I. SITUATION OVERVIEW
20 December 2017
At 5:00 PM, the Low Pressure Area (LPA) East of Hinatuan , Surigao Del Sur has
developed into a Tropical Depression (TD) and was named "VI NTA". The center of TD
"VINTA" was estimated based on all available data at 735 km East of Hinatuan, Surigao
del Sur (08.3 °N, 133.0 °E).
TD "VI NTA" has maximum sustained winds of 45 kph near the center and gustiness of
up to 60 kph. Tropical Cyclone Warning Signal (TCWS) No. 01 was raised over Surigao
del Sur and Northern Davao Oriental.

At 5:00 AM , "VINTA" intensified into a Tropical Storm (TS) as it continues to track
westward . It has maximum sustained winds of 65 kph near the center and gustiness of
up to 80 kph . TCWS No. 01 was raised over Dinagat Island , Misamis Occidental, Lanao
del Norte, Lanao del Sur, North Cotabato, Maguindanao, rest of Davao Oriental,
Northern Davao del Sur, Compostella Valley, Zamboanga del Sur, Zamboanga Sibugay,
and Zamboanga del Norte. Moreover, TCWS No. 2 1was raised over Surigao del Norte
including Siargao Island, Surigao del Sur, Agusan del Norte, Agusan del Sur, Northern
Davao Oriental, Compostela Valley, Davao del Norte, Bukidnon, Misamis Oriental , and
Camiguin.
At 5:00 PM, "VI NTA" has intensified further as it threatens CARAGA area. The center of
TS "VINTA" was estimated at 200 km East of Hinatuan, Surigao del Sur with maximum
sustained winds of 80 kph near the center and gustiness of up to 110 kph.
TCWS No. 02 was raised over Surigao del Norte including Siargao Islands, Surigao del
Sur, Agusan del Norte, Agusan del Sur, Northern Davao Oriental, Compostella Valley,
Davao del Norte, Bukidnon, Misamis Oriental, Camiguin, Lanao del Norte, and Lanao
del Sur while TCWS No. 01 was raised over Dlnagat Island , Misamis Occidental, North
Cotabato, Maguindanao, Rest of Davao Oriental, Northern Davao del Sur, Compostella
Valley, Zamboanga del Sur, Zamboanga Sibugay, and Zamboanga del Norte.
At 11:00 PM, "VI NTA" has intensified into a Severe Tropical Storm (STS) with maximum
sustained winds of 90 kph and gustiness of up to 125 kph moving West at 20 kph.

At 1:45 AM, STS “VINTA” has made landfall in Cateel, Davao Oriental.
At 5:00 AM, STS “VINTA” was in vicinity of Boston, Davao Oriental.
At 7:00 AM, STS “VINTA” was in the vicinity of Laak, Compostela Valley with a
maximum sustained winds of 90 kph near the center and gustiness of up to 155 kph and
moving west at 20 kph.
At 10:00 AM, “VINTA” has weakened into a Tropical Storm after crossing Davao Region.
At 5:00 PM, TS “VINTA” further weakened into a Tropical Depression (TD) and is in the
vicinity of Zamboanga del Sur area.
At 11:00 PM, TD “VINTA” was about to exit the landmass of Zamboanga Peninsula.
23 December 2017
At 1:00 AM, TS “VINTA” has re-intensified into a tropical storm and was over the Sulu
Sea.
At 4:00 AM, TS “VINTA” has slightly intensified as it continues to track westward over
the Sulu sea. TCWS No. 2 was raised over Southern Palawan while TCWS No. 1 is
raised over the rest of Palawan, Western section of Zamboanga del Norte, western
section of Zamboanga del Sur, and Zamboanga Sibugay. Elsewhere, TCWS are lifted.
At 8:00 AM, “VINTA” continues to intensify as it moves towards the direction of Southern
Palawan.
At 1:00 PM, the center of TS “VINTA” was estimated based on all available data at 245
km South Southeast of Puerto Princesa City, Palawan or 245 km West of Balabac,
Palawan.
At 5:00 PM, “VINTA” has intensified into a Severe Tropical Storm as it is threatened
Southern Palawan. It is expected to make landfall in Southern Palawan at night time. It
has a maximum sustained winds is up to 90 kph with gustiness of up to 115 kph. It was
forecasted to move West at 22 kph. TCWS No. 2 was still hoisted over Southern
Palawan.
At 10:00 PM, STS “VINTA” made landfall in Balabac, Palawan.
24 December 2017
At 5:00 AM, “VINTA” has intensified into a Typhoon as it approaches the western
boundary of PAR. It has maximum sustained winds of 120 kph near the center and
gustiness of up to 145 kph. It is now forecasted to move West at 25 kph.
At 8:00 AM, TY “VINTA” has maintained its strength and is about to exit PAR. The eye
of TY “VINTA” was located based on all available data at 300 km South Southeast of
Pagasa Island, Palawan.
TY “VINTA” exited PAR at 8:00 AM.
At 9:30 AM, the eye of TY “VINTA” was located based on all available data at 290 km
South of Pagasa Island, Palawan (OUTSIDE PAR) with maximum sustained winds of
120 kph near the center and gustiness of up to 145 kph. It is forecast to move West at
26 kph.
II. EFFECTS
A. Affected Population (TAB A)
1. A total of 167,963 families / 797,337 persons were affected in 1,179 barangays
in regions MIMAROPA, VII, IX, X, XI, XII, ARMM and CARAGA due to TY
“VINTA”.

