Typhoon "VI NTA"

I. SITUATION OVERVIEW
20 December 2017
At 5:00 PM, the Low Pressure Area (LPA) East of Hinatuan , Surigao Del Sur has
developed into a Tropical Depression (TD) and was named "VI NTA". The center of TD
"VINTA" was estimated based on all available data at 735 km East of Hinatuan, Surigao
del Sur (08.3 °N, 133.0 °E).
TD "VI NTA" has maximum sustained winds of 45 kph near the center and gustiness of
up to 60 kph. Tropical Cyclone Warning Signal (TCWS) No. 01 was raised over Surigao
del Sur and Northern Davao Oriental.

At 5:00 AM , "VINTA" intensified into a Tropical Storm (TS) as it continues to track
westward . It has maximum sustained winds of 65 kph near the center and gustiness of
up to 80 kph . TCWS No. 01 was raised over Dinagat Island , Misamis Occidental, Lanao
del Norte, Lanao del Sur, North Cotabato, Maguindanao, rest of Davao Oriental,
Northern Davao del Sur, Compostella Valley, Zamboanga del Sur, Zamboanga Sibugay,
and Zamboanga del Norte. Moreover, TCWS No. 2 1was raised over Surigao del Norte
including Siargao Island, Surigao del Sur, Agusan del Norte, Agusan del Sur, Northern
Davao Oriental, Compostela Valley, Davao del Norte, Bukidnon, Misamis Oriental , and
Camiguin.
At 5:00 PM, "VI NTA" has intensified further as it threatens CARAGA area. The center of
TS "VINTA" was estimated at 200 km East of Hinatuan, Surigao del Sur with maximum
sustained winds of 80 kph near the center and gustiness of up to 110 kph.
TCWS No. 02 was raised over Surigao del Norte including Siargao Islands, Surigao del
Sur, Agusan del Norte, Agusan del Sur, Northern Davao Oriental, Compostella Valley,
Davao del Norte, Bukidnon, Misamis Oriental, Camiguin, Lanao del Norte, and Lanao
del Sur while TCWS No. 01 was raised over Dlnagat Island , Misamis Occidental, North
Cotabato, Maguindanao, Rest of Davao Oriental, Northern Davao del Sur, Compostella
Valley, Zamboanga del Sur, Zamboanga Sibugay, and Zamboanga del Norte.
At 11:00 PM, "VI NTA" has intensified into a Severe Tropical Storm (STS) with maximum
sustained winds of 90 kph and gustiness of up to 125 kph moving West at 20 kph.

2. Of which, a total of 4,053 families / 19,369 persons are currently being served
inside 24 evacuation centers (ECs) and 4,470 families / 22,464 persons
outside the evacuation center.

B. Casualties (TAB B)
1. A total of five (5) dead, eighteen (18) injured and thirteen (13) missing
persons were confirmed in Regions IX, XI, CARAGA, and ARMM.
2. FOR VALIDATION: 168 persons were reported dead (8 in MIMAROPA, 61 in
Region IX, 75 in Region X, and 24 in ARMM), and 163 persons missing.

2. On 23 December 2017, F/B NERI and MBCA JHONNELE capsized due to
strong winds and big waves brought about by “VINTA” while anchored in
Mangsee Island, Palawan. A total of seventy-four (74) persons were rescued; of
which, thirty-nine (39) are from Palawan.
3. On 23 December 2017, DR. NIRE (vessel) was drifted to Malaysia due to rough
sea condition while anchored at the vicinity waters of Mangsee Island in Balabac,
Palawan. A total of four (4) persons were rescued and stranded at Billean Island,
Sabah, Malaysia.
D. Suspension of Classes (TAB C)
1. Classes in Regions IX (Zamboanga del Norte), X (Bukidnon), XII (Cotabato), and
CARAGA (Agusan del Norte, Agusan del Sur, Surigao del Norte, and Dinagat
Islands) were suspended on 22 December 2017.
2. Government work was suspended in 12 cities/municipalities in Regions IX, X
and CARAGA on 22 December 2017.

