Role & Responsibilities

• Responsible for implement and maintain the HSE Management Processes across
the projects, complying with all applicable requirements to the HSE
performance, improvement aspects and tools across assigned for HSE function
includes, monitoring, communication and continual improvement.
• To implementation of Company standards and procedures including initiatives
on projects, ensure that site teams are proactive and comply with health, safety
and environmental legislation.
• Support the HSE Manager and team with planning, coordinating and
implementing of effective HSE strategy, guidelines and procedures to ensure
that the department objectives are met the HSE Management System at different
levels, carry out periodic HSE risk assessments and Environmental Impact
Analysis and recommend actions for achievement.
• Ensure the project complies with the relevant HSE legislation, EGA/Hatch HSE
requirement and OSHAD Code of Practice.
• Raising site observation and NCR’s if contractors deviating the ADEHSMS and
Company requirements.
• Undertake / participate in regular audits and inspections including collective
data for the compilation of accident trends and statistics while maintaining the
EGA/HATCH Target Zero initiative by setting a personal and professional
example for HSE at all times on the project.
• Liaise with the Project Management Team as appropriate to ensure that, as so far
as reasonably practicable, all operation adopts safe, effective and efficient
working practices in accordance with the HSE set objectives and targets.
• Establish and ensure implementation of the HSE Management System on the all
phases (Engineering, Procurement, Construction, and Commissioning up to
Mechanical Completion) of the project.
• Advise on setting up the improvement guidelines for Project HSE Management
System to project employees. Ensure improvements are implemented and
results are feedback to employees.
• Assists management in the annual inspection of workplaces to assure safe and
healthful conditions for workers. Prepares appropriate notices for management
to issue for abatement of any identified hazards.
• Maintain and help control daily HSE practices through regular checks of work
sites, ensure that hazards are identified, precautionary measure are
implemented and relevant HSE advice provided.
• Promote safe working systems and procedures and monitor the proper
application of the “Permit to Work” system, SIMOPS and associated Task Risk
Assessment, as well as other approved HSE and contractor related policies,
plans, procedures and guidelines.
• Ensure that Safety and Environmental programs and procedures are
communicated to and regularly reinforced with site personnel.
• Participate as member of construction site emergency response team and
provide first line advice to the designated Incident Controller and or on Scene
Commander concerning containment of emergency.
• Investigate all site HSE related incidents, including near misses, to an
appropriate level. Analyze immediate and root causes, determine future action
to reduce these occurrences. Follow up contractor’s incident investigation and
ensuring close out actions are timely completed to prevent reoccurring.
• Conduct frequent audits and inspections to ensure the effectiveness of HSE
programs on critical operations/equipment and procedures at assigned location;
present recommendations for improvement and follow-up their
implementation. Observe/audit contractor site safety inductions and training.
Provide input to achieve continuous improvement.
• Enforce compliance with all aspects of the HSE Management System and
provide the necessary advice to management / field supervision and workforce
on HSE matters.
• Ensure Contractor activities are carried out on accordance as stipulated in the
HSE Plan and Procedure during the execution of the project to achieve
company’s goal and objective.
• Functionally supervise and manage Contractors and Subcontractors to ensure
compliance with Company and project- specific HSE requirements.
• Audits the Company’s Safety Performance, recommends corrective actions and
measures for continual improvement.
• Manage HSE team distributed across the various project sites.
• Prepare/Review/Approve HSE plans, procedures and task risk assessment and
monitor implementation through regular audits.
• Monitoring occupational health and safety implementations at construction sites
in accordance with legal requirements and technical specifications.
• Organize Health and Safety meetings among staff, clients and top management
and preparing agenda and minutes of meeting.
• Carry out weekly joint HSE inspection with contractor personnel and ensuring
all the corrective/preventive actions are closed out.
• Train employees on methods of safe work practices and providing necessary
technical guidance for accident protection and prevention.
• Preparing monthly HSE report in conjunction with contractor personnel and
submitting to Client.
• Analyze statistics for road traffic collisions and spot trends and patterns. Carry
out reviews on highway improvement schemes to ensure that they are safe for
road users. Analyze data about road workers and road users to carry our risk
assessments and assess if certain elements of schemes should be included.
