I. SOCIETAL PROBLEMS

1. Enumerate the social problems associated with underdevelopment.

There are deep institutional, economic and political structures that prevent
countries from overlapping their current situation specially countries that are considered
as underdeveloped. Underdevelopment kind of reinforces itself, Thus, everyone can
agree that this is a vicious circle that’s very hard to escape from. It is associated with
several social problems caused by this phenomenon.

a. The most evident among all social problems existing on underdevelopment is


population growth. Theoretical analyses argue that high population growth
creates pressures on limited natural resources, reduces private and public capital
formation, and diverts additions to capital resources to maintaining rather than
increasing the stock of capital per worker. 

b. for most children born in poverty the chance of success in education is lower,
therefore results a higher probability of failure of education. Following this failure,
their chances of success as an adult are limited, which can make us think of
social exclusion. Besides the fact that poor families cannot cope with these
financial limitations, there are also economic realities. Children have to quit
school in order to earn money where "welfare" would depend on the family.
Moreover, dropout because of poverty leads to the perpetuation of child poverty
and the potential to achieve incomes decreases. Later all these will turn into lack
of responsiveness to change and low capacity to improve quality of life. In
conclusion, lack of education perpetuates poverty and poverty limited access to
education.

c. The deadly combination of low income coupled with large families makes for
social instability and poor human development. This has had a cascading effect
on the employment and the social welfare programs of the government. The
effects of underemployment are like those of unemployment. Both cause higher
poverty levels. Without adequate income, families don't buy as much. That
reduces consumer demand, slowing business growth. As a result, the
nation's gross domestic product is lower, as is job growth. It's a vicious,
downward spiral.

d. Among the many ills that the less developed countries face, Infrastructure or the
lack of it is one of the most prominent factors for poor economic growth. It is a
vicious cycle as massive investments are needed to develop the infrastructure
and poor countries cannot afford the same.

e. Environmental scarcity refers to the declining availability of renewable natural


resources such as freshwater or soil. Population growth or increasing
consumption levels decrease the amount of limited natural resources available to
each individual. Unequal access to natural resources in a given society makes
them scarce for large segments of the population. 

2. Describe these problem conditions in our present situation.

In our present situation, poverty and inequality in the Philippines remains a


challenge. In the past 4 decades, the proportion of households living below the official
poverty line has declined slowly and unevenly. The Philippines is one of many countries
in which ecological marginalization has occurred. High rates of population growth have
made cropland relatively scarce in the fertile lowlands, forcing many farmers to move
into the less productive uplands. This migration was also encouraged by the fact that
the land ownership in the lowlands was concentrated in the hands of a few elite
landholders. As the lowland-to-upland migration proceeded, rising cultivation in the
ecologically fragile uplands has led to erosion and ecological degradation, further
shrinking the supply of available cropland.

These various forms of environmental scarcity can lead to several potentially


destabilizing social effects, specifically lower agricultural production, economic
stagnation or decline, migrations from areas of resource scarcity to areas of perceived
opportunity, weakened governing institutions.

Also, in this times of pandemic, COVID-19 only made the situation much
deprived for everyone specially in the Philippines. Preventing transmission of the
COVID-19 disease requires that we consistently exercise proper health and hygiene
protocols, both in our homes and in public spaces. Authorities have also advised that
we all steer clear of large gatherings, avoid using public transportation, follow
“community quarantine” measures, and seek prompt medical attention when there is
exposure to the disease. While all these are sound reminders, there is one glaring
problem – the poor will not be able to afford to follow these.

Many jobs have no paid sick leaves. Irregular workers, including those who are
paid on a per output, takay, or pakyaw basis, are particularly vulnerable. Working from
home is not an option for all workers, as in the case of jeepney drivers and service
workers. Crowding cannot be avoided in mass transport systems. In crisis situations,
poor women and girls are affected the most because many of them form part of this
workforce, but are still expected to do unpaid care and domestic work, which only tends
to increase when caring for sick members of the family.

3. Reflect and establish trends/ examples when appropriate.

4. Describe the “vicious cycle of poverty” and how do you think it will be
lessened if not solved?

The “vicious cycle of poverty” refers to a state wherein it is impossible for a


household (a family) to break out of poverty without external intervention. Poverty is
considered as a vicious cycle because it forces individuals into patterns of short term
thinking and utilizing all your resources for satiating needs and to a lesser extent
desires immediately preventing longer term planning and accumulation of greater
resources. Basically, the wages of labor are below break out or take off away from
Poverty. By work it is possible to get out of abject poverty on a monthly basis, but this is
not enough to prevent falling back into poverty due to natural factors. The cycle can
also be viewed as a Sociological phenomenon. That is when the drive and work or
even crime that leads to higher incomes however have a downside or lack of change of
socio patterns of living so that the rise takes the family to where it falls back even more
viciously as they may have to sell all belongings to survive into the next lap.

To break a pattern, it should be aided on its roots. If not solved, the vicious
cycle of poverty can be lessen even in small changes of practices in the mind of the
poor, since this is where it all started. Begin by stop sending messages to the poor that
they are oppressed, and that the government will always save them. No one can expect
much out of people who are being brainwashed to believe that they are incapable of
achieving anything on their own and must depend on the government. Having a career
versus just having a job can also be life changing. Most jobs want a warm body to
perform labor. A career is different because your marketing your skill and not the labor.
The best kind of career is a progressive one which presents opportunities for
advancement, upward mobility, promotion, and more money. Such jobs are usually in
the corporate business sector.

5. Describe the “Problematique technique”. How is it the same and at the


same time different from the “vicious cycle of poverty”
III. DEVELOPMENT DEFINED
6. How is it that based from Dev Comm’s perspective, that MAN is the true
measure of development. Elaborate.
Development Communication or ‘Dev Comm’ is a form of communication that
stimulates development in society by encouraging local inhabitants to pursue
different development projects. Practitioner of this field usually act like catalysts. It's
about empowering people and utilizing communication and media as a tool to inform
and educate the masses about technology, government agriculture, basic rights and
a lot more. Thus, Dev Comm’s belief in hope for the nation starts with the man itself.
Development communication is about starting a movement that will lead to sustained
development for all the people especially the marginalized.
Before, development is used to be measured by gross domestic product,
national domestic product and infrastructure. However, in the present times
development is now measured by the improvement of the lives of people especially
those living in poverty. Development communication is considered as an in-depth
take on service more than giving people momentary relief from poverty. Dev Comm
literally seeks to fully carry the poor away from the dire situation. Indeed, in
DevComm’s perspective, a nation shall never be considered as developing nor
developed unless the marginalized has already overcome the vicious cycle of
poverty.