E. Flooded Areas (TAB D)
1. A total of 239 areas in Regions MIMAROPA, IX, X, and ARMM were reported
flooded. As of 30 December 2017, flood waters in all affected areas have
subsided.
F. Status of Lifelines
Seaports
1. As of 4:00 AM, 25 December 2017, there are no reported stranded passengers,
vessels, motorbancas, and rolling cargoes in all ports in the country. All shipping
and fishing companies have resumed with their normal operations.
Cancelled Flights (TAB E)
1. A total of 129 domestic flights were cancelled on 22 and 23 December 2017 due
to bad weather caused by “VINTA”.
Roads and Bridges (TAB F)
1. As of 29 December 2017, a total of three (3) road sections and eight (8)
bridges are still not passable in Regions IX, X, and CARAGA.
Water Supply
1. No water supply in Cagayan de Oro City due damaged water booster. The repair
is ongoing by the Cagayan de Oro water district. As of 30 December 2017, a total
of six (6) out of eight (8) production wells are already running.
2. No potable drinking water in Barangay Cabuling, San Fernando, Bukidnon.
Power Supply (TAB G)
1. A total of 83 cities / municipalities in Regions MIMAROPA, IX, X, XI, CARAGA
and ARMM experienced power interruption. As of 19 January 2018, power supply
in 42 areas was already restored.
2. Areas in the Provinces of Oriental Mindoro, Romblon and Marinduque also
experienced power outage but were immediately restored.
Communication
1. As of 24 December 2017, 12:00 PM, a total of twenty-five (25) cell sites of Globe
Telecom were reported affected due to TY “VINTA” in the Provinces of
Zamboanga del Norte in Region IX and in Misamis Oriental in Region X:

B. Regional / Local Disaster Risk Reduction and Management Councils
(R/LDRRMCs)
a. RDRRMCs MIMAROPA, V, VI, VII, X, XI, XII, CARAGA, and ARMM conducted
PDRA meeting regarding the said weather disturbance and continuously
disseminates weather advisories/bulletins to RDRRMC member-agencies,
P/C/MDRRMCs, and local media (radio stations) through telefax , OCD InfoBoard
Text Blast System, and upload the same to social accounts to effectively ensure
public safety and achieve zero-casualty; alerted and closely coordinates with all
PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other
response operations relative to the weather disturbance; and continuously
monitors the situation in their respective AORs.
C. Pre-Emptive Evacuation (TAB J)
a. A total of 10,956 families were pre-emptively evacuated in regions MIMAROPA,
VII, IX, X, XI, and CARAGA due to TS “VINTA”.
IV. DISASTER RESPONSE
A. Cost of Assistance (TAB K)
a. A total of ₱43,667,168.85 worth of assistance was provided by DSWD, LGUs
and NGOs to the affected families in Regions MIMAROPA, IX, X, XI, and
CARAGA.

