfaction is also

fine and the cause could be satisfaction level of students is also immensely affected by

the approach of teachers towards their profession of teaching and how much they get

ready before conveying lecture. More the teachers are thoughtful towards delivering

knowledge through the lectures more will be the satisfaction level of students. The

student community also measures the satisfaction level by the good and bad experiences

extended towards them by the institute, teachers and friends.

In addition, the influence of perceived university image on students loyalty was

also positive and significant. It makes students better when their universities holds the

good image in their social sector. The study confirmed that the role of students

satisfaction is shaping the positive image of the university (Ali & Amed, 2018). Similarly,

the moderate and low relationship between dimensions of leadership effectiveness,

students satisfaction and loyalty are statistically significant (Feliciano, 2015). (Alves &

Raposo, 2015) stated that their investigation sheds light on the higher education student

satisfaction formation process, showing that image can influence student satisfaction and

loyalty. It is possible to say that to measure and understand university image is very

important because of its influence over the student satisfaction and loyalty formation

process. If higher education institutions have to compete through image, the first step to

take is to measure the university image held by students. The second step should be to

ascertain how the constructed image is formed and how it can be modified in order to

better reflect the intended image. In this way, this research contributes towards deepening

the knowledge about university image and its importance for higher education institutions

in retaining current students and attracting new students and their research contributes

towards deepening the knowledge about university image and its importance for higher

In the study of (Arpilleda, 2017) Surigao del Sur State University’s senior high

school program was assessed in terms of its instruction, support services and facilities. In

terms of the four areas of instruction, the students were quite impressed by the

competencies of the university’s teaching personnel. They were also fairly satisfied with

the teaching techniques and assessment practices used by the teachers. However, when it

comes to the instructional materials, they were not totally satisfied by them. This could

mean that the school failed to provide them with adequate number of modules or

textbooks or overhead projectors, television, and other instructional materials to be used

in their classes. It is therefore recommended that the university ensures that they can

provide the necessary instructional materials needed to facilitate students’ learning

process. On a positive note, the results identify to areas of support services where the

university is performing reasonably well, the school clinic and guidance and testing

office. Still, despite the ratings being significantly above the satisfied level, the principal

office, registrar office, sports office, accounting and student affairs’ office, there is still

room for improvement. Yet, in general, the students commend these offices for having

customer-friendly, courteous, knowledgeable, helpful and efficient personnel or staff.

Canteen is the one with the lowest rating. It is therefore necessary that the university has

to improve the premises where nutritious foods and refreshments are made available on

campus and the school must construct a wider canteen to accommodate the students and

faculty

3. Methodology

This Chapter refers to the strategy or plan that a researcher has to construct in

order to gather data. This procedures or techniques used to identify, process and analyze

information about the topic.

3.1 Research Design

Descriptive research design was used for this study. The researcher’s respondent

have a great help in solving the problem by the use of Assessment-survey method,

because researchers want to know the respondents opinion, perspective, beliefs or

feelings of selected groups of individuals or their specification in choosing a school and

to know the effect of those students decision or specification in enrollment rate of

MNHS-SHS.

In figure 3.2 shows the IPO(Input-Process-Output) Framework of the study where

in the input is consisting of students profile. It also includes the possible specification of

students like location, facilities, Academic quality, parents decision, peer influence,

academic program and uniform design. The process being used is through research

interview with video surveillance and descriptive statistical analysis under data analysis.

Researcher want to find out the effect of those specification in enrollment rate of MNHS

and to propose school marketing strategy in MNHS.

This study used research interview in data gathering by direct asking with verbal

interaction. Interviews are particularly useful for getting story behind a respondent’s

experience’s. Also for the researcher’s of this study, if they have a follow up questions,

they can ask it directly. Also this study used questionnaire for those respondent who are

difficult to reach in personal. Moreover researchers send those questionnaire in social

media particularly in messenger then they answer it by their own.

3.3 Sampling

The researcher’s chose purposive sampling and they need 60 respondent from

MNHS grade 10 students and grade 11 students from different school that are graduated

in MNHS-JHS based on their judgement in order to be time and cost effective.

Additionally the researchers chose purposive because they can gather other respondents

from different schools that is relevant to their study. Also they can easily determine their

respondent that they need because some of their respondent are researchers already

known so that it will be lessen the difficulty when they conduct investigation and data

gathering.

3.4 Data Analysis

Descriptive statistics were used in this study. The data were analyze using the

following statistical tools like Percentage, Ranking and Frequency. The researcher will

use graphical representation to show statistical data through which represented in form of

pie chart, bar graph. Also this study will use tabular presentation, the data is organized in

rows and columns and to its easy to construct and to read.

4. Results and Discussion

In this chapter, the data collected or gathered from respondents was

analyze and interpreted by the researchers.

