INSTRUCTIONS

1. TheConfidentialreportis an important document. lt providestheba-


sicandvitalinputsforassessing theperformance of an officerandfor
his/heradvancement in his/hercareer.Theofficerreportedupon,the
ReportingAuthority, the ReviewingAuthorityand the Accepting
Authorityshouldtherefore, undertake thedutyof fillingouttheform
witha highsenseof responsibility.

2. Performance appraisedthroughConfidential Reportsshouldbeused


as a toolforhumanresburce development. ReportingOfficersshould
realisethat the objectiveis to developan officerso that he/she
realisehis/hertrue potential.lt is not meantto be a fault-finding
processbut a developmentone.The ReportingOfficerand the
Reviewing Officershouldnotshyawayfromreporting shortcomingin
performance, oroverallpersonality
aftitude oftheofficerreported
upon.

3. The columnsshouldbe filledwithdue careand attentionandfor


devoting time.Any attemptto fillthereportin a casualor
adequate
mannerwillbe easilydiscernible
superficial to theHigherAuthority.

4. lf the ReviewingAuthorityis satisfiedthat the ReportingAuthority


hadmadethereportwithoutduecareandattention heshallrecorda

5. Everyanswershallbegivenina narrative form.Thespaceprovided


indicates thedesiredlengthof theanswer. Wordsandphrasesshould
bechosencarefully andshouldaccurately reflecttheintention of the
authority recording theanswer.Pleaseuse unambiguous andsim-

assigneditem-wise, takinginto consideration the natureand


the area of work and any specialfeaturesthat may be specific
to the natureor the areaof the workof the officerto be reported
upon.

B. Althoughperformance appraisalis a year-endexercise,in order


thatit maybea toolforhumanresource development,thereporting
officerandtheofficerreporteduponshouldmeetduringthecourse
of the year at regularintervalsto reviewthe performance and to
takenecessarycorrectivesteps.

9. lt shouldbe theendeavour of eachappraiser to presentthetruest


possiblepictureof the appraisee
in regardto his/herperformance,
conduct,behaviour andpotential.

10. Assessmentshouldbeconfined performance


to theappraiser's dur-
ingtheperiodof reoortonly.

11. Somepostsof the samerankmaybe moreexactingthanothers.


Thedegreeof stressandstraininanypostmayalsovaryfromtimeto
time.Thesefactsshouldbeborne;nmindduringappraisal
andshould
becommented uponappropriately.

12. Aspectson whichan appraisee


is to be evaluatedon different

copy of the note should also be sent togetherwith the
ConfidentialReportto the next superiorofficerwho will
ensure that the follow up action is taken expeditiously.
Where it is not possibleeitherthat he had not watched
the officer's work for sufficienttime to form a definite
judgementor that he has heardnothingagainstthe officer,
as the case may be.
(b) lf, as a result of the follow up action, the doubts or
suspicionsare cleared,the officers's integrityshouldbe

certifiedandan entrymadeaccordingly
in theConfidential
Report.

(c) lf the doubtsor suspicions thisfactshould


areconfirmed,
also be recordedand duly communicated to the officer

(d) lf as a resultof the followup actionthe doubtsor


suspicionsare neitherclearednorconfirmed,theofficer's
conductshouldbe watchedfor a furtherperiodand
thereafter at (b)and(c)above.