2. Of which, a total of 4,053 families / 19,369 persons are currently being served
inside 24 evacuation centers (ECs) and 4,470 families / 22,464 persons
outside the evacuation center.
Note: The changes in the number of affected population, ECs and served families inside ECs are due to
validation by DSWD.

B. Casualties (TAB B)
1. A total of five (5) dead, eighteen (18) injured and thirteen (13) missing
persons were confirmed in Regions IX, XI, CARAGA, and ARMM.
2. FOR VALIDATION: 168 persons were reported dead (8 in MIMAROPA, 61 in
Region IX, 75 in Region X, and 24 in ARMM), and 163 persons missing.

2. On 23 December 2017, F/B NERI and MBCA JHONNELE capsized due to
strong winds and big waves brought about by “VINTA” while anchored in
Mangsee Island, Palawan. A total of seventy-four (74) persons were rescued; of
which, thirty-nine (39) are from Palawan.
3. On 23 December 2017, DR. NIRE (vessel) was drifted to Malaysia due to rough
sea condition while anchored at the vicinity waters of Mangsee Island in Balabac,
Palawan. A total of four (4) persons were rescued and stranded at Billean Island,
Sabah, Malaysia.
D. Suspension of Classes (TAB C)
1. Classes in Regions IX (Zamboanga del Norte), X (Bukidnon), XII (Cotabato), and
CARAGA (Agusan del Norte, Agusan del Sur, Surigao del Norte, and Dinagat
Islands) were suspended on 22 December 2017.
2. Government work was suspended in 12 cities/municipalities in Regions IX, X
and CARAGA on 22 December 2017.

E. Flooded Areas (TAB D)
1. A total of 239 areas in Regions MIMAROPA, IX, X, and ARMM were reported
flooded. As of 30 December 2017, flood waters in all affected areas have
subsided.
F. Status of Lifelines
Seaports
1. As of 4:00 AM, 25 December 2017, there are no reported stranded passengers,
vessels, motorbancas, and rolling cargoes in all ports in the country. All shipping
and fishing companies have resumed with their normal operations.
Cancelled Flights (TAB E)
1. A total of 129 domestic flights were cancelled on 22 and 23 December 2017 due
to bad weather caused by “VINTA”.
Roads and Bridges (TAB F)
1. As of 29 December 2017, a total of three (3) road sections and eight (8)
bridges are still not passable in Regions IX, X, and CARAGA.
Water Supply
1. No water supply in Cagayan de Oro City due damaged water booster. The repair
is ongoing by the Cagayan de Oro water district. As of 30 December 2017, a total
of six (6) out of eight (8) production wells are already running.
2. No potable drinking water in Barangay Cabuling, San Fernando, Bukidnon.
Power Supply (TAB G)
1. A total of 83 cities / municipalities in Regions MIMAROPA, IX, X, XI, CARAGA
and ARMM experienced power interruption. As of 19 January 2018, power supply
in 42 areas was already restored.
2. Areas in the Provinces of Oriental Mindoro, Romblon and Marinduque also
experienced power outage but were immediately restored.
Communication
1. As of 24 December 2017, 12:00 PM, a total of twenty-five (25) cell sites of Globe
Telecom were reported affected due to TY “VINTA” in the Provinces of
Zamboanga del Norte in Region IX and in Misamis Oriental in Region X:

