Request for Design of Institute Building/ Gate in DREAM City, Khajod,
Surat.
State Government has formed a SPV named Diamond Research And Mercantile
City Limited (DREAM City Ltd.) for implementation of project. DREAM City invites
designs for:
(1) Institute cum Commercial Complex, and
(2) Main Entrance Gate in DREAM City.
The salient features of the projects, eligibility criteria and prescribed formats for
submission of application are available in the documents uploaded on the website
www.dreamcitysurat.in as amended from time to time.
Interested applicants are requested to participate by submitting the online
application on or before 20th February 2019, and Physical submission of proposal
on or before 28th February 2019, 5:00 PM at address mentioned below. No time
extension will be entertained for the submission.
NOTE: Pre-conference meeting for queries shall be held at Room No.88, Conferance
room, Surat Municipal Corporation, Muglisara - Chowk, Surat, on 14/02/2019,
4:00 PM

DREAM City Limited is Government of Gujarat owned company registered under the Companies Act,
2013, India having specific objective of developing Diamond Research and Mercantile City (DREAM
City) at Village: Khajod, Surat.

The Establishment of DREAM City at Surat would provide a Global Trading platform to the national
traders as well as International Trading community. The DREAM City at Surat would also be
developed as a Smart City. This would also help in developing skills in the Diamond Sector and the
city may be developed as an International Diamond Trading Hub in an integrated manner.

DREAM City will be attractive for various sectors such as Diamond, Gems & Jewellery and
Certification & Testing and also Textiles. Other industries with a high potential are Hospitality,
Healthcare, Financial Services and Skill Development.

TERMS & CONDITIONS FOR DESIGN OF ‘INSTITUTE CUM COMMERCIAL COMPLEX’

Requirements:

Design and details (concept) must be your original work and designed to inspire. Copyright
characters or copyright clip art will not be accepted*.
*The responsibility to comply with the guidelines and other conditions fully lies with the
participant(s) and the Company shall not be answerable to any dispute raised by a third party.

Design must be submitted in Hard copy as well as in Soft copy

The broad objective of the assignment is Designing and Planning of Institute cum Commercial
Complex (Main Office Building) on 60 m wide main arterial road as per accepted standards. Key Map
of plot, on which said structure is to be designed is attached in Annexure-1.

You need to submit the Design of 'Institute cum Commercial Complex' accompanied by a brief
explanation of the design, approximate project estimate, time duration for the execution and how it
best exhibits the ethos of the DREAM City and your contact information (name/ company name,
address, email, telephone number, experience in similar nature of work); Hard copies need to be
submitted to The General Manager (Planning & Administration), Diamond Research and Mercantile
City Limited, Room No. 85, Surat Municipal Corporation, Muglisara, Surat-395 003 and Soft copies
(must be in DWG format only) at [email protected]

Eligibility:
This competition is open to all experience and registered Architects/ Engineers/ Architectural firms.

Selection criteria:
One design idea will be selected from the submitted entries. Short listing process shall be done
considering creativity of the design. The company may also ask short listed Architects/ Engineers/
Architectural firms for presentation before selecting the design. The Company will have the right to
select or reject any design without assigning any reason thereof.
Judging Criteria:
 Creativity and Originality in the Concept design
 Salient features of Design
 Time duration of project execution

The company may request modifications in selected concept design for adoption as final design.

The submissions shall include the followings:
