SABLAYAN

 Originally called Campo prison the supply in prison and penal farm in Occidental
Mindoro was created under Proclamation number 72 and September 26 1954
during the administration of the late president from one Magsaysay it has a total
land area of 16,190 hectares.
 This colony was established formally on January 15, 1955. (Nung araw na yun nag
set foot ang 7 officers from bureau of prisons, 68 inmates from Iwahig prison and
penal farm and 1 inmate galing sa new bilibid prison)
 That day January 15, 1955 started their task to establish the sablayan prison penal
farm.

First contingent of officers and employees;

2. Dr. Severo M. Racadio - Medical Officer
3. Orencio E. Esperanza RN - Nurse
4. Ramon B. Dalugdug - Property officer
5. Magno Castillo - Security officer/ Overseer
6. Manuel G Ines - Construction Engineer

 The place where the sublime prison and penal farm is located today was
dramatically converted into a friendly and accommodating rehabilitation area fully
equipped with modern physical facilities.
 The distinctive qualities of this penal farm na wala sa ibang operation prison and
penal farm ay meron na silang new water supply system, rice and form
production, new conference room and modern hospital, they are also proud of
the beauty of the place specifically their Siburan mountain na kung saan daw ay
makikita ang intactc vegetation at higit sa lahat ay yung Libao Lake, you can also
see their plantations na ginagawa mismo ng mga prisoners.
 The institution primarily aims not only at enhancing the aspects but also teaching
the prisoners to develop their skills in order to become self-sufficient and
productive citizens with positive attitude and an outlook in life.

THE SABLAYAN PRISON AND PENAL FARM IS DIVIDED INTO THREE SUB
PRISONS;
 - The Pasugui Sub-Prison – established on December 18, 1957. In 1972 it was
intended for political prisoners it has been the management of different ICS. The
total land area of Pasugui is almost 50 hectares at ang pumapaloob sa prison
compound ay binubuo ng 2.1 hectares. Ang kanilang operation sa Pasugui ay free
nilang ginagawa. Ito ay binuksan noong 1972 at dating pagmamayari ng Armed
forces of the Philippines. The Pasugui composed of building 1, 2 and 3, Building 1
occupants are those who are training for therapeutic meron silang 32 clients. The
effort of the program is to rehabilitate the drug dependents of Sablayan prison and
Penal Farm. In their morning meetings they include invocations, mga community
concerns, pul-up and permission kung saan inaangat sila sa kanilang pagkakamali at
pinupuna or kinocorrect ang kanilang pagkakamali para maiwasang maulit muli
yung mga pagkakamaling yun. Also those who do good things are complemented by
their company inside the center, meron din silang group games, spiritual lectures
and moral values which they inviting NGO’s, ministers from other places. Sa
therapeutic community inihahanda sila sa kanilang paglaya para kaya nilang
harapin yung mga trials in the free society or community, and they can also proudly
face their family and friends at maging productive member sila ng community.

- farm include rice and corn farming and planting banana and kamote,
Horticulture cattle and goat racing, piggery and handycrafts making are also part
of livelihood program.

- Pasugui Sub-prison was frequently visited by tourist dahil sa kagandahan ng


lugar like Kamarasan falls they also love to do bird-watching in the forest it is
the highlight of visiting the place because of the different species of the bird.

 The San Isidro Sub-Prison – formerly known as San Isidro Vicente de Prosperos of
prison, They are securing the reservation and enhancing agricultural and food
production, The inmates engage in tree planting activity which become a necessary
routine.
- Dito matatagpuan ang malaking taniman ng Narra trees o nabubuhay na narra
trees sa bundok ng San Isidro Sub-prison, makikita din dito yung tinatawag
nilang strairways to heaven kung saan sa taas nun ay merong statue ng Virgin
mary. Dito rin makikita ang karamihan na mga bilanggo na categorized as
Minimum Security Prisoners, sila yung nagwowork sa corn, rice and vegetable
farms at pagaalaga ng hayop na nakakatulong sa production ng Bureau of Prison
through Sablayan Prison and Penal Farm.

 The Siburan Sub-Prison – was established December 1991 it was under the
supervision and management of 13 Guards including Co G and 1 civilian employee
farm format who takes charge in supervising the inmates at field work. The security
personnel include the keeper and duty escorting guards assign monitor the field
work and the escorting guard designated to escort the inmates to central sub-prison
and general hospital for medical treatment. The facilities offered by subordinates of
prison for security purposes are as follows;

3. Post tower at the back of the compound
4. On-going project perimeter fence
5. CCTV camera for monitoring
6. Check point along national highway

 - This farm also offers tourism destination, The tourism activity include the
following;


 The original land area of Sablayan prison penal farm was 16,000 and lately 7,000
was given to department of agrarian reform as beneficiaries now the Sablayan
prison penal farm has left 8,000 hectares intended to agricultural production.
 - The central sub-prison is the center for agrarian projects, where we can find 10
hectares rice plantation, 10 hectares corn plantation, 10 hectares mongo plantation,
5 hectares banana plantation and 5 hectares culture projects. It is also in this place
where we can find the different reformation programs for inmates, livelihood,
sports or recreation, religious activities, handicrafts, and house program.

The Sablayan Prison and Penal Farm is not only rehabilitation area but also place where
inmates are given the opportunity to develop their skills and enhance our capabilities to
become righteous useful and productive citizen when they can go back to their
communities and their families.