1. A total of 9,361 houses were damaged (4,179 – totally / 5,182 – partially) in
Regions MIMAROPA, IX, X, XI, and ARMM.
2. Ten (10) houses reportedly washed-out due to storm surge in Brgy. Poblacion,
Municipality of Payao, Zamboanga Sibugay.

A. National Disaster Risk Reduction and Management Council (NDRRMC)

a. Conducted Pre-Disaster Risk Assessment (PDRA) for Tropical Depression
(TD) “VINTA”” on 18 December 2017, 6:00 PM and 20 December 2017, 6:00
PM.
b. Coordinated with affected RDRRMCs re submission of preparedness actions
in relation to STS “VINTA”.
c. Issued NDRRMC Memorandum to NDRRMC Member-Agencies re the Alert
Status at the NDRRMOC.

d. Alert status at the NDRRM Operations Center remains in Red Alert to
continuously monitor and ensure dissemination of Weather Advisories, 24-
hour Public Weather Forecasts, General Flood Advisories, and Severe
Weather Bulletins to all concerned RDRRMCs/OCDROs through SMS,
facsimile, and official social media websites for further dissemination to their
respective Local Disaster Risk Reduction and Management Councils
(LDRRMCs).
e. NDRRMC Response Cluster conducted meeting on 21 December 2017.
f. Issued NDRRMC Memorandum No. 154 and 155 on 21 December 2017 and
Memorandum No. 157 on 22 December 2017 regarding the Preparedness
Actions for Residents in Areas Susceptible to Rain-Induced Landslide and
Flooding.

B. Regional / Local Disaster Risk Reduction and Management Councils
(R/LDRRMCs)
a. RDRRMCs MIMAROPA, V, VI, VII, X, XI, XII, CARAGA, and ARMM conducted
PDRA meeting regarding the said weather disturbance and continuously
disseminates weather advisories/bulletins to RDRRMC member-agencies,
P/C/MDRRMCs, and local media (radio stations) through telefax , OCD InfoBoard
Text Blast System, and upload the same to social accounts to effectively ensure
public safety and achieve zero-casualty; alerted and closely coordinates with all
PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other
response operations relative to the weather disturbance; and continuously
monitors the situation in their respective AORs.
C. Pre-Emptive Evacuation (TAB J)
a. A total of 10,956 families were pre-emptively evacuated in regions MIMAROPA,
VII, IX, X, XI, and CARAGA due to TS “VINTA”.
IV. DISASTER RESPONSE
A. Cost of Assistance (TAB K)
a. A total of ₱43,667,168.85 worth of assistance was provided by DSWD, LGUs
and NGOs to the affected families in Regions MIMAROPA, IX, X, XI, and
CARAGA.

B. Camp Coordination and Camp Management IDP Protection


1. Department of Social Welfare and Development (DSWD)
a. Provided relief assistance to 815 affected families in Baloi, Lanao del Norte.
b. Distributed mats and malong to the affected families in Baloi and Pantao
Ragat.
c. Temporarily transferred 99 Marawi IDPs from Balono Evacuation Center to
Baloi Central School due to damaged tents brought about by heavy rains.
d. Distributed 400 clothing packs and shoes to the families of the Uyanguren,
Brgy. Tigatto, Buhandin District.
DSWD Field Office (FO) XI
a. Provided 3,200 family food packs while the CSSDO provided hot meals
through community kitchen.
CSWD Puerto Princesa
a. Generated family intake cards for evacuees.
2. Local DRRMCs
CDRRMC Cagayan de Oro
a. Implemented force evacuation to residents in barangays along Cagayan de
Oro River.
CDRRMC Valencia City, Bukidnon
a. Implemented pre-emptive evacuation to barangays being traversed by the
Pulangi River.
PDRRMC Zamboanga del Norte
a. Convened an emergency meeting and discussed the course of actions for the
affected municipalities and for the creation of resolution re extending
assistance to the affected families
LDRRMCs of Regions X, XI, and CARAGA
a. Provided relief assistance to the IDPs in their AOR.

