PREFACE
DEP (Design and Engineering Practice) publications reflect the views, at the time of publication, of Shell Global Solutions
International B.V. (Shell GSI) and, in some cases, of other Shell Companies.
These views are based on the experience acquired during involvement with the design, construction, operation and
maintenance of processing units and facilities. Where deemed appropriate DEPs are based on, or reference international,
regional, national and industry standards.
The objective is to set the standard for good design and engineering practice to be applied by Shell companies in oil and
gas production, oil refining, gas handling, gasification, chemical processing, or any other such facility, and thereby to help
achieve maximum technical and economic benefit from standardization.
The information set forth in these publications is provided to Shell companies for their consideration and decision to
implement. This is of particular importance where DEPs may not cover every requirement or diversity of condition at each
locality. The system of DEPs is expected to be sufficiently flexible to allow individual Operating Units to adapt the
information set forth in DEPs to their own environment and requirements.
When Contractors or Manufacturers/Suppliers use DEPs, they shall be solely responsible for such use, including the
quality of their work and the attainment of the required design and engineering standards. In particular, for those
requirements not specifically covered, the Principal will typically expect them to follow those design and engineering
practices that will achieve at least the same level of integrity as reflected in the DEPs. If in doubt, the Contractor or
Manufacturer/Supplier shall, without detracting from his own responsibility, consult the Principal.
The right to obtain and to use DEPs is restricted, and is typically granted by Shell GSI (and in some cases by other Shell
Companies) under a Service Agreement or a License Agreement. This right is granted primarily to Shell companies and
other companies receiving technical advice and services from Shell GSI or another Shell Company. Consequently, three
categories of users of DEPs can be distinguished:
1) Operating Units having a Service Agreement with Shell GSI or another Shell Company. The use of DEPs by these
Operating Units is subject in all respects to the terms and conditions of the relevant Service Agreement.
2) Other parties who are authorised to use DEPs subject to appropriate contractual arrangements (whether as part of
a Service Agreement or otherwise).
3) Contractors/subcontractors and Manufacturers/Suppliers under a contract with users referred to under 1) or 2)
which requires that tenders for projects, materials supplied or - generally - work performed on behalf of the said
users comply with the relevant standards.
Subject to any particular terms and conditions as may be set forth in specific agreements with users, Shell GSI disclaims
any liability of whatsoever nature for any damage (including injury or death) suffered by any company or person
whomsoever as a result of or in connection with the use, application or implementation of any DEP, combination of DEPs
or any part thereof, even if it is wholly or partly caused by negligence on the part of Shell GSI or other Shell Company. The
benefit of this disclaimer shall inure in all respects to Shell GSI and/or any Shell Company, or companies affiliated to these
companies, that may issue DEPs or advise or require the use of DEPs.
Without prejudice to any specific terms in respect of confidentiality under relevant contractual arrangements, DEPs shall
not, without the prior written consent of Shell GSI, be disclosed by users to any company or person whomsoever and the
DEPs shall be used exclusively for the purpose for which they have been provided to the user. They shall be returned after
use, including any copies which shall only be made by users with the express prior written consent of Shell GSI. The
copyright of DEPs vests in Shell Group of companies. Users shall arrange for DEPs to be held in safe custody and Shell
GSI may at any time require information satisfactory to them in order to ascertain how users implement this requirement.

PART I INTRODUCTION
1.1 SCOPE
This DEP specifies requirements and gives recommendations for gasketed, semi-welded,
and fully welded plate-and-frame heat exchangers (PHE and WPHE). This DEP does not
apply to fully Welded Plate-bloc Heat Exchangers (WPBHE), for which
DEP 31.21.01.33-Gen. shall be applied.
NOTE: Semi-welded PHE contain port gaskets between welded plate cassettes. A fully-welded PHE contains
no gaskets.
This DEP is based on ISO 15547-1:2005. Part III of this DEP amends, supplements and
deletes various clauses of ISO 15547-1:2005.
For ease of reference, the clause (or paragraph) numbering of ISO 15547-1:2005 has been
used throughout this DEP. Clauses of ISO 15547-1:2005 that are not mentioned remain
valid as written.
This DEP contains mandatory requirements to mitigate process safety risks in accordance
with Design Engineering Manual DEM 1 – Application of Technical Standards.
This is a revision of the DEP of the same number dated September 2010; see (1.5)
regarding the main changes.
The Principal is the party that initiates the project work and ultimately pays for its design
and construction. The Principal will generally specify the technical requirements. The
Principal may also include an agent or consultant, authorised to act for the Principal.
NOTE: The term Principal as used in this DEP may be synonymous with the term Purchaser (as used in
ISO 15547-1) depending on the context in which the term is used.
3.20 wet hydrogen sulphide service, as specified by the Principal, that contains water and H2S
as defined in DEP 30.10.02.17-Gen.
4. GENERAL
4.3 Gasketed or semi-welded plate and frame heat exchangers SHALL [PS] NOT be used in
very toxic services. Only fully Welded (gasketless) Plate Heat Exchangers (WPHE) or
Welded Plate-Bloc Heat Exchangers (WPBHE) may be used in very toxic services.
4.4 Unless otherwise specified, the scope of supply shall be as specified on data requisition
sheet DEP 31.21.01.93-Gen.
5.9 The proposal shall include tools required for assembly and tightening of the plate pack.
7. DESIGN
7.1 GENERAL
Add new clause:
7.1.4 The combined pressure drop attributed to the entrance and exit flow ports should not
exceed 20 % of the total pressure drop.
Add new clause:
7.1.5 Multi-pass designs shall not be used unless approved by the Principal.
7.6 COMPONENTS
7.6.1 Replace sub clause a) with:
a) The nominal thickness of gasketed stainless steel plates, before pressing, shall be
sufficient to meet the design conditions, but shall not be less than 0.6 mm (0.024 in).
7.6.1 Replace sub clause c) with:
c) The plates shall be designed to meet the design conditions without the need of
additional stiffeners attached to the plate.
7.6.3 Replace sub clause a) with:
a) The nominal diameter of tie bolts shall be at least 19 mm (3/4 in).
Add new sub clause e):
e) For amine and Sulfinol® solvent service (or any other streams defined as sour or
wet hydrogen sulphide service), SA-193 B7 tie-bolts and SA-194 2H nuts shall be
supplied as M-grade.