3. Philippine Red Cross Misamis Oriental-CDO Chapter
a. Distributed hot meals at Macasandig Covered Court and Macasandig
Elementary School. A total of 505 individuals were served.
C. Food and Non-Food Items
1. OCD MIMAROPA
a. Provided 100 sacks of rice for affected municipalities in the province of
Palawan.
2. DSWD
a. Facilitated the procurement of tents for DSWD-FO X and FO XII.
b. Coordinated with AFP through the Logistics Cluster to facilitate and assist the
loaded trucks to enter the port in Matnog.
DSWD FO IX
a. Provided 320 family food packs to Sibuco, Zamboanga del Norte affected
families.
b. Distributed relief goods to Barangay Vitali, Mangusu, Tictapul, Licomo in
Zamboanga City and in the Municipalities of Sibuco and Sirawai in
Zamboanga del Norte.
c. A total of 700 Family Food Packs were augmented to help families from Brgy.
Vitali, Tictapul, Mangasu, and Licomo.
d. Provided 7,255 Family Food Packs to affected families in twelve (12)
municipalities amounting to ₱2,715,800.00.
DSWD FO X
a. Provided 254 family food packs in response to the request of the Local
Government Unit of Lagonglong, Misamis Oriental.
b. Provided non-food items like malong, mats, and laminated sacks to the
Marawi IDPs affected by TY “VINTA” currently staying in Lanao del Norte.
c. Distributed 1,100 Mats and Malong to the affected families in Baloi and
Pantao Ragat.
d. Distributed 20 Laminated sacks to ECs flooded during the typhoon.
e. Provided family food packs to 816 affected families in Baloi.
f. Distributed 1500 FFPs to affected families in Evacuation Centers of Sta.
Elena, Buroon Gym, Maria Christina, and Buroon School of Fishery.
DSWD FO XI
a. Provided 9,500 Family Food Packs as augmentation to Carmen, Asuncion
and Kapalong, Davao Del Norte.
DSWD FO CARAGA
a. Extended a total of ₱141,900.00 worth of Family Food Packs (500 pieces) to
the affected families in Surigao City.
b. Coordinated with the Logistics Cluster for the transportation of FNIs to DSWD-
FO X on 25 December 2017 and 1,600 family food packs to be
accommodated by PAL via Davao to Cagayan de Oro.
3. LDRRMCs
PDRRMC Lanao del Sur
a. Conducted relief operation serving 400 families in Bubong Ramain, 200 in
Ditsaan Ramain, 400 in Buadi Puso Buntong, 200 in Balindong and 760 in
Tugaya.
PDRRMC Palawan
a. Provided family food packs to the affected municipalities.
PDRRMC Davao del Norte
a. Provided a total of 1,745 food packs for the affected families in the province.

a. Augmented 2,000 packs of 5kg rice for Municipality of Datu Montawal.
b. Augmented 125 sacks of rice with 100 sacks of unrepaced rice to Municipilaty
of Pagalungan.

1. Department of Health (DOH)
a. Prepositioned logistics worth ₱8,082,115.35 in Regions MIMAROPA, IX, X,
XI, XII, and CARAGA.
b. Activated SPEED for disease surveillance.
c. Ensured availability of Medical Prophylaxis for Leptospirosis in all health
centers and CHO.
d. Augmented a total of 29,000 Doxycline capsules in Cagayan De Oro.
e. A total of ₱385,349.00 worth assorted medicines and medical supplies were
augmented to PDOHO Lanao del Norte, NMMC, RHU Panta, Pantao Ragat
and Baloi.
f. Provided orientation / briefing on the proper use of water treatment solutions
g. Conducted health services at the Inasagan Evacuation Center, Salvador and
homebased IDPs
h. Coordinated with NEOC and other agencies regarding the provision of water
supply in Balo-I, Pantar and Pantao Ragat.
i. Augmented logistics (WASH supplies, medical supplies, medical supplies, and
medicines) worth PhP1,452,671.80 to Regional Office XI
DOH X
a. Augmented assorted medicines (ORS, Aquatabs, Paracetamol, Waterine,
Amoxicillin and Doxycycline) worth ₱25,000.00 to RHUs of Pantar, Pantao
Ragat, and Baloi for IDPs inside and outside ECs exposed to floodwater
during TY “VINTA”.
b. Augmented ₱100,000.00 worth of drugs, medicines and supply to Lanao del
Norte PDOHO.
c. Augmented Doxycycline to NMMC and other partners for prophylaxis of
responders and victims.
DOH XI
a. Deployed three (3) medical teams to 3 evacuation centers and conducted
consultation to 377 patients.

