Re: Request for inclusion of all BJMP
personnel in the award of CPD Credit Units.

SIR and MADAM:

Warmest greetings!

This has reference to the scope and ambit of Professional Regulation Commission
Resolution NO. 1239, Series of 20201 in connection with the employees of the
Bureau of Jail Management and Penology (BJMP).

In behalf of the entire work force and personnel of the BJMP, the undersigned
would like to request the entire inclusion of all BJMP personnel in the award or
grant of Continuing Professional Credit (CPD) Units and not only to medical
professionals working in the Bureau.

With due respect, all the entire professionals-personnel of the BJMP should be
included in the award of continuing professional development credit units as they
are all deemed to have tirelessly provided and, as of press time, continue to provide
24/7 their services at the nation’s jails which services, work activities and
programs are of course essential during these times of national public health
emergency even at humungous risk of being infected themselves by the dreaded
COVID-19.

In the outside communities, the virus has caused great loss of lives, job difficulties
and mental angst. However, in the confines of our jails and penal establishments,
the perils and difficulties in containing the disease have increased exponentially

and the plight of the BJMP personnel and all persons deprived of liberty (PDLs)
are horrendous and unimaginable.

If only to give a measure of recognition for the herculean sacrifices of our


personnel and to act as some sort of morale boost, it is respectfully requested that
the PRC Resolution granting CPD credits units be both construed and applied with
liberality so as to effect a whole inclusion of the BJMP personnel.

In fine, the BJMP personnel are-in every sense and meaning of the word-FRONT
LINERS in the nation’s relentless battle against COVID-19. Too, they are unsung
heroes and their continuing gallant stand inside the jail remains untold and away
from the limelight.

As one philosopher2 once said, “Times call the man.” In these times of health crisis
and global pandemic, the personnel of the BJMP were all called and they have so
quickly and selflessly responded even beyond the call of their duties.
