Dear Commissioner Lewis,

This letter is to inform you of DC Water’s intent to extend hauling hours at the at the Florida
Avenue work site at 321 Florida Ave NW.

In order to enable completion of all daily work during the District of Columbia’s standard, 7AM
to 7PM construction work timeframe, the design-builder has requested to commence hauling at
7AM. This change should enable work over the next six months to be accomplished working
normal hours, rather than requiring additional work after 7PM. DC Water believes this is the best
way to minimize the nuisance to the residents.

The purpose of this change is to enable installation of Jet Grout Columns at the Florida Ave
work site without requiring further After-Hours work permitting. Commencing hauling at the
current 9:30AM start time forces the design-builder to secure After-Hours work permits to
enable work until 10PM. This change in hauling hours to the 7AM start is envisioned to last only
six months in total. The change would be in place to allow the design builder to complete the jet
grouting work as well as subsequent excavation of the Near Surface Structures at the site.

Please note that at this site, the DC Clean Rivers Project may continue to request After Hours
Work Permits over the coming months for activities such as bypass pumping.

Given our recent experience with severe flooding on September 10, 2020 it is more important
than ever to expedite the construction of the Northeast Boundary Tunnel (NEBT) to mitigate
future flood impacts. In addition, we are all working under challenging pandemic conditions and
restrictions. We understand the construction associated with this important public infrastructure
project has been intrusive. We appreciate our neighbors’ patience as this work continues. We
hope we can count on your support in helping communicate this information to the residents near
the site.