7.7 CONNECTIONS
7.7.1 Add to this clause:
Connections should be flanged. Studded connections are acceptable only for utility
(non-process) services with design gauge pressures not exceeding 1035 kPa (150 psi).
The type of connection to be used shall be approved by the Principal. All nozzles shall be
located on the stationary plate, unless otherwise approved by the Principal.
The minimum requirement for attachment of flanged connections on PHE covers shall be to
use partial penetration fillet welding on both the inside and outside of the covers in
accordance with ASME UW-16(j). Where full penetration welds are specified by the
Principal, the design shall be of the set-on type in accordance with UW-16(a) or (b).
7.7.8 Add to this clause:
Nozzle necks shall comply with the following:
• Their thickness is at least that required by the pressure design code plus the
appropriate corrosion allowance; and
• They are of a standard pipe schedule; and
• Carbon steel nozzles DN 80 (NPS 3) or less are minimum Schedule 160; and
• Austenitic stainless steel or other high alloy nozzles DN 80 (NPS 3) or smaller are
minimum schedule 80S.
Electric Resistance Welded (ERW) pipe shall not be used for nozzle necks.
7.7.9 Replace this clause with:
For wet hydrogen sulphide service or corrosive service, all carbon steel ports and flanged
connections in contact with the process fluid SHALL [PS] be provided with weld overlay
(with the overlay material matching that of the plates). Solid alloy nozzle necks with
dissimilar welds between the alloy nozzle and carbon steel covers shall not be used.
Carbon steel or low-alloy steel nozzles DN 100 (NPS 4) and smaller shall be weld
overlayed with material matching that of the plates. Alloy nozzles greater then DN 100
(NPS 4) may be lined or weld overlayed.

If temperature and pressure gauge connections are required, they shall be located in the
adjacent piping.
In all cases, the construction details of nozzle and connection attachments shall be
provided in the Manufacturer's proposal and be subject to approval by the Principal.
7.7.10 Replace this clause with:
Connections shall be designed to withstand suitable forces (F) and moments (M) induced
by the piping. Tables 1 (onshore locations) and 2 (offshore locations) indicate a suitable
initial estimate of primary loadings for connections in either standard or severe services.
The Principal shall specify which Table shall be used or shall specify alternate loadings.
Add new clauses:
7.7.11 Threaded connections shall not be used.
7.7.12 The minimum nozzle size shall be DN 40 (NPS 1-1/2).
7.7.13 Weld-neck flanges or long weld-neck flanges shall be used with flanged connections, and
have the same bore as the nozzle necks. Slip-on flanges or lap-joint flanges shall not be
used without approval of the Principal.
8. MATERIALS
8.5 Welded components in contact with the process fluid, such as nozzle necks, flanges, port
liners, and plates for semi-welded and fully-welded units which are specified as 304, 316, or
317 austenitic stainless steel shall be low carbon (L) grade. Dual certification to low carbon
grade is also acceptable.
8.6 Pressure components made from austenitic stainless steel grades 304, 316, and 317 shall
be capable of passing an intergranular corrosion testing in accordance with ASTM A262
Practice E or ISO 3651-2 Method A. If the test is required by the Principal the results shall
be reported on the material certificate.

8.7 The Manufacturer shall perform Positive Material Identification (PMI) on all alloy pressure
components and welding consumables used in the manufacturing of the PHE in
accordance with DEP 31.10.00.10-Gen. Unless otherwise specified by the Contractor, 10 %
of heat transfer plates and 1 % of bolting shall be subject to PMI. PMI reports shall be
included in the Manufacturer's databook.
8.8 The Manufacturer shall provide a material certificate from the gasket Supplier. Additionally,
if specified by the Principal, PMI shall also be performed on a gasket sample that is
representative of the batch being used in assembly of the unit(s), with the specific testing
method approved by the Principal.
8.9 The use of stainless steel PHE plates is not recommended in cooling water service.
Stainless steel plates in cooling water services may be considered only if the following
conditions are satisfied (but not in any case for closed-cooling water systems):
• Only type SS 316 L or super austenitic stainless steel or duplex stainless steel are
considered.
• The chloride content of the cooling water is below 50 mg/kg for SS 316 L and below
100 mg/kg for 2205 Duplex SS.
• Graphite and full density PTFE gaskets are not be applied on the water side, in
order to avoid crevice corrosion. Expanded PTFE may be used. Only PTFE that
contains no free Fluoride (F-) ions may be put into contact with SS. Non-asbestos
plate gaskets may be used on the water side in contact with the stainless steel.
For closed-cooling water systems, the Principal shall be consulted for material selection.
9. FABRICATION
9.1 WELDING
Add to this clause:
Welding processes on pressure parts shall be in accordance with DEP 30.10.60.18-Gen.
10.3 NAMEPLATES
Replace this clause with:
The nameplate shall be in accordance with Standard Drawing S 10.114.
The complete set of data/requisition sheets shall be used, even if only one equipment item
is ordered.
