II. PROJECT SUMMARY
Project ARREST (Appropriate Reading Remediation and Enhancement Strategies for
reading Tutees) was conceptualized to address reading difficulties among Grade 1 to Grade 6
pupils of Villanueva Elementary School of this school year 2019-2020. Concomitant to Project
ARREST ,Marungko Approach, Four-Pronged Approach and Word Families shall be the bases
for remediation while “Pull-Out Scheme/Reading Assistance Program/Remediation
Classes/Intensified Remedial Reading”, “Drop Everything And Read”, Big Brother/Big
Sister/Kakase Ko, Sagot Ko/Shared Reading as stipulated in DepEd Memo No. 244, s. 2011 shall
be incorporated in the different activities to be employed. Likewise, the “Nanay Teacher” project
shall be featured particularly in the remediation process and devising of Instructional Materials.
The remedial reading activities shall be contained in the Class Reading Program and shall be
handled following the remedial reading instruction schedules as stated in the classroom program
and project timeline. For effective and successful implementation teachers shall employ the
identified strategies for remedial instruction while monitoring and assessment of the learners’
progress shall be the school heads’ accountability. Project ARREST shall be launched this
October, 2019 and will be concluded on February, 2020. The estimated cost of the project is
Php11,000 which shall be taken from MOOE and other school sources of fund.
III. PROJECT BACKGROUND
Reading is not a peculiar issue on educational or academic endeavors. A lot of reading
proponents emphasized on the significance of reading on students’ development. One of them
said, in the person of Victor Hugo “To learn to read is to light a fire, every syllable that is
spelled out is a spark”. Since Phonics, Word Recognition and Reading Comprehension are
considered pillars of reading activity, the Villanueva Elementary School envisions to alleviate
this problem with Project ARREST .
Today the ability to read is highly valued and very important for social and economic
development. As DepEd Order No. 40 s. 2013 “Every child should be a reader”, the Department
of Education exerts its full effort in implementing various programs which, in one way or
another, enable students to acquire reading with comprehension skills to become independent
readers. To strengthen this, the PHIL-IRI was launched as mandated in DepEd Memo 345 series
2010 and that is to support the DepEd’s vision to improve the reading skills of the students.
The rise of educational concern on literacy rate in DepEd back to back with frustrating
results in reading & comprehension tests Villanueva Elementary School posts its aim to improve
its 31.68% literacy rate in English and 49.69% in Filipino. Hence, Project ARREST is hereby
proposed.
