IT Methods of Research Project Proposal

Main Stakeholder Profile:

The proponents have several choices for main stakeholders like Lipa City

Police Department, Lipa Fire Station, Sabang Barangay Hall, or any Hospitals

nearby. But for now, the proponents prefer Sabang Barangay Hall because it is

the nearest establishment and this client covers a little area compared to the

other choices. Sabang Barangay Hall is located at Barangay Sabang Center with

15 – 30 people. This Barangay Hall is the seat of local government for the

barangay, the lowest elected administrative division of the Philippines, below that

of a Philippine city or Philippine municipality. The barangay captain, the head of

the barangay government, will often hold office there. The elected barangay

council, the Sangguniang Barangay, will also hold its meetings there.

The barangay hall also serves as a local community center often providing

space for both permanent and temporary services and events. The barangay's

day care center and office space for the tanods and the barangay health workers

are often located there. Medical missions, religious services, fiestas, and sports

contests are often held at or next to the barangay hall


Problem Definition:

The stakeholders with the specific area of concern experience lack of

engagement and are late to respond to incident or problems. On the citizen side,

the people lack the knowledge to call for help when an incident happen or most

of the time, it takes too long for them to call. This situation is not just within the

specified area, but also in the whole country. For example, when an incident

happens, people who have witnessed the incident does not know how to call for

help, let us take for example an ambulance, fire department, or the police. But

these witnesses do have the time to watch the incident or even sometimes take a

video of it.

Busines Case for Possible Technical or Computing Solution:

Most of the Filipino do not know how to call an ambulance, police, fire

department, or even the barangay officials near them. They might not even know

what number to dial if an incident happens. Even if they do, the time it takes to

call for help is still a crucial part for the emergency response.

In a research called Emergency Medical Service Rescue Time

in Fatal Road Accidents, it is said that “…the faster the ambulance arrives the

more likely the individual will recover. The results presented are consistent with

an understanding that delays in EMS arrival do affect the number of fatalities …..

Communication time may be more promising to pursue for improvements in the


accessibility of EMS in road accidents…. Communication time is a major

component of rescue time, about equal in importance to response time.

Communication delay occurs in situations where it is difficult to find a telephone.

The effect of travel and population densities on communication time is quite

clear. However, new technologies involving use of satellites and cellular phones

may in the future reduce this problem (5). Encouragement should be given to the

development of this kind of technology for its potential value in medical

emergencies.” (Brodsky, 1998). This means that there is a need for an innovation

on the technology we use when calling for help.

In addition to this, if the responders could immediately answer the call

faster, it might save more life. “ …if 90% of life threatening calls were answered

within eight minutes, an additional 300 000 patients would receive care within this

critical period… ambulance responses to 90% of cardiac arrests within eight

minutes would result in an additional 3200 survivors, half of whom would be

under the age of 70.5” (Breen et al. vol.7)

This problem is a nationwide one and there are many emergency

responders out there not only ambulance. To start a change, the proponents

have to start to small areas like barangays and even small incident like fallen

trees or broken wires or people who needed a medical attention like those who

are suspected to be infected by the COVID 19 virus. The proponents’ solution to

this problem is the One tap emergency app. This application is installed in a

mobile phone where even in lock screen, they can easily call for help. For
example, there are two icons we can see at our smartphone’s lock screen. The

phone call app and the camera app. Adding the One tap emergency app to

immediately call for help is possible. It is also possible to access this app through

fingerprint because only one finger is for biometric scan. The proponents propose

that it is possible to use other fingers for the One Tap Emergency App. This

application immediately calls or maybe video call the needed responders and the

caller or the witness of an incident could explain the incident or even show the

incident through the video call or maybe even just to send a photo of the incident.

This app also sends the location of the witness through GPS so that the

responders could immediately recognize where the incident happened. In

addition, to catch the prank callers or reporters, this application also sends the

callers’ information like the specific device that they use.
