Fire Elements
There are four elements needed to start and sustain a fire and/or
flame. These elements are classified in the “Fire Tetrahedron”. These
four elements of the “Fire Tetrahedron” are:
A. Reducing Agent (Fuel)
B. Heat
C. Self-sustained chemical Reaction
D. Oxidizing Agent (Oxygen)
Extinguishment
A fire can be extinguished or put out by taking away any of the
four components of the “Fire Tetrahedron”. This section will discuss
how the most widely used method of extinguishment of fire is
accomplished.
Application of Water
This first way water extinguishes a fire is by cooling. This cooling
process removes the heat from the fire. This is possible through water’s
ability to absorb massive amounts of heat by converting to steam.
Without the heat the fuel no longer has the conditions required to
produce oxygen to sustain the fire.
The second way water extinguishes a fire is by smothering the
fire. When water is heated to its boiling point it converts to a gas called
water vapor or steam. When this conversion takes place is dilutes the
oxygen in the air. This lowers the amount of oxygen in the air below
what a flame requires to burn.

Use of water
The water has two roles:
In contact with the fire, it vaporizes, and this vapour displaces the
oxygen (the volume of water vapour is 1,700 times greater than
liquid water, at 1000 degrees Fahrenheit this expansion is over 4,000
times); leaving the fire with not enough combustive agent to
continue, and it dies out.
The vaporization of water absorbs the heat; it cools the smoke,
air, walls, objects in the room, etc., that could act as further fuel, and
thus prevents one of the means that fires grow, which is by
"jumping" to nearby heat/fuel sources to start new fires, which then
combine.
The extinction is thus a combination of "asphyxia" and cooling. The
flame itself is suppressed by asphyxia, but the cooling is the most
important element to master a fire in a closed area.
Hence to deal with Mine fire use of water is considered to be the
most effective means.
GENERAL
Deployment of persons:
The persons to be deployed in fire fighting most be vocationally
trained. They most have taken special training in fire fighting. All
persons most be authorized by the Manager to work in fire fighting.

Fire Tender:
The fire tender shall be kept maintained for better availability and
utilization. The light vehicle section of E&M dept. shall give special
attention for its maintenance. The spares for maintenance of fire
tender must be kept in stock.
Dozer:
One no. of dozer shall be earmarked for fire fighting work. The
dozer so earmarked shall be properly maintained to avoid leakage of
lubricants. Preferably AC Cabin dozer shall be deployed for the purpose.
Tow numbers of fire extinguishers shall be kept and maintained on the
dozer.
Water Tanker:
One no. of 28KL, pressure operated water tanker shall be used for
fire fighting work.

Fencing Post:
Sufficient number of fencing post made of wire net having sizes five
feet height and four feet width fixed on angle frame and post on both
side shall be kept in stock for use at fire places , where there is danger
of sliding of fire materials.

Fire Management
The conventional coal high wall kept idle for more than one
month shall be dressed down from top by back-hoe to have a smooth
surface. As far as practicable, high wall shall not be created in
conventional coal wining.
Stock Management:
The height of coal stock shall not exceed five mtrs in height. The
stock shall be properly dozed, compacted and made dome shaped to
stop breathing of air into the stock. Water shall be sprayed through the
perforated pipes laid in the stock continuously. In case of appearance of
smoke, it shall be dealt with immediately. Old stock shall be liquidated
first on first come first serve basis.

Record keeping:
02. Log book of all equipments like fire tender, water tanker, dozer,
and back-hoe shall be maintained.

CODE OF PRACTICE FOR FIRE FIGHTING
Fire fighting at coal stock, high wall, coal rib and waste dump
01. Fire fighting work shall be done under the direct supervision of
one experienced Overman or Mining sirdar.
02. No person except the fire fight gang authorized by the Manager
shall enter into the fire area. All the employees working in fire gang
must be vocationally trained and specially trained in fire fighting
04. Where there is danger of sliding of fire material, the place shall be
fenced by wire nets fitted on movable posts.
05. Fire jackets shall be kept at a convenient place near the fire area
for emergency use.
06. Fire fighting work shall be done during day light hours only.
07. The presence of a person near the fire should be need based only.
For the purpose, nozzles to be aimed at fire and after turning on
the water supply, person should keep away of that place.
08. Approach road to the place of fire shall be kept maintained all the
time.

09. No vehicle shall be allowed around the fire area except the fire
tender and water tanker.
14. Before deploying diesel back-hoe in fire fighting, the same should
be washed with water to clean the spilled lubricant and coal dust.
15. Bound paged record shall be maintained about the date of sliding
of fire and date wise number of persons deployed in fire fighting.
