BIS- Brief Introduction
• Organized standardization activity in India started with
establishment of Indian Standards Institution (ISI) in 1947.

• Bureau of Indian Standards (BIS) took over work of ISI


through enactment of BIS Act (1986) by the Indian
Parliament.
BIS - Genesis
• Institution of Engineers (India) acting as the Indian
Committee of British Standards Institution since 06 Aug
1919

• Government of India resolution on 03 Sep 1946 for


establishment of Indian Standards Institution (ISI)

• Indian Standards Institution (predecessor of Bureau of


Indian Standards) set up on 6 Jan 1947

• ISI Certification Mark Act, 1952


Product certification scheme launched in 1955 - 56

• Bureau of Indian Standards (BIS)


Established on 1 Apr 1987 under BIS Act, 1986 as statutory body

BIS
• At present, there are 26 Sectional Committees under the
Food and Agriculture Department, BIS
• There is no Sectional Committee for Medicines.
• There is one Sectional Committee FAD 26-Ayurveda,
with the following scope:
a) Standardization in the field of Ayurveda, in terms of
terminology and quality of standards of ingredients and
b) Test methods of ingredients and products.
Liaison: ISO TC-249 (O): Traditional Chinese medicines.
• There is no ISO Technical Committee for Ayurveda or
Indian Traditional Medicines.
BIS
• The ISO TC-249 –Traditional Chinese medicines, has 28
ISO Standards and 46 work items are under process.
• There is a need to have a ISO/TC for Traditional Indian
Systems of Medicines. The advantages are:
This will provide a global platform for popularizing the
Indian Systems of medicines.
Asian, South-East Asian countries will also be benefitted.
Promote trade and exports.
The validated test methods will be acceptable globally.
One standard for one product.
Requirements of AYUSH, Pharmacopia Specifications will
be harmonized.
New work – Requirements for ISO/TC
Justification:

Risk assessment!
New Technical Committee - TC
Proposal circulated by ISO CS to all MBs asking:
• Support the establishment of a new TC
• Intend to participate actively

Proposals are approved if:


• A 2/3 majority of the national bodies voting
• 5 national bodies participate

The TMB then formally establishes / allocates!


Secretariats

• Each committee has a secretariat


• Assigned to an ISO MB/ IEC NC
• Should have access to the necessary
resources
• Involve providing a secretary
• The MB/NC is taking on an international role
on ISO’s behalf
• Impartial!

Way Forward
• Inputs required from industry, associations, Government
organizations and other stakeholders on new subjects
that can be taken up for standardization at National &
International level.
• To ensure that quality products are available in the
country and protect the interests of consumers.
• Active participation by members/stake holders in the
committee meetings.
• To identify products that are to be taken up on priority for
standardization with a view to promote export of Indian
herbs, ingredients and medicines.
• New test methods to be validated on fast track basis by
the identified tested labs.