2. Philippine Red Cross (PRC)
a. A total of 7 teams (4 RDANA teams, 2 NHQ assessment and support teams
and 1 WASH team) were deployed to provide services in Lanao Del Norte,
Zamboanga Del Norte, Lanao Del Sur, Palawan and Bukidnon.
b. Provided psychological first aid to 882 individuals in CDO, Surigao City and
Iligan City.
c. Augmented 1 unit of water tanker to provide potable water in CDO and 1 unit
of water bladder (5,000 liters) installed in Brgy. Camanman-an, Cagayan de
Oro.
3. Philippine Coast Guard (PCG)
a. Deployed medical teams at district offices in Palawan, Cagayan de Oro,
Southwestern Mindanao and Southeastern Mindanao.
4. LDRRMCs
PDRRMC Lanao del Sur
a. Activated IPHO-Quick Response Health Team/Provision of emergency
treatment of injured cases.
5. Logistics
1. Office of Civil Defense (OCD)
a. Coordinated with Philippine Airlines (PAL) for possible transport of relief
goods in TY “VINTA” affected areas.
b. Coordinated with OJ3, AFP for the transport of relief goods from DSWD-
NROC to Laguindingan Airport, Cagayan de Oro on 25 December 2017.
c. Facilitated the airlift of 1,600 Family Food Packs from Manila to Kabacan,
North Cotabato thru PAL via Davao City and ferried to Kabacan thru the
assistance of LTFRB (Land Transportation Franchising and Regulatory
Board).
d. Facilitated airlift of relief goods from DSWD-NROC to Laguindingan Airport,
Cagayan de Oro using a C130 aircraft.
2. Land Transportation and Franchise Regulatory Board (LTFRB)
a. Committed to provide transportation assistance for the delivery of services to
the affected areas.

a. Requested for aerial assistance to the municipality of Sibuco from the
RDRRMC IX.

a. Deployed six (6) Palawan 165 trucks to the Municipalities of Roxas, Brookes

4. Armed Forces of the Philippines (AFP)
Philippine Navy (PN)
a. Provided NAVORWEST FF17 Vessel to PDRRMC Palawan RDANA Team for
the ongoing assessment in Balabac, Palawan.
6. Emergency Telecommunications
1. OCD
a. Requested and coordinated with DOST-Philippine Earth Data Resource and
Observation Center (PEDRO) for satellite images of the Provinces of Biliran,
Cagayan de Oro, Lanao and Zamboanga.

2. DSWD
a. Deployed RETT for the establishment of satellite communications in hardly hit
areas in Lanao del Norte.
b. Region XII RETT stationed in Koronadal and Marawi were activated and
continuously monitoring the situation.
3. Department of Information and Communications Technology (DICT)
a. Twelve (12) Dual Band (VHF/UHF) Handheld Radios, four (4) Thuraya
Satellite Phones and four (4) Broadband Global Area Network (BGAN) were
placed on stand-by.
4. RAPPLER
a. Activated nationwide Agos-eBayanihan/MovePH volunteer network for social
media monitoring operations.

1. Armed Forces of the Philippines (AFP)
a. Conducted mobile patrolling, HADR, road clearing, evacuation and rescue
and retrieval operations.
b. Assisted in relief goods distribution for the evacuees.
c. Provided transportation assistance to the evacuees.
2. LDRRMCs
PDRRMC Misamis Oriental
a. Conducted search, rescue, and retrieval operations with PDRRMC Lanao del
Norte, AFP, PNP, DPWH, BFP, and other local responders.
PDRRMC Palawan
a. Ongoing search and rescue operations in Balabac, Palawan by Coast Guard
District Palawan, Philippine Navy, Palawan Rescue 165 and Local Search
and Rescue Teams (Municipal and Barangay).
MDRRMC Sibuco, Zamboanga del Norte
a. Conducted search and rescue of injured and missing persons as well as
retrieval operations for the confirmed dead persons.
b. Convened an emergency meeting attended by PRO 9, DOH Field Office 9,
PAF, PPA, and DPWH Field Office 9 to discuss necessary technical
assistance to be provided to the affected areas in Region IX.
MDRRMC Kabasalan, Zamboanga Sibugay
a. Local responders proceeded to flooded areas to conduct search and rescue
operations.
CDRRMC Valencia City, Bukidnon
a. Conducted search and retrieval operation in Brgy. Laligan.
8. Education
1. Department of Education (DEPED)
a. Coordinated with Regional and Division DRRM coordinators for the validated
report on schools used as Evacuation Centers. As of 2:00 AM, 29 December
2017, a total of eight (8) schools are being used as evacuation centers of
which five (5) schools are in Region X, two (2) schools in Region X and one
(1) school in ARMM.
b. Consolidated the initial batch of Rapid Assessment of Damages Reports
(RADaR) and continued to communicate with Regional and Division DRRM
coordinators to submit the said reports immediately.