3. Philippine Red Cross Misamis Oriental-CDO Chapter
a. Distributed hot meals at Macasandig Covered Court and Macasandig
Elementary School. A total of 505 individuals were served.
C. Food and Non-Food Items
1. OCD MIMAROPA
a. Provided 100 sacks of rice for affected municipalities in the province of
Palawan.
2. DSWD
a. Facilitated the procurement of tents for DSWD-FO X and FO XII.
b. Coordinated with AFP through the Logistics Cluster to facilitate and assist the
loaded trucks to enter the port in Matnog.
DSWD FO IX
a. Provided 320 family food packs to Sibuco, Zamboanga del Norte affected
families.
b. Distributed relief goods to Barangay Vitali, Mangusu, Tictapul, Licomo in
Zamboanga City and in the Municipalities of Sibuco and Sirawai in
Zamboanga del Norte.
c. A total of 700 Family Food Packs were augmented to help families from Brgy.
Vitali, Tictapul, Mangasu, and Licomo.
d. Provided 7,255 Family Food Packs to affected families in twelve (12)
municipalities amounting to ₱2,715,800.00.
DSWD FO X
a. Provided 254 family food packs in response to the request of the Local
Government Unit of Lagonglong, Misamis Oriental.
b. Provided non-food items like malong, mats, and laminated sacks to the
Marawi IDPs affected by TY “VINTA” currently staying in Lanao del Norte.
c. Distributed 1,100 Mats and Malong to the affected families in Baloi and
Pantao Ragat.
d. Distributed 20 Laminated sacks to ECs flooded during the typhoon.
e. Provided family food packs to 816 affected families in Baloi.

Ragat, and Baloi for IDPs inside and outside ECs exposed to floodwater
during TY “VINTA”.
b. Augmented ₱100,000.00 worth of drugs, medicines and supply to Lanao del
Norte PDOHO.
c. Augmented Doxycycline to NMMC and other partners for prophylaxis of
responders and victims.

a. Deployed three (3) medical teams to 3 evacuation centers and conducted
consultation to 377 patients.

a. A total of 7 teams (4 RDANA teams, 2 NHQ assessment and support teams
and 1 WASH team) were deployed to provide services in Lanao Del Norte,

b. Provided psychological first aid to 882 individuals in CDO, Surigao City and
Iligan City.
c. Augmented 1 unit of water tanker to provide potable water in CDO and 1 unit

NROC to Laguindingan Airport, Cagayan de Oro on 25 December 2017.
c. Facilitated the airlift of 1,600 Family Food Packs from Manila to Kabacan,
North Cotabato thru PAL via Davao City and ferried to Kabacan thru the
assistance of LTFRB (Land Transportation Franchising and Regulatory

d. Facilitated airlift of relief goods from DSWD-NROC to Laguindingan Airport,
Cagayan de Oro using a C130 aircraft.

1. OCD
a. Requested and coordinated with DOST-Philippine Earth Data Resource and
Observation Center (PEDRO) for satellite images of the Provinces of Biliran,
Cagayan de Oro, Lanao and Zamboanga.

a. Deployed RETT for the establishment of satellite communications in hardly hit
areas in Lanao del Norte.
b. Region XII RETT stationed in Koronadal and Marawi were activated and

retrieval operations for the confirmed dead persons.
b. Convened an emergency meeting attended by PRO 9, DOH Field Office 9,

assistance to be provided to the affected areas in Region IX.

