Ecological Solid Waste Management Act of 2000


Republic Act 9003

Acting in accordance with the Ecological Solid Waste Management Act of 2000 Republic Act 9003, the
Municipality of Sta. Maria welcomed the cooperation of the Barangay Officials of Barangay San Gabriel
by becoming the pilot area in implementing the act.

In compliance with the requirements set to avail for the benefits or monetary compensation under the
program, “Tthe Incentive Program Components for Barangay Aid to Solid Waste Management, our
barangay would want to present our report:

A. PROGRAM REQUIREMENTS:

1. Establishment of a Barangay Solid Waste Management (BSWM) Board

The Solid Waste Management Board in our barangay is headed by our Barangay Chairman
ABC Rodolfo Casas. Its’ members are the members of the Barangay Council. Likewis,various
sectoral groups in our community are ably represented.

The BSWM Board was able to develop a plan that shall ensure the long term viability and
management of the solid waste management program. Such plan is already in place and for the
past five months it has been successfully implemented.
2. Solid Waste Management Plan
Barangay Profile

Barangay San Gabriel is approximately 3 kilometers from Poblacion, Sta. Maria, Bulacan.
Public Utility Jeepneys and tricycles are one of the ways to reach the barangay. The barangay
is surrounded by the following barangays.

North : Barangay Bagbaguin


South : Barangay Mahabang Parang
East : Barangay Tumana
West : Barangay Santo Tomas

The barangay has a total area of 367.87 hectares and a population of not less than 7,088. (3615
Male-3473 Female).

The Solid Waste Management Plan created by the BSWM Board to guarantee the segregation
of solid waste is outlined chronologically as follows:

2.1 The BSWM Board convened to draft a plan that was gladly accepted by the Chairman of
the Barangay and the members of the Barangay Council. Such recommendation was
approved and a resolution was passed for the implementation of the plan

2.2 Contained in the resolution are the following to implement the plan:

2.2.1 Construction of the Materials Recovery Facility


2.2.2 Construction of Five (5) Transfer Stations
2.2.3 Purchase of Equipments and Pushcarts
2.2.4 Employment of Eco-Aides
2.2.5 Gather or procure materials to be distributed to households who intend to
compost their bio-degradable wastes.
2.2.6 Seminars and Orientations were initially conducted with the Barangay
Councilors, the Barangay Police and the Mother Leaders as the participants.

Subsequent seminars are to be carried out by places or by puroks. Such activities


were done to educate the members of the community about the Ecological Solid
Waste Management Act of 2000. They were made to understand the act and that
all must abide and adopt it. All of the households in the barangay were
represented to assure perfect attendance. The board saw to it that every household
is represented by sending new letters of invitation to attend the next seminar in
their area.

All of them were provided with documents regarding the Act and the plans of the
board in implementing the Solid Waste Management plan.

2.2.7 Posting of “Tapat ko, Linis ko” Tarpaulins


2.2.8 Segregation and pick-up of waste rehearsal or simulation per purok. On this
period, all wastes are to be picked-up. However, the household members are
taught the proper way of segregating the waste if their knowledge about it is
lacking.
2.2.9 In the actual implementation of the plan, all households are to be made aware
regarding the schedules in preparing and segregating their waste before being
picked-up by the Eco-aides.
2.2.10 Collection of Non-Biodegradable and Biodegradable wastes is to be undertaken
in separate days.
2.2.11 All Bio-degradable wastes are to be deposited by the Eco-aides at the respective
Collection Transfer Stations to be picked-up later on by the municipal garbage
trucks. Household owners are encouraged to compost their wastes.
2.2.12 All Non-Bio-degradable wastes are to be deposited by the Eco-aides at the
Materials Recovery Facility. Such are to be sorted as recyclable and non-
recyclable. Recyclables are to be either sold or re-used while; the non-recyclables
are to be picked-up by the municipal garbage trucks.
2.2.13 The act of monitoring to ensure the continuity of the program will be done by the
members of the board through the leadership of the barangay chairman.

2.3 Develop a System for Proper Facilitation of Waste

In the scheme of the barangay’s implementation in the proper facilitation of solid waste,
the following activities are to be strictly implemented:

2.3.1 No Segregation No Collection policy is to be enforced.

During the initial implementation of the barangay’s waste management program,


the barangay officials concerned and the BSWM Board accompanied the Eco-
aides in the collection of the waste house to house. The homeowners were not

allowed to hang or placed their waste outside their fences. The Eco-aides were
told to knock and personally pick-up the waste inside the perimeter of their
house. If the waste to be collected is not segregated, the Eco-aides were ordered
not to collect it but to teach the homeowners the right way of segregating the
waste. After such, the Eco-aides will come back and pick-up the segregated
waste.
2.3.2 Collection of Bio-Degradable and Non-Biodegradable waste shall be done on
separate days.
2.3.3 Wastes Collection Transportations are of various sizes to facilitate collection in
various places whose access roads are of different sizes.
2.3.4 Continuous Education on segregation and other methods are to be conducted
periodically.