a. Conducted Post-Mortem to all unidentified cadavers.
b. Continuous validation on the number of dead and missing persons.

a. A total of ₱ 335,000.00 burial assistance was extended to the families of the
casualties who died due to STS “VINTA”.

Coast Guard District (CGD) Southern Tagalog and Palawan
a. Advised all CG stations and substations to ensure strict implementation of
Guidelines on the movement of vessels during heavy weather and in the
absence of weather bulletin in the locality.

possible deployment.

a. Raised to Code White Alert.

c. Activated the Emergency Operations Center (EOC) on 24/7 basis and
manned by Emergency Officers on duty.
d. Monitor all health and health-related events on a 24/7 basis, including all
regional and local events and incidents with potential impacts to a particular
area or the region as a whole.
e. Facilitated the issuance of appropriate warnings to all concerned health
offices and facilities in anticipation of implementing agencies.
f. Ensure that all communication equipment is always available, functional
and ready for use in emergencies and disasters.
g. Utilized various information and communication technologies in the
dissemination of early warning and other appropriate information to
stakeholders and the public.
h. Continuous coordination and active monitoring with all PDOHO and HEMS
point persons for any untoward incident.
i. Continuous coordination with DOH retained hospitals and other attached
agencies including entry and exit points and with other regional agencies
including PCG, PPA, OCD, LGUs, PNP stations and other stakeholders.
j. Advised PDOHO to coordinate with HEMS-PHO for the health emergencies
monitored and with Ports Authority and advised nearby port health facilities
to be on standby for possible health assistance in relation to the surge of
passengers needing medical assistance.
k. Advised PDOHO to conduct roving to their areas of responsibility.
l. Prepositioned water disinfectant and collapsible Jerry Cans in flood-prone
areas of MIMAROPA.
m. Advised PAMAS Air Ambulance Services through the Provincial DOH-
Palawan for possible utilization of air evacuation.
n. Coordinated with Civil Aviation Authority of the Philippines and requested
daily reports of status of airports with the provinces/cities of MIMAROPA.
o. Prepositioned a total of ₱1,709,304.16 worth of drugs, medicines and
medical supplies in different PDOHO/Hospitals in the region.
p. Prepositioned a total of ₱481,416.00 (₱96,283.20 each) worth of drugs,
medicines, and medical supplies in the municipalities of Lubang (Occidental
Mindoro), Busuanga (Palawan), Coron (Palawan), Culion (Palawan), and
Linapacan (Palawan).
q. Prepositioned a total of ₱772,833.36 (₱128,805.56 each) worth of drugs,
medicines, and medical supplies in Romblon District Hospital, Romblon
Rural Health Unit, Lubang Rural Health Unit, Looc Rural Health Unit,
Lubang District Hospital, and Culion Rural Health Unit.

