A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR VICTOR MA.

REGIS N. SOTTO TO GRANT ASSISTANCE FOR THE AFFECTED FAMILIES WHO


ARE VICTIMS OF TYPHOON ULYSSES AND FOR OTHER PURPOSES.

WHEREAS, on 12 November 2020, Typhoon Ulysses struck the country wherein


thousands of houses were submerged by the massive floods, prompting residents to proceed to
evacuation sites. As precautionary measure, the City Government of Pasig prepared evacuation
sites in order to lessen the damage to life and property of its residents;

WHEREAS, families who live near the danger zones were mostly affected by the
massive floods brought by Typhoon Ulysses causing distraction to the properties and houses
which are mostly made up of light materials;

WHEREAS, the City Government of Pasig continues to provide assistance to its affected
residents in the form of preparing meals in the evacuation areas, distribution of relief goods and
relief kits;

WHEREAS, on 8 December 2008, in the case of MMDA vs. Concerned Residents of


Manila Bay, the Supreme Court issued a Continuing Mandamus which directed local
government units, among others, to remove encroachments along the Pasig-Marikina-San Juan
Rivers and connecting waters and esteros in Metro Manila to restore and maintain Manila Bay’s
water to a safe level for bathing;

WHEREAS, most of affected families’ houses are made up of light materials and are
within the danger zones near the river, floodways, creeks and other waterways and in order to
prevent further damage to the lives and properties of its residents, the City Government of Pasig
deems it necessary to grant assistance for the affected families who victims of Typhoon Ulysses
subject to some conditions.

NOW, THEREFORE, on motion duly seconded, the Sangguniang Panlungsod of Pasig


resolves, as it hereby resolved, to authorize the Honorable City Mayor Victor Ma. Regis N. Sotto
to grant assistance for the affected families who are victims of Typhoon Ulysses in the following
options:

a. To relocate to a relocation site located at Morong, Rizal with financial assistance in


the amount of Ten Thousand Pesos (P10,000.00); or

b. Pursuant to Republic Act No. 7279 and its implementing rules and regulations, that
should relocation not possible, financial assistance in the amount equivalent to the
prevailing minimum wage multiplied by sixty (60) days shall be extended to the
affected families.
RESOLVED, FURTHER, only affected families whose houses were totally damaged
and/or washed out by the massive flood brought by Typhoon Ulysses. For this purpose, totally
damaged and/or washed out house shall mean that it is no longer suitable for abode.

Whenever the affected families availed the grant of assistance as provided herein, they
are not allowed to return to the danger zones and built another house composed of light material
within the territorial jurisdiction of Pasig.

RESOLVED, FURTHER, the Task Force Pabahay, under the Office of the City Mayor,
shall be primarily tasked to implement the provisions of this Resolution and shall perform the
following duties and functions:

a. Assist in the determination whether or not the affected family’s house can be
considered totally damaged or washed out brought by the massive flood;

b. Assist the affected families to obtain the grant of assistance as herein provided;

c. Assist the affected families in relocating to the relocation sites;

d. Coordinate with the proper national government agencies for effective and efficient
implementation of this Resolution;

e. In coordination with Barangays, ensure that the affected families who availed the
grant of assistance shall not return to the danger zones; and

f. Submit the list of all affected families who will avail the grant of assistance to the
Office of the Mayor for approval.

RESOLVED, FINALLY, the funds to cover the grant of assistance shall be taken from
any available funds in the City Treasury subject to existing COA rules and regulations.
