law whose stated intent is to prevent, prohibit and penalize terrorism in the Philippines. The law was
signed by President Rodrigo Duterte on July 3, 2020 and effectively replaced the Human Security Act of
2007. The law is currently being challenged in the Supreme Court by a group led by Howard Calleja, the
De La Salle brothers led by former education secretary Brother Armin Luistro and other civic groups.
The bill allows law enforces or military personnel to arrest a person or persons suspected of
committing terrorist acts. Suspects can be detained without charges filed in court for a period of 14 days,
and may be extended to a maximum of 10 days if necessary. The bill requires the law enforcement agent
or military personnel who arrests a suspect to “immediately” notify in writing the judge of the nearest
court where the apprehension was made. The written report should contain details about the arrest, place
of detention, and the “physical and mental condition” of the suspect or suspects. A 10-year imprisonment
will be imposed on the law enforcer or military personnel who fails to notify any judge of the arrest, or if
they violate the rights of persons under their custody. The bill exempts advocacy, protest, dissent,
stoppage of work, industrial or mass action, other similar exercises of civil and political rights, which are
not intended to cause death or serious physical harm to a person, to endanger a person’s life, or to create a

about this bill. Many misunderstood and debate about this bill. Some citizens said that the bill is another
freedom of expression removal plan. People tend to be vocal on what they feel and experienced. Freedom
of expression is important to many people because it is the right to speak their mind freely on important
issues in society, access information and hold the powers that be to account, plays a vital role in the
healthy development process of any society. On the other hand, those who in favored with anti-terrorism
bill said that nothing to be afraid of because as long as you are not doing anything wrong, you are not
hurting anyone and you are not destroying our country. Only terrorism is to be feared and who supported
them.
I think, this bill is good but if it is use in a dirty job, it is worse than bad, anybody can be pointed
as terrorist. I believe, all of us don’t want terrorists to occupy our country. Many of our soldiers and
policeman died because of the terrorists. Shall we add more? How many more soldiers and policeman
will die at the hands of terrorists who want to destroy our country? And not only that, there are also
In conclusion, maybe, it’s time for Filipinos to have disciplined. We need to unite. I believe that
Filipinos have only one goal, which is world peace. So, if Filipinos are united, there’s no fight at all. And
we will have peace. And I believe that this bill is to protect and keep people safe from terrorists.