r. Prepositioned a total of ₱577,699.20 (₱96,283.20 each) worth of drugs,
medicines, and medical supplies in strategic areas and areas of concern in
the province of Palawan while a total of ₱481,416.00 (₱96,283.20 each)
worth of drugs, medicines, and medical supplies in strategic areas and
areas of concern in the province of Romblon.
s. Prepositioned a total of 4,802 bottles of Sodium Hypochlorite, 53,408
tablets of Water Purification, 1,729 pcs. Collapsible 20 liters jerry cans
worth ₱968,240.00, 342 pcs. Collapsible 10 liters jerry cans worth
₱143,640.00, and 22 pcs. Multipurpose PVC Tents worth ₱5,309,472.00 in
strategic areas and areas of concern for WASH services in the region.
t. Prepositioned a total ₱39,918.8 for wash supplies in the municipalities of
Marinduque.
u. Prepositioned a total of ₱867,832.68 worth of drugs and medicines and
medical supplies, and ₱47,902.56 worth of water disinfectants for wash
services in various RHUs in the Province of Romblon.
v. Prepositioned a total of ₱1,239,507.64 worth of drugs and medicines and
medical supplies, water disinfectants for wash services, collapsible jerry
cans (20 liters), collapsible jerry cans (10 liters) in various municipalities in
the Province of Romblon.
Department of Public Works and Highways (DPWH) MIMAROPA
a. Alerted all Maintenance crew of the District Disaster Risk Reduction and
Management Teams to monitor condition of National Roads and Bridges
and other infrastructures facilities.
b. Placed equipment on standby for possible mobilization.
Police Regional Office (PRO) MIMAROPA
a. Ensure the availability of search and rescue asset and personnel.
b. Alerted all Police Provincial Office down to their lower units and continuous
monitoring of situation in their respective AOR.

a. The Regional Disaster Risk Reduction and Management Council

b. Issued RDRRMC Advisory No.1 regarding Preparedness and Response
Measures for STS “VINTA”.
c. Continues coordination with all RDRRMC member-agencies and
LDRRMCs for situational updates in the region.
d. As a result of the PDRA/ERP meeting for TS “VINTA, all concerned were
advised to:
Activate Incident Command System (ICS) for effective response
Preposition all response assets/resources (5 Ms – Manpower, Machine,

a. Activated the Operation Center and prepared advisories for dissemination
to LGUs.
DSWD CARAGA
a. Prepositioned a total of 23,408 Family Food Packs (FFPs) and Non-Food
Items (NFIs) amounting to ₱3,783,254.74 readily available; and standby
fund amounting to ₱8,237,510.41.
b. DSWD has prepositioned a total of 9,201 Family Food Packs amounting to
₱2,625,694.00 in geographically hard to reach areas.
c. A total of ₱14,201 FFPs amounting to ₱4,031,946.60 are stored in DPWH
Tiniwisan Warehouse, Butuan City.
d. Installed a food hub at the military camp of 30th OB in Sta. Cruz, Placer,
Surigao del Norte using the Mobile Storage Unit (MSU) with 6,000 FFPs
stored and ready for augmentation.
e. Activated all Quick Response Team (QRT) to render 24/7 duty to monitor
the situation in the region.
f. Field Office’s QRT, SWAD Teams and P/C/M action teams on continued
monitoring in close coordination with the LSWDO and LDRRMO.
BFP CARAGA
a. On Red Alert Status to monitor all possible flashflood prone and landslide
areas.
b. Office of the Provincial Fire Marshall-Province of Dinagat Islands BFP
Stations are on red alert status.
c. Dispatched 2 fire trucks with 13 BFP personnel to assist the evacuation of
297 individuals of Brgy, Calibunan, Cabadbaran City, Agusan del Norte.
d. Conducted Rescue Operation on the incident happened at Butuan City Jail.
e. Conducted Ronda Bandillo on the Barangays of Buenavista Agusan del
Norte.
f. Responded to flooded barangays of Trento Agusan del Sur.
g. Conducted clearing operations in the roads.
h. Assisted DSWD in repacking and releasing of goods.
i. Conducted roving operation on the coastal areas of Marihatag and assisted
the evacuation of 162 individuals.
j. BFP SRU & EMS Personnel are checked in to the Surigao City IMT and
ready for deployment.
k. Conducted road cleaning operations in some barangays assisting most of
the evacuees to return to their respected homes.