3. Promulgation of Waste Segregation and Source Reduction

3.1 Waste Receptacles


Every household were asked to provide themselves with receptacles of different types or
colors for identification on what type of wastes are to be placed. They were provided with
the following that can be placed above the receptacles.

During the seminars conducted to educate the constituency, the policy was impressed
upon them and it must be followed, otherwise, no collection will happen. Segregation and
reduction must start at source.

4. Collection Transfer Station and Transport equipments

4.1 Collection Equipment

In its intent to fully serve the community well relative to the implementation of the waste
program, the BSWM Board recommended the purchased of the following collection
equipment.

a. 5 ft. x 8 ft x 1.5 motorized steel pushcart


b. 3.5 ft. x 6.5 ft x 1.5 ft manual steel pushcart
c. 2.5 ft. x 4 ft. x 1.5 ft wooden and galvanized iron pushcart
d. 2 concrete buggies
e. Tri-bike
f. 2 Shovels
g. 2 Rakes

4.2 Collection Transfer Station


Five Collection Transfer stations were built on five strategic places where the collected
waste bags are to be deposited prior to collection of the municipal garbage trucks. The
barangay shall be responsible for ensuring that 100% collection efficiency from residential,
commercial, industrial and agricultural sources, where necessary within its area of
coverage, is achieved.

Collection of waste from homeowners is dependent on the scheduled set by the Chairman
of the BSWM Board. Biodegradable and Non-Biodegradable waste are to be collected on
separate days to avoid the possible mixing of both types of waste in the same waste
receptacle. Likewise, the schedule of collecting a particular type of waste is properly
coordinated with the municipal garbage truck management.

4.5 Implement No Collection to Non-complying Resources
The Eco-aides were ordered to strictly implement the No Segregation No Collection
Policy. In encouraging them to do such without fear of being verbally or physically abuse
by the household owners, they were assured of barangay protection.
As part of their responsibility, the Eco-aides act as street sweepers and are likewise tasked
to maintain the cleanliness of the surroundings throughout the barangay.
5. Materials Recovery Facility and Transfer Stations
5.1 Identification of the Site for Materials Recovery Facility
The board identified the back of the barangay hall as the site for the MRF. Its
accessibility was the main concern. Fortunately, the owner of the vacant lot consented to
its use.
5.2 Construction of MRF
The MRF constructed was so designed to maximize the space inside it. It was
constructed using light but durable materials such as matured bamboo, wood, native
sawali, corrugated metal sheets and others.

To assure proper handling of Recyclable and Non-recyclable waste as to ensure the


continuous operation of the MRF, it was design with the maximization of space as the
priority. Additionally, it has been designed to receive, sort, process and store compostable
and recyclable material efficiently and in an environmentally sound manner.  Sections or
areas were identified to accommodate the various sorted recyclable wastes. Likewise,
spaces were allotted for the transport and collection equipments and for sorting.

The facility properly addressed the following considerations:


 
(a)    The building and/or land layout and equipment were designed to accommodate
efficient and safe materials processing, movement, and storage; and
 
(b)    The building was designed to allow efficient and safe external access and to
accommodate internal flow.

5.4 Focal Person for MRF Management and Identify Responsibilities.

One of the Eco-aides was given the responsibility of managing the maintenance of the
MRF. Aside from collecting the garbage’s, he was ordered to oversee the proper sorting of
the wastes, the cleanliness inside and outside of the MRF and to see to it that everything
inside the MRF is in order.

5.5 Network with prospective business partners(junkshops)

The BSWM Board had contracted the buyer of recyclable wastes who had offered prices
that deems advantageous to the interest of the barangay. Presently, the contracted junkshop
is purchasing the recyclable wastes.