a. Local responders proceeded to flooded areas to conduct search and rescue

report on schools used as Evacuation Centers. As of 2:00 AM, 29 December
2017, a total of eight (8) schools are being used as evacuation centers of
which five (5) schools are in Region X, two (2) schools in Region X and one
(1) school in ARMM.
b. Consolidated the initial batch of Rapid Assessment of Damages Reports
(RADaR) and continued to communicate with Regional and Division DRRM
coordinators to submit the said reports immediately.

b. Coordinated with affected RDRRMCs re submission of preparedness
actions in relation to STS “VINTA”.
c. Issued NDRRMC Memorandum to NDRRMC Member-Agencies re the
Alert Status at the NDRRMOC.
d. Alert status at the NDRRM Operations Center remains in Red Alert to
continuously monitor and ensure dissemination of Weather Advisories, 24-
hour Public Weather Forecasts, General Flood Advisories, and Severe
Weather Bulletins to all concerned RDRRMCs/OCDROs through SMS,
facsimile, and official social media websites for further dissemination to
their respective Local Disaster Risk Reduction and Management Councils
(LDRRMCs).

3. DENR-Mines and Geosciences Bureau (MGB)
a. Provided the list of barangays susceptible to flooding and rain-induced
landslides on 20 December 2017 during the PDRA/ERP meeting.
b. Continuously provides/updates the list of barangay identified as susceptible
to rain-induced landslide and flooding.
4. Department of Interior and Local Government (DILG)
a. Provided information/advisories to all concerned DILG ROs regarding the
development of the weather disturbance outside the Philippine Area of
Responsibility (PAR) thru emails and text blasts.
b. Directed all concerned DILG Regional Offices (ROs) to take proactive
measures for the impending disaster.
c. Provided constant updates on weather alerts/advisories to all ROs.
d. Issued an Advisory to all concerned Regions on the Weather
Disturbance/Low Pressure Area and directed to advise all LGUs concerned
on the following:
 Monitor all PAGASA weather advisories and typhoon bulletins as well as
the Project NOAH via website
 Establish Critical Preparedness Actions based on the Operation LISTO
protocols, and prioritize prepositioning of supplies and equipment for
response
 Continuous monitoring of PAGASA advisories on the Weather
Disturbance/LPA

5. Department of Social Welfare and Development (DSWD)


a. The DSWD Central Office (CO), concerned Field Offices (FOs), and
National Resource Operations Center (NROC) have stockpiles and standby
funds amounting to ₱735,066,659.89, with breakdown as follows:
Stockpiles:
A total of ₱341,741 Family Food Packs (FFPs) amounting
to ₱284,346,372.95 and available Food and Non-food Items
(FNIs) amounting to ₱409,497,274.49.
Standby Funds:
A total of ₱209,518,242.14 standby funds in the CO and FOs. Of the said
amount, ₱161,688,131.43 is the available Quick Response Fund in the
CO.

Tropical Storm (STS) “VINTA”.

6. Department of Health (DOH)


a. HEMB Operations Center conducts continuous monitoring and information
sharing re STS “VINTA”.
b. Regional Offices and DOH Retained Hospitals have ready standby teams
for deployment
c. Engaged Health Cluster members and Health Sector partners to provide
support as needed, especially for WASH services.
d. A total of ₱8,176,480.60 worth of assorted medicines and medical supplies
were prepositioned in Regions CALABARZON, MIMAROPA, V and VIII. In
addition, a total of ₱154,458,467.71 worth of assorted medicines and
medical supplies were prepositioned in the warehouse of the Central Office,
Regions CALABARZON, MIMAROPA, V, VI, and VIII.
7. Department of Education (DepEd)
a. Provided advisory to all offices and schools for precautionary measures,
especially those located in flood and landslide prone areas to secure school
records, learning materials, and electronic equipment.
b. Provided advisory to all exposed regions and divisions for the report on
class suspension and schools to be used as evacuation centers.
c. Prepared standby funds for the need of temporary learning spaces,
possible clean-up and minor repairs for the affected regions and divisions.
d. Dsseminated weather updates from PAG-ASA through Smart Info Board
and social media e.g Facebook to all field key officials and DRRM
coordinators.

