II.RATIONALE/BACKGROUND
In line with the DepEd Order No. 012, s. 2021 (Amendment to DepEd Order No. 030, s.
2020), the Information and Communications Technology Service – Educational Technology
Unit (ICTS-EdTech) will conduct a virtual In-Service Training (INSET) for teachers on 15-19
March 2021.
This five-day session aims to further expand the participants’ skills and knowledge on
different digital teaching materials, systems, and approaches that are useful in delivering
quality instruction
This policy shall be implemented in all public elementary and secondary schools nationwide
for SY 2020-2021. Private schools, technical and vocational institutions, and higher
education institutions, including state and local universities and colleges offering the K-12
Basic Education Program are encouraged to implement these guidelines according to their
philosophy, vision and mission.
In fulfillment of the City Ordinance No. 2015-23, also known as “An Ordinance Amending
the Gender and Development (GAD) Code of the City of Tanauan, Batangas and for the
Purposes”, Tanauan City College supports the policy of the Local Government of Tanauan
to uphold the rights of women and believe in their worth and dignity as human beings.
Training program in an organization is a process by which people are taught with skills and
given the necessary knowledge or attitude to enable them to carry out their responsibilities
to the required standard in the present job and to undertake greater and more demanding
roles for effective job performance. Organizations are facing many changes which are
related to economic needs, social needs and technology needs. As such, training
programme plays an important part to overcome these problems and to cater the needs of
the organizations.
Training program is also important in the education sector same as the other sectors or
organizations. The need for training in education particularly for teachers are important to

improve the quality of education in the Philippines. Teachers are crucial in implementing
educational reforms in accordance with the aspiration of the National Philosophy of
Education. The success of a school curriculum is closely related to its effective
implementation. Teachers have to be personally aware of the school curriculum, improve
and enhance the necessary skills to interpret the concept changes accurately and to
implement the modified curriculum according to its requirements, aims and objectives.
As such, the need for in-service training or staff development programme for teachers plays
an essential role in successful education reform. It also serves as a bridge between
prospective and experienced educators to meet the new challenges of guiding students
towards higher standards of learning and self-development. In developing the
professionalism status of teachers, the training program such as in-service training should
not be run away from the reformation that occurs.
In-service training has for many years been the driving force behind much changes that has
occurred in the area of teaching and learning. As in any other profession, it is vital that
teachers keep up to date on the most current concepts, thinking and research in their field.
This, in turn supports in their ‘lifelong learning’ as educators, as professionals and as
individuals who are responsible for the education of the next generation. Teachers play and
active and vital role in the development of productive and dedicated Filipino citizens.
The knowledge, idea, skills and attitude of the educator must be developed through
integrated and systematic way. According to Marsha & Naftaly(1999), one of the important
component to improve the quality of education is through in-service training for teachers.
With respect to this, even though there are many in-service training programme been
organized, but the effectiveness of in-service training in schools should not be taken lightly
by school management and also teachers.
TCC President and College administrator, School Heads, Program Heads, SHS Principal,
faculty and staffs are the participants of this INSET Training. The activity will be conducted
via zoom/google meet and face-to-face following the COVID-19 protocols.

Generally, this activity aims to help the teachers to maximize available resources to reach
their full potential through a well-rounded personal development.
IV.TARGET BENEFICIARIES
The target direct beneficiaries of the proposed project are the Senior High School Faculty
which are composed of 4 men and 9 women. They are all enlisted as full-time faculty
members in Tanauan City College, Tanauan City.

VII.IMPLEMENTING TEAM

With the initiative of the officers of the Tanauan City College, there will be more
implementation of the gender mainstream strategy for research projects and incorporation
of the concept for equal participation of women and men in all phases of the programmes
within the institution. The College will continuously invest to integrate GAD in the activities
and assess the implications of the project so as to adapt a framework which promotes
gender equality among men and women of TCC community.
Finally, the aim of implementing more gender sensitive and multi-gender collaborations will
be established to strengthen the importance and cooperation among gender.