6. Enforcement

6.1 Enactment and adoption of Solid Waste Management Ordinance

The BSWM Board officers saw to it that the continuity of the program must be given the
highest priority. In so doing, they recommended to the Barangay Chairman and his Council
Members to adopt the Penal Provisions as stated in Chapter Six Section 48 on Prohibited
Acts of the Solid Waste Management Act of 2000. They had given the barangay council
leeway on which prohibited acts to adopt and enact. Correspondingly, the barangay council
opted to adopt and enact to assure that the following prohibited acts be avoided:

SEC. 48.  Prohibited Acts.  – The following acts are prohibited:

(1)      Littering, throwing, dumping of waste matters in public places, such as roads,
sidewalks, canals, esteros or parks, and establishment, or causing or permitting the
same;
 
(3)       The open burning of solid waste;
 
(4)       Causing or permitting the collection of non-segregated or unsorted wastes;

(6)       Open dumping, burying of biodegradable or non-biodegradable materials in flood


prone areas;
 
(8)       The mixing of source-separated recyclable material with other solid waste in any
vehicle, box, container or receptacle used in solid waste collection or disposal; 
(13)    Transport and dumping in bulk of collected domestic, industrial, commercial, and
institutional wastes in areas other than centers or facilities prescribe under this Act;
 
Such prohibited acts are deemed enforceable by the barangay council. The other Prohibited
Acts will still be enforced if parties are there to violate it.

6.2 Enforcement Team

Consistent with its intent to ensure the continuity of the program, the BSWM Board
requested the Barangay Council to identify the group that would enforce the adopted
ordinances. In the same way, the Barangay Council identified all the Barangay Councilors
and Members of the Barangay Police as the enforcement team.

6.3 Deputizing Enforcers

After identifying the enforcement team, the Barangay Council as affirmed by the
Barangay Chairman deputized the following individuals and groups as the enforcement
team:

6.4 Conduct Orientation for Enforcers

All of the members of the barangay council, the barangay police and the mother leaders
were required to attend the very first seminar on RA 9003 given at the roof top of the
barangay hall. The enforcement teams were identified during this meeting. After which,
they were oriented on the provisions for the prohibited acts of the RA 9003.

6.5 Impose Fines and Penalties

It was so agreed that some of the prohibited acts are to be adopted and enacted. Fines and
penalties are to be imposed upon violators who are non-resident of the barangay.
However, if the violations were committed by someone and identified as a resident of the
barangay, he will be invited to a hearing at the barangay hall. During such hearing before
the barangay chairman, he will be reprimanded for committing a violation. Failure to
attend the hearing after three (3) invitations, the barangay chairman may invoke his right
to cite the violators in contempt. Once the Municipal Judge accepts the complaint of
contempt for failure to present himself for a hearing on his violations, the violator may
serve some jail time.

However, the penalties and fines can still apply to a resident of the barangay depending on
the severity of the violation.
7. Information Education Communication
7.1 Conduct Information Communication and Meetings with Barangay Residents
To comprehensively educate the residents of the barangay regarding Republic Act 9003
the following steps were taken:
7.1.1 Tarpaulins regarding the coming implementation of RA 9003 were prominently
placed on roads within the barangay.
7.1.2 Seminars were conducted by puroks or areas.

7.1.3 Invitations were sent to the pilot area or purok for the seminars on RA 9003 and
other topics. Such invitations were signed by the Barangay chairman and
councilors. The same invitations were sent to the residents for the next seminars.

7.1.4 100% attendance of all households i.e. at least 1 representative per household was
a must. More than one seminar was conducted to assure 100% representation.
Seminars were undertaken in five strategic areas within the barangay. At least
twelve seminars were conducted to approximate the 100% attendance the board so
required. All of the seminars were conducted successfully in terms of educating
the residents.

Sana po ay maunawaan ninyo na di namin nais na kayo ay pahirapan subalit ito po


ang itinatadhana ng “R.A. 9003 Solid Waste Management Act of 2000 at kami naman po sa
Sangguniang Barangay ang mananagot sa batas kung di namin ipapatupad ang
programang ito.

1. Pagbukud-bukorin ang nabubulok at di-nabubulok na basura sa bahay pa lamang.

2. Ang basura ay kokolektahin ng tauhan ng Barangay sa bawat bahay sa araw at oras na


itinakda.
3. Sa araw ng ____________ mula ika- 6:00 ng umaga hanggang ika- 12:00 ng tanghali ang
pagkolekta para sa basurang di-nabubulok.
4. Sa araw ng _____________ mula rin ika- 6:00 ng umaga hanggang sa ika- 12:00 ng tanghali
ang pagkolekta para sa basurang nabubulok
5. Ang mga basura ay susuriin at tiityaking tama ang ginawang pagbubukod-bukod o yung
tinatawag na Waste Segregation bago tanggapin ng tagakolekta.
6. Ang mga basurang magkakahalo ang mga nabubulok at di-nabubulok ay hindi kukuhanin at

7. Para sa mga nakatira sa looban at mga kalye na papasok ay hindi na papayagang ilabas ang
kanilang basura sa main road, hintayin po ninyo ang mga tauhan ng barangay na kunin sa
inyong sambahayan ang mga pinagbukod-bukod na basura. Tandaan na magkaibang araw
ang pagkolekta ng basurang nabubulok at basurang di-nabubulok.