OCD CARAGA
a. The Regional Disaster Risk Reduction and Management Council

monitoring for possible impacts of TS “VINTA”.
b. Issued RDRRMC Advisory No.1 regarding Preparedness and Response
Measures for STS “VINTA”.
c. Continues coordination with all RDRRMC member-agencies and
LDRRMCs for situational updates in the region.
d. As a result of the PDRA/ERP meeting for TS “VINTA, all concerned were
advised to:
 Activate Incident Command System (ICS) for effective response
 Preposition all response assets/resources (5 Ms – Manpower, Machine,
Money, Methodology, Material)
 Conduct pre-emptive evacuation especially in high risk areas for flood,
landslide and storm surge

e. Issued RDRRMC Memorandum requesting concerned council members
(DILG, DOST, NEDA, DSWD, DPWH, DA, DOH, DepEd, DOST PAGASA,
PNP, BFP and AFP) to render duty services at the RDRRMC EOC effective
21 December 2017, 01:00 PM.
f. Advised all LDRRMCs to be vigilant and to take precautionary measures
against possible flashfloods and landslides.
DOST CARAGA
a. Monitor the use of equipment re Project STURMM in selected LGUs.
DILG CARAGA
a. Activated the Operation Center and prepared advisories for dissemination
to LGUs.
DSWD CARAGA
a. Prepositioned a total of 23,408 Family Food Packs (FFPs) and Non-Food
Items (NFIs) amounting to ₱3,783,254.74 readily available; and standby
fund amounting to ₱8,237,510.41.
b. DSWD has prepositioned a total of 9,201 Family Food Packs amounting to
₱2,625,694.00 in geographically hard to reach areas.
c. A total of ₱14,201 FFPs amounting to ₱4,031,946.60 are stored in DPWH
Tiniwisan Warehouse, Butuan City.
d. Installed a food hub at the military camp of 30th OB in Sta. Cruz, Placer,
Surigao del Norte using the Mobile Storage Unit (MSU) with 6,000 FFPs
stored and ready for augmentation.
e. Activated all Quick Response Team (QRT) to render 24/7 duty to monitor
the situation in the region.
f. Field Office’s QRT, SWAD Teams and P/C/M action teams on continued
monitoring in close coordination with the LSWDO and LDRRMO.
BFP CARAGA
a. On Red Alert Status to monitor all possible flashflood prone and landslide
areas.
b. Office of the Provincial Fire Marshall-Province of Dinagat Islands BFP
Stations are on red alert status.
c. Dispatched 2 fire trucks with 13 BFP personnel to assist the evacuation of
297 individuals of Brgy, Calibunan, Cabadbaran City, Agusan del Norte.
d. Conducted Rescue Operation on the incident happened at Butuan City Jail.
e. Conducted Ronda Bandillo on the Barangays of Buenavista Agusan del
Norte.
f. Responded to flooded barangays of Trento Agusan del Sur.
g. Conducted clearing operations in the roads.
h. Assisted DSWD in repacking and releasing of goods.
i. Conducted roving operation on the coastal areas of Marihatag and assisted
the evacuation of 162 individuals.
j. BFP SRU & EMS Personnel are checked in to the Surigao City IMT and
ready for deployment.
k. Conducted road cleaning operations in some barangays assisting most of
the evacuees to return to their respected homes.

Evacuation Centers.
e. Alerted BDRRMC: Informed Punong Barangays of weather advisory and
disseminated public warnings thru established warning systems and
weather bulletins especially families in identified danger zones.
f. Thirty (30) CDRRMO volunteers on duty for augmentation as start of the
shifting and possible deployment.
g. A total of 34 CDRRMO working force including River base personnel
monitoring the Agusan River water level on 24 hours shifting duty.

PDRRMC Agusan del Sur
a. Conducted PDRA/ERP meeting.

c. Recommended the conduct of evacuation to the municipalities of La Paz,
Loreto, San Luis, and Talacogon since these areas are highly susceptible
to flooding.

areas susceptible to flood and landslide.
b. Prepositioned logistic support for immediate food provision to affected
