Components of the International Health Regulations (IHR) provides the basis for effective
communication with your audience and allowing your message to spread and secure trust during
crisis. The components are: transparency, coordination, listening, and dissemination.
We need to withhold some information during crisis in order to be consistent and transparent. We
need to check whether the information compromise security or an ongoing investigation, or it
violate privacy laws/ personal privacy. Another reason is that weather being stigmatized as a result
of the information or not.
The questions you should ask when deciding what information to include in communication
includes, what should you include in your message? What kind of information will people want?

The benefits of the Transparency as one of the components of International Health Regulations
IHR during an emergency/crisis is the early or first announcement which provide information to
help those who are at risk, protect themselves, and to protect their loved ones. The messages are
fast, timely and consistent. Coordination is the second components of IHR, its benefits includes
reducing the possibility of confusing or inconsistent and overlap messages and strengthen the reach
and influence of the advice provided. Therefore, transparency of our messages, and coordinating
with partners in the community, allow us to communicate more effectively during crisis.
Listening is another IHR’s component which let you know what they need, if you really listen.
You can only engage the affected communities by listening to them. Listening ensure effective
communication efforts, to provide meaningful engagement with those affected and involved,
understand community perceptions, and adapt communication messages, materials, and strategies.
Dissemination is the fourth components which provide rapid and effective dissemination of your
information. It also maintain existing information sharing networks, and to access traditional and
non-traditional media.
Communicating to affected populations during a crisis is just one-way communication. You just
send message to them. Communication should be two-way. Communicating with affected
populations is the best ways to involve them. By communicating with them you will be able to
gather information, develop messages, and make best decisions during crisis.