8. Ang mga kabahayan naman na nasa lansangang nasa ruta ng garbage truck ay ilabas ang
kanilang basura sa harap ng tahanan at ito rin ay susuriin kung tama ang ginawang
pagbubukod-bukod at ang kokolektahin lamang ay ang mga segregated na basura. Tandaan
na magkaibang araw ang koleksiiyon ng basurang nabubulok at di-nabubulok.
9. Ang mga basurang di- nabubulok ay tatlong uri:
1. basurang nareresiklo o pwedeng ibenta
2. basurang walang pakinabang o dapat ng itapon
3. basurang special at dapat pag-ingatan

Sa tahanan pa lamang ay paghiwa-hiwalayin na ang lalagyan ng mga nito upang


matulungan ang mga tauhan ng barangay sa pagsasaayos nito at pagdadala sa MRF
(Material Recovery Facilities)

10. Ang mga basurang nabubulok ay hinihikayat ang bawat sambahayan na magsagawa ng
pagkokompost o tamang pagbubulok ng basura upang maging abono o pataba sa halaman,
maaari rin naman itong ibigay sa nangongolekta ng basura sa takdang araw ng koleksiyon.
11. Kaugnay ng programang ito sa basura ay ipinaaalam na ang bawat sambahayan ay
pinakikiusapang maglinis ng lansangang na nasa tapat ng kanilang tahanan (Tapat ko, linis
ko).
12. Ipinakikiusap po ang inyong pakikipagtulungan sa pagsasaayos ng basura at alalahanin na
ito ay para sa higit na kapakinabangan ng pamayanan.
13. Lubos pong pinasasalamatan ang inyong pakikipagtulungan sa programang ito.

Solid Waste Management

(Pangangasiwa sa Basura)

Mga Tagubilin para sa Basurang Nabubulok:

Ipinakikiusap po na ang mga basurang nabubulok (bumabaho) lalo na ang galing sa kusina
ay isagawa ang mga tagubiling ito upang maiwasan ang pangangamoy nito sa kapaligiran.

Mga Dapat Isagawa:

1. Ang pinagbukod na basurang nabubulok lalo na ang mga bumabaho partikular ang galing sa
kusina ay isaayos ang pagsisinop.
2. Ilagay ito sa isang supot na plastik at dito ipunin ang mga basurang bumabaho.

3. Ang supot na plastik ay ilagay naman sa isang sisidlang timba o lata o alin mang lalagyang
natatakpan at siguruhin na di mabubungkal ng aso o pusa.
4. Iimbak dito ang basurang nabubulok (bumabaho) na naipon sa maghapon at tabunan ito ng
ilang dakot na abo o ipang sunog upang maiwasan ang pangangamoy nito at pagbahayan ng
mga insekto.
5. Ganito ang gawin sa araw- araw at ibigay ang naipong nabubulok na basura sa araw ng
koleksiyon nito sa mga kolektor ng barangay.
6. Sa ganitong paraan ay masisinop natin ang mga basurang ito ng hindi babaho at di gagapangan
ng mga insekto.
7. Maaaring humingi ng ipang sunog sa barangay hall at kailangan lamang na magdala ng sakong
basyo kapalit ng mga nakasakong abo ng ipa.

Inaasahan po ang inyong pakikipagtulungan sa gawaing ito na ang layunin ay para sa kaayusan ng
ating kapaligiran.

Ipinaaabot po namin ang aming pasasalamat sa inyong patuloy na pagsuporta sa programa ng


tamang pagsisinop ng basura.

8. Monitoring and Evaluation

Basically, the monitoring and evaluation of the progress of the implementation of Republic
Act 9003 is done daily. The collective act of monitoring the everyday goings-on is placed at
the hands of the Barangay Chairman and his council assisted by the Barangay Police chief and
his members. The different routines by the Eco-aides, the collection of disposed waste by the
Municipal Garbage Trucks, the cleanliness of the surroundings of the barangay, the
maintenance of the MRF and the Collection Transfer Stations, and the maintenance of the
equipments are monitored almost daily.

The RA 9003 implementations relative success is the highlight of the program. Absenteeism
and Tardiness amongst the Eco-aides is very minimal if not negligible. Likewise, complaints
from the residents of the barangay are very much negligible.

Finally, since the implementation is at its infancy problems may arise. However, the
willingness of the Barangay Chairman, the Barangay Council and the SWM Board to see its
success, all problems will be dealt with appropriately.