As reflected in the table above shows the respondents profile of this

study. Twenty(20) of the respondent are grade 10 students in MNHS (SY.

2019-2020) and forty(40) students in Grade 11 that are Junior High School

graduate in MNHS that moved to another school for SHS. With an overall

total of 60 respondent.

According to the data that the researchers gathered in figure 4.1, 70% of grade 10

students in MNHS said that they're going in a different school once they turn into a

Senior High Students but then 18℅ of them decide that they're going in MNHS for Senior

High School and the 12℅ remaining are not sure or undecided. Therefore the highest

percentage of the data above showed that the grade 10 students desired school for SHS is

in another school and definitely not in MNHS. And the lowest percentage showed that

some of the grade 10 students are still undecided.

As gleaned in figure above shows that the facilities have 35% followed by

academic quality which is 30℅ then the third is Academic Program that is 15℅, Parents

decision which is 10℅ in fourth then School uniform that 5℅ and the last, peer influence

which got nothing or 0%. Therefore the highest percentage of this data showed that the

Facilities is the most specification of grade 10 students in choosing a school that they

want to enter. Likewise, academic quality has a close percentage to facilities and the

second to the highest. So those two specification is the most demanding specification of

students in a school. And the lowest percentage of specification for grade 10 students is

the school uniform.

As seen in Figure above shows the data researchers gathered, there are different

specification why the grade 10 students of MNHS moved into another school. The data

showed that the Facilities have the highest percentage with 35℅, second is parents

decision with 30℅ followed by academic quality with 20℅, fourth is peer influence

which have 5% same with academic program, then 3℅ for location and school uniform

have 2% . The data showed that facilities is the main reason why those students moved

but then parents decision have a big impact on students reasons also the academic quality.

Facilities, Parents decision and academic quality, those three have the highest percentage

out of six, therefore those three have a big contribution why students moved into another

school. Peer Influence, location and uniform have the lowest percentage among the six

specification, but those reason can’t be ignored because its still have a contribution and a

reason.

It can be seen in Figure 4.4 that 92℅ of the students who moved to another to

continue their SHS said yes, that their latest school meets their specification and it meets

what they want in a school while 8℅ of those students said No, that their latest school

failed to meet their specifications. Therefore most of those students generally said Yes,

that they're happy and contented to the school that their attending because it meets their

specifications in a school.

This data that is gathered by the researchers shows the satisfaction level of those

students who moved into another school to continue their Senior High School. According

to the data 50℅ of those students who moved are satisfied to the performance of the latest

school that their attending. 30℅ of them pick neutral for the performance of their school.

And 20℅ of those students said that they're very satisfied and contented on the school

that their attending now. In the data that the researchers gathered no one said that they're

not satisfied in their latest school. So most of the students who moved into another school

to continue their Senior High School are satisfied on the school that they where in.

5. Conclusion

In this chapter, a summary of the research is presented and finding of the study

are discussed and interpreted based upon the result or findings of the study.

Based on the views of researchers, specification like facilities, academic quality, parents

decision, location, academic program school uniform can affect enrollment rate, but most

of students specification are facilities, academic quality, parents decision that can lead

students to moved in their desired school. In addition, MNHS has not enough marketing

strategy that will encourage students to stay in their school that’s why most of the

students chose to moved in another school that mostly of them said that their

specification meet by their latest school. Therefore, the enrollment rate of MNHS is not

increasing or at least sustaining.

6. Recommendation

Based on the significant findings and conclusion of the study the following

recommendation are offered:

Facilities

Facilities is one of the things that students specification for a school , the researchers

suggest that MNHS may consider the cleanliness and proper hygiene of the classroom,

restroom as well as the environment. Also MNHS may improve some of their facilities

and provide academic equipment and materials that may useful for students learning.

Improve Communication with Parents

Maintaining active, positive communication is important. It helps them understand what

to expect from the school, teachers, and administrators and to have positive impression of

parents in a school.

Skilled Teachers

With regard to the teachers, Department of Education (DepEd) must hire teachers who

are not only academically trained but also have different skills to enhance and ensure the

learning of the students.

Proposed Marketing Strategy

Marketing strategy is important to ones business, organization and corporation also it can

be applied to schools and universities. Researchers suggest social media marketing

strategy to reach out to community members on social media. This study suggest to

school to have an advertisement through a video that shows the good facilities that most

of the grade 10 student wants, they can upload it on social media sites so that it can be

popular and spread on the internet also the school will need to have a official page for

important announcement and information. In addition researchers suggest to school to

have or to make flyers that consist of information about the school's facilities, programs,

strands that the school have and others, those flyers can be distributed on special events

like moving up ceremony. All the students achievements and the school accomplishments

can display outside the school through a tarpaulin and they can also announce it through

social networking media so that the other students can see and convince how good the

academic quality of the school. Therefore, MNHS makes more attractive to students also

for parents.
